On the afternoon of November 6, the National Assembly Delegation of Son La province and the National Assembly Delegation of Vinh Long province continued to discuss at Group 13 the projects: Law on Digital Transformation; Law on High Technology (amended) and the project on amending and supplementing a number of articles of the Law on Technology Transfer.
Delegates assessed that these are draft laws with a wide scope of regulation, directly related to the development process of the digital economy and digital society, and at the same time impacting the national technological capacity foundation in the long term. Therefore, the completion of draft laws needs to be considered in the direction of clarifying concepts, demarcating boundaries between activities, designing focused policies and ensuring effective implementation, avoiding overlap or difficult-to-apply regulations.

Discussing the draft Law on Digital Transformation, delegate Thach Phuoc Binh (Vinh Long) assessed that the draft has approached relatively fully the fundamental components of digital transformation: data, digital infrastructure, digital human resources and digital services. These are decisive factors for the process of modernizing public administration and service provision.
However, delegates said that some contents in the draft overlap with the Data Law and laws related to the field of network information security.
The delegate emphasized that the Law on Digital Transformation needs to clearly define its role as a framework law, guiding overall policies and principles for inter-sectoral coordination; while technical contents and standards should be referenced or specified in detail in specialized documents to ensure flexibility and updating.

On that basis, the delegate proposed to study the establishment of a centralized coordination mechanism at the Government level, with the function of harmonizing tasks, resources and implementation standards between ministries, branches and localities. "This is especially important when data and digital infrastructure are currently being managed in a decentralized manner, leading to the risk of lack of connection, difficulty in sharing and waste of resources," delegate Thach Phuoc Binh affirmed.
Delegates also emphasized the importance of a unified set of digital transformation measurement indicators as a basis for assessing progress and implementation results, and as a basis for transparently allocating investment resources.

Commenting on the draft Law on High Technology (amended), delegate Nguyen Thi Le Thuy (Vinh Long) suggested clearly defining the position of the Law in the legal system to avoid expanding the scope of regulation too much, leading to difficulties in implementation in practice.
Delegates assessed that the concept of "high-tech activities" in the draft Law currently does not have specific criteria, making it difficult to determine the beneficiaries of preferential mechanisms; they requested the drafting agency to clarify the concept's connotation, pointing out which activities are core, have high technology content and high added value.
Delegates also suggested reviewing the definition of high-tech enterprises and high-tech product manufacturing enterprises to avoid duplication or indistinguishability between the two entities. "The unclear criteria will lead to difficulties in assessing, recognizing and monitoring the implementation of incentives," delegate Nguyen Thi Le Thuy stated.
