Social housing - high demand, "trickle" supply: More open policies

Since the beginning of October 2025, many social housing projects in Hanoi have begun accepting applications from customers. However, the reality of queuing up to submit applications shows that this supply is still really "drop by drop" compared to the huge housing demand of the people.

Switching from lump-sum tax to self-declaration and self-payment of tax from January 1, 2026: Ensuring transparency and fairness

Business households and individuals will not apply the lump-sum tax method but will switch to making declarations from January 1, 2026. Deputy Director of the Tax Department (Ministry of Finance) Mai Son informed that in the past, the tax policy applied in the form of lump-sum tax for business households and individuals has achieved the requirements and highly humane purposes of the State.
Tax expert Nguyen Thi Thu Ha said that eliminating lump-sum tax for business households aims to create equality in tax regime between business households and enterprises, while ensuring transparency in business households' operations.
Deputy Director of the Tax Department Mai Son said that currently, there are more than 110 software, electronic invoice and accounting solution providers nationwide. Some tax agencies have signed agreements with units that can provide a complete solution package that reduces the initial cost by 50%, including accounting software, free electronic invoice software and 1 year of digital signature use for business households.
Using AI to impersonate disabled people for profit: Beware of new scam

Recently, on social networking platforms such as Facebook and TikTok, a new and unprecedented scam has been taking place. These bad guys have used artificial intelligence (AI) technology to edit the faces and bodies of normal people, turning them into disabled people, then creating sad stories to sell products or call for support.
Mr. Dang Minh Quang, on Ngoc Lam Street, Bo De Ward (Hanoi) shared: “My mother believed in the clip of a woman with an amputated arm selling goods, so she sympathized with her and ordered some products from this person. When she learned the truth, that the disabled person was just an image created by AI, she was very sad and felt offended.”
To recognize AI-generated videos, according to cybersecurity experts, users should carefully observe image details, facial movements, limbs or sounds.
Decree No. 263/2025/ND-CP: A strong shift in the policy of utilizing talented people

With the issuance of Decree No. 263/2025/ND-CP, the Government has opened a new, breakthrough mechanism in attracting and employing talents in science, technology and innovation.
Deputy Director of the Department of Organization and Personnel (Ministry of Science and Technology) Vu Thi La said that Decree No. 263/2025/ND-CP, together with previous decrees, has created a synchronous legal corridor and a favorable environment for scientists and experts to promote their capacity and make long-term contributions.
Professor, Doctor of Science Nguyen Dinh Duc, former Chairman of the Council of the University of Technology (Hanoi National University) pointed out that foreign experts or overseas Vietnamese can only come and stay long-term when they see a professional working environment, their rights are protected, they have favorable research conditions and are respected accordingly.
Dr. Nguyen Quan - former Minister of Science and Technology affirmed: "No country has to wait a whole year to sign a contract for research."
