Deepen the perspective of Breakthrough in scientific and technological development, innovation and digital transformation

Representative of the Central Post Office, in his comments on the draft document submitted to the 14th National Congress of the Party, Secretary Tran Duy Ninh said: The draft document was carefully and meticulously prepared, with a clear, concise and succinct structure, looking straight at the truth, correctly assessing the practical situation of the country, the socialist-oriented renovation process over the past 40 years as well as the practical work in leading and managing the country's socio-economic development processes in the coming period.

The draft document needs to more clearly demonstrate the implementation of the Resolution of the 13th National Party Congress and the country's foundation after 40 years of renovation. Accordingly, the concept of "economic diplomacy" is a new concept, and its content needs to be further clarified to ensure consistency with the Party's viewpoints and policies in the Congresses since the renovation on international integration and international economic integration. Regarding the part on building and synchronously perfecting institutions for rapid and sustainable development of the country, the Party Committee of the Central Post Office suggested using the word "promote..." instead of "accelerate" on page 28 on "Accelerating the synchronous perfection of institutions for rapid and sustainable development of the country, in which political institutions play a key and guiding role; economic institutions are the focus; institutions in other fields are very important".

The draft report summarizing some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam has the orientation content "Cultural development, social development management and human development" which needs to be adjusted to "Cultural development, human development and social development management" to clearly show the investment in human resources. In addition, in the context of the world, region and country affecting the renovation process over the past 40 years, in the section "The Communist Party in some countries still maintains its activities and plays a leading role in political and social life, such as the Communist Party of China, the Communist Party of Cuba...", the phrase "maintains its activities and plays a leading role" should be replaced by "affirms its leadership role" to clearly emphasize the role of the Communist Party in general and Vietnam in particular. In particular, for the breakthrough in science and technology development, innovation and national digital transformation, it is necessary to add the phrase "Improving mechanisms and policies" to "Improving mechanisms and policies and creating a favorable environment for the private sector to trust and be ready to participate in investment, scientific research and technology development", along with that, promoting the implementation of Resolution No. 68-NQ/TW on private economic development in the new situation, affirming the role of the private economy as a leading important driving force of the economy.

Sharing the same viewpoint on promoting breakthroughs in science and technology development, innovation and national digital transformation, the representative of the Institute of Strategy, Academy of Science and Technology Strategy, Secretary Tran Minh Tan said: The Draft Political Report ensures comprehensiveness and orientation for the development of economic, social, political and institutional pillars, bringing the country to rapid and sustainable development; for the field of science, technology, innovation and digital transformation, it is necessary to continue to perfect the Draft to clarify the main viewpoint: "Breakthroughs in science and technology development, innovation and digital transformation must aim at the ultimate goal of socio-economic development, contributing to increasing national competitiveness, becoming the main driving force for the development of new productive forces".

Based on the main viewpoint: "Breakthroughs in the development of science, technology, innovation and digital transformation must aim at the ultimate goal of socio-economic development, it is recommended that the Editorial Team of the draft document submitted to the 14th National Congress of the Party study, review, add some detailed contents and clarify the role of science, technology, innovation and digital transformation in contributing to increasing national competitiveness, contributing to socio-economic development, ensuring national defense and security, improving the quality of people's lives. Demonstrate consistency in guiding ideology, synchronization in goals, tasks, solutions, implementation mechanisms, as well as facilitate the dissemination, deployment and supervision of the implementation of the Resolution and action program of the Central Executive Committee after the Congress.

According to Secretary Tran Minh Tan, the comments on the draft documents submitted to the 14th National Party Congress closely followed reality, reflecting the spirit of innovation and creativity, the aspiration to contribute of the young generation, and at the same time demonstrating firm belief in the Party's leadership and the path of national development in the new period.
