The Party and the State have issued many important resolutions creating an institutional foundation to promote the national digital transformation, including Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science and technology, innovation, and national digital transformation.
Based on that, the Central Military Commission (CMC) and the Ministry of National Defense have provided decisive leadership and direction, issuing numerous plans and programs to implement digital transformation throughout the military; establishing a Steering Committee on breakthroughs in science and technology development, innovation, and digital transformation; implementing Project 06 (Project on the Development of Data Applications on Population, Identification and Electronic Authentication for National Digital Transformation in the period 2022-2025, with a vision to 2030); and reforming administrative procedures within the Ministry of National Defense.
In this context, the Commander of the 86th Military Command is a Standing Member of the Central Military Commission's Steering Committee, Head of the Working Group on Digital Transformation, implementing Project 06 of the Ministry of National Defense's Steering Committee. Notably, the Ministry of National Defense is one of the few ministries and sectors that proactively developed and implemented the Digital Transformation Project until 2025, with a vision to 2030, with detailed and specific goals, roadmap, and implementation plans; it has launched and implemented the "Popular Digital Education" movement with very specific goals for all target groups throughout the army.

With its function of advising the Central Military Commission and the Ministry of National Defense on managing and protecting national sovereignty in cyberspace and information technology (IT), the 86th Command has advised the Central Military Commission and the Minister of National Defense to promptly and effectively implement tasks according to Resolution No. 57-NQ/TW of the Politburo, Resolution No. 71/NQ-CP of the Government, and Resolution No. 3488-NQ/QUTW of the Central Military Commission; issued the Ministry of National Defense's Directive on strengthening the development and management of ministerial-level databases and specialized databases within the Ministry of National Defense; the list of electronic identification codes of agencies and units serving data connection and sharing with ministries, sectors, and localities; the Ministry of National Defense's Digital Government Architecture Framework version 4.0; the set of criteria for evaluating and ranking the level of digital transformation in agencies and units; and the list of databases. List of shared digital platforms version 1.0 and implementation of tasks in the "Digital Literacy Movement" of the Ministry of National Defence.
The 86th Command submitted to the Minister of National Defense for promulgation the Basic Digital Knowledge and Skills Framework; Guidelines for evaluating and certifying the completion of digital skills popularization in the Army; and a plan for organizing activities for the All-Army Digital Learning Day and responding to the National Digital Revolution Day in 2025 within the Ministry of National Defense.
The 86th Command reported to the Minister of National Defense on the preliminary results of the implementation of Project 06 within the Ministry of National Defense for the period 2022-2025; the plan for implementing Prime Minister's Directive No. 07/CT-TTg on promoting the implementation of Project 06 in ministries, sectors, and localities in 2025 and subsequent years; and the plan for deploying a secure connection portal solution to support the deployment of electronic health records for military personnel, electronic medical records, and medical examination and treatment at military hospitals. In coordination with relevant agencies of the Ministry of Public Security, they developed and submitted to the heads of both ministries for approval the Plan for the implementation of Project 06 between the Ministry of National Defense and the Ministry of Public Security in 2025 and subsequent years.
Supporting the Military Industry and Telecommunications Group, the Border Guard, and the Department of Administrative Management of Social Order (Ministry of Public Security) in completing the connection and operation between the Border Guard's fishing vessel management and control software and the national database on population and the VNeID electronic identification and authentication application to serve the implementation of the Prime Minister's assigned task on combating illegal, unreported, and unregulated (IUU) fishing.
The 86th Command issued 3 regulations, 3 rules, 3 guidelines, and a document announcing the list of software and applications used in the Ministry of National Defense for agencies and units throughout the army. It deployed 4 common software applications, including the QiMe multimedia messaging application (with over 140,000 accounts) and online reporting software updating the results of implementing Resolution No. 3488-NQ/QUTW of the Central Military Commission and Plan No. 2812/KH-BQP of the Ministry of National Defense for 79 agencies and units within the Ministry of National Defense. It participated in the 8th Vietnam Digital Transformation Award 2025 organized by the Ministry of Science and Technology and won an outstanding award.
Another highlight is that the 86th Command advised on the development and implementation of the "Ministry of National Defense's Digital Popular Education Platform" on both the internet and the military computer network, attracting over 30 million visits, with a comprehensive system of digital learning materials on digital transformation, digital technology, artificial intelligence (AI), information security, and cybersecurity.
Furthermore, the 86th Command actively and proactively directs and guides agencies and units to effectively implement common and specialized applications and software within the Ministry of National Defense. It proactively researches, develops, and tests new technical and technological solutions to serve digital transformation in military and national defense operations. It has developed and submitted to the Minister of National Defense for approval the Plan for Data Centers within the Ministry of National Defense. To date, the 86th Command has completed the construction and put into operation the Northern Ministry of National Defense Data Center, meeting advanced technological requirements and standards according to national standards. Emphasis has been placed on ensuring infrastructure; server and storage infrastructure; and solutions for ensuring information security and cybersecurity. Applications and databases migrated to the Ministry of National Defense Data Center are operating stably and securely.

The 86th Command actively and proactively researches and develops technical solutions to ensure information security and cybersecurity for military and national defense information systems and digital transformation across the entire army. It inspects information security and assesses the quality of IT equipment and database software of agencies and units before they are put into use, in accordance with regulations. It evaluates the information security level of information systems within the Ministry of National Defense in accordance with Government Decree No. 85/2016/ND-CP. It effectively supports the investigation of digital evidence for the Criminal Investigation Department (Ministry of National Defense). It connects several IT systems of agencies and units with the national population database based on a secure inter-network connection portal to serve the development of e-government towards digital government.
In the coming period, the 86th Command will continue to effectively fulfill its role as the Standing Agency of the Steering Committee on breakthroughs in science and technology development, innovation, digital transformation, and the implementation of Project 06 and administrative reform of the Ministry of National Defense; advising the Minister of National Defense on the effective implementation of the Digital Transformation Project in the Ministry of National Defense for the period 2026-2030 after adjustment. It will promote the construction, updating, and commissioning of ministerial-level databases and specialized databases according to the approved list; and implement the Plan for the development and application of digital data in the Ministry of National Defense until 2030.
In addition, it is necessary to strengthen professional training and differentiate skill levels through training courses on cybersecurity, encryption, data security, AI, etc., to create a skilled workforce. The organization of training and professional development for IT personnel in agencies and units throughout the military should be intensified, serving as a foundation for fulfilling the task of protecting national sovereignty in cyberspace and implementing digital transformation in a comprehensive, widespread, and effective manner.
To further promote digital transformation throughout the army, the 86th Command has identified three key priorities: focusing on researching the complete mobility of command and control operations; mastering cloud computing technology and developing a specific roadmap for migrating all systems serving digital transformation to a cloud computing platform; and focusing on researching and developing AI-powered applications and intelligentizing existing applications and platforms.
