Capital Social Insurance: Outstanding achievements in elderly care

With the determination to leave no one behind in the social security system, up to now, Hanoi city has made steady progress in taking care of the health and lives of the elderly.

The remarkable achievements in expanding coverage and care for the elderly partly affirm the strong leadership of the Hanoi Party Committee and People's Committee and the persistent efforts of the Capital's Social Insurance sector.

Social insurance coverage target exceeds expectations

The period 2010-2025 marked a strong mark of Hanoi city in implementing the Law on the Elderly and social security policies. With the synchronous participation of the entire political system - from the City Party Committee, People's Council, People's Committee to departments, branches and Hanoi Social Insurance, the targets of social insurance and health insurance coverage have been achieved and exceeded expectations.

In 2010, Hanoi had only 62.6% of the population participating in health insurance (equivalent to 4.1 million people). After 15 years, this number has increased to 95.56% of the population, equivalent to 8.2 million people with health insurance cards, making Hanoi one of the localities with the highest coverage rate in the country. This result reflects the effectiveness of specific policies issued by the City People's Council, specifically, implementing Resolution No. 13/2023/NQ-HDND on supporting health insurance premiums for the elderly from 70 to under 80 years old, Hanoi Social Insurance has supported 65,188 elderly people from 70 to under 80 years old, with an amount of 48.7 billion VND. In the first 9 months of 2025, there were 87,992 people, with an amount of 86.6 billion VND. By the end of September 2025, Hanoi Social Security had issued 61,678 free health insurance cards to people aged 80 and over.

Along with health insurance, the number of people participating in social insurance has also grown impressively. Compulsory social insurance increased from 1 million people in 2010 to nearly 2.3 million people, accounting for 47.51% of the workforce. Voluntary social insurance, which is a type of insurance for freelance workers, also made a strong breakthrough, increasing from 4,921 people to 128,567 people, more than 26 times. This is the result of support policies, propaganda and the change in people's awareness of the importance of participating in social insurance for a secure old age.

The monthly payment of pensions and social insurance benefits for the elderly is carried out safely, promptly and conveniently. As of September 30, 2025, there were 483,161 people aged 60 and over receiving monthly pensions and social insurance benefits; of which, 107,229 people were aged 80 and over. Notably, 99.42% of people received their salaries through bank accounts, reflecting efforts to digitize and make the payment process transparent.

Along with that, the elderly also enjoy better health care services thanks to the health insurance policy. In the first 9 months of 2025, 4.58 million elderly people went to see a doctor using health insurance, accounting for 44.2% of the total number of medical examinations and treatments in the city. The Health Insurance Fund paid 6,034 billion VND for medical examination and treatment costs for this group, equivalent to 27.7% of the total general medical examination and treatment costs. These figures clearly demonstrate the role of health insurance in protecting the health and financial stability of the elderly, especially when medical costs increase with age.

Security for everyone, happiness for old age

Not only expanding coverage, Hanoi Social Insurance is also a pioneer in administrative reform and digital transformation. Up to now, 100% of administrative procedures (25/25 procedures) have been deployed at level 4 online public services, and 20 public services have been integrated on the National Public Service Portal. The VssID application - Digital Social Insurance has attracted more than 4 million subscribers, helping the elderly look up their medical examination and treatment history, use electronic cards when going to the hospital without worrying about forgetting or losing their paper cards.

These efforts have helped people, especially the elderly, access services faster and more conveniently, demonstrating the determination to build a modern, friendly and humane social insurance system.

To ensure sustainable development, the leaders of Hanoi Social Insurance consider expanding coverage and supporting the disadvantaged to continue to be top priorities. Specifically, the city will research and advise on additional support policies from the state budget and mobilize socialized resources so that the elderly and the poor have the conditions to participate in voluntary social insurance and family health insurance. Hanoi Social Insurance coordinates with the health sector to improve the quality of health insurance examination and treatment, increase the application of information technology to reduce waiting time and improve services for the elderly. At the same time, the sector continues to promote administrative reform, moving towards 100% electronic file transactions, implementing full-process online public services and effectively implementing Project 06 of the Government on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030.

With the goal of “social security for everyone, happiness for old age”, Hanoi Social Insurance is making efforts every day to consolidate and expand the social security network of the Capital. Under the close direction of the City Party Committee, the City People's Committee and the high sense of responsibility of the entire industry, Hanoi Social Insurance has the basis to overcome challenges, promote achievements, contribute to building a comprehensive, modern and humane social security system, ensuring a safe, healthy and happy old age for every citizen of the Capital.
