The Ministry of Health resolutely and effectively implements Resolution 68/NQ-CP
Information at the conference showed that in the period of 2020 - 2025, the Ministry of Health has resolutely and seriously implemented the Government 's direction in Resolution No. 68/NQ-CP dated May 12, 2020 of the Government.
Immediately after implementation with the spirit of promoting regulatory reform and organizing the implementation of regulations related to business activities, creating momentum for socio-economic development, the Ministry of Health urgently reviewed and completed the reduction and simplification of 785 regulations and conditions related to business activities under the management scope of the Ministry of Health, the highest among the Ministries/sectors.

Current regulations on investment and business conditions in the health sector are basic and very necessary conditions that must be regulated to ensure conditions related to safety, health, life of patients, quality of medical examination and treatment, rights of practitioners, participants in medical examination and treatment activities, and to properly implement the spirit of the Law on Medical Examination and Treatment: "Taking patients as the center"; at the same time, closely following the actual situation, minimizing unnecessary investment and business conditions.
The results of this phase at the Ministry of Health show substantial reform, the reform results have been converted into time, specific numbers and cost savings.
Continuing to implement reduction and simplification of administrative procedures
Based on the results achieved in Resolution No. 68/NQ-CP of the Government, the Ministry of Health has led, directed and assigned tasks to the units of the Ministry to focus on implementing tasks to ensure the completion of the assigned goals in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026.
Specifically, the Ministry of Health issued a Plan to reduce and simplify administrative procedures related to production and business activities in the health sector in 2025. Along with training on program implementation, many official dispatches were issued to direct and urge units to perform assigned tasks.
The assigned functional units have reviewed and compiled the List of administrative procedures, investment and business conditions; specialized inspection products and goods; technical standards and regulations, and reporting regimes within the scope and management functions of the Ministry of Health.
Up to now, the Ministry has compiled a statistical report on the list of administrative procedures, investment and business conditions; specialized inspection products and goods; technical standards and regulations, and reporting regimes within the scope and management functions of the Ministry. The total number of administrative procedures under the management scope is 303, of which 231 are related to production and business activities.

The results of the review and recommendations for plans to reduce and simplify administrative procedures related to production and business activities of the Ministry of Health in 2025 on the following 3 indicators: Business conditions indicator reached 31%; processing time indicator was 21.38% and compliance cost indicator was 20%.
Each Department and Division with administrative procedures that need to be reviewed and reduced has reported at the conference to the Minister of Health. At the same time, it seriously proposed specific solutions and carefully calculated and detailed plans to achieve the common goals set out in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government.

The conference seriously analyzed, evaluated, and reviewed the results of implementing the development of internal procedures for handling administrative procedures.
There are a total of 120 administrative procedures resolved at the Ministry and internal procedures have been issued for 95 procedures. There are 25 administrative procedures that have not yet issued internal procedures, including: the Department of Disease Prevention has 5 procedures, 11 procedures related to the Department of Medical Examination and Treatment Management and 9 procedures at the Department of Traditional Medicine Management.
Along with that, the Ministry of Health is urgently and thoroughly completing the common database system that meets the conditions for connection to the national online public service portal, in order to serve people and businesses to carry out administrative procedures in the electronic environment;
Complete the construction of shared databases of the Ministry and specialized databases of management fields in the health sector, deploy digital technologies to meet the goal of data-based state management.
Deputy Minister of Health Vu Manh Ha suggested that there must be a focal point, a table to be built, a specific plan to be programmed, and a division of time and progress of task implementation to serve as a basis for urging and reminding.

Speaking at the conference, Minister of Health Dao Hong Lan affirmed that administrative procedure reform, digital transformation, and data interconnection are political orders, and heads of units under and directly under the Ministry must be responsible to the Minister and Deputy Ministers in charge of professional matters.
The Minister stated: Meeting the above plan's schedule is one of the criteria for evaluating the completion of tasks of cadres and party members in 2025.
The Minister assigned the Department of Science, Technology and Training to urgently complete a detailed and thorough survey form as a basis for coordinating with the National Health Information Center to receive data sent from Departments and Divisions and synthesize it closely and accurately.
Minister Dao Hong Lan assigned the Department of Planning and Finance to proactively allocate resources, including state budget funds and legal funding sources, based on the expenditure plan, to ensure that the National Health Information Center performs its common tasks. "Fast, urgent but careful, in accordance with the law, ensuring savings, efficiency, effectiveness, and preventing corruption and negativity" - Minister Dao Hong Lan emphasized.
Regarding the National Health Information Center, the Minister requested to immediately develop a guidance document according to a unified process, in order to have clear and scientific summary data, clearly point out existing problems and propose solutions to solve bottlenecks.
The Minister assigned the National Health Information Center to create a work progress table, and the Ministry Office to develop a plan and meeting time to check the effectiveness of assigned tasks of each unit.
In terms of expertise, based on a review of nearly 240 administrative procedures that have not been connected to the National Public Service Portal, the Minister requested the Department of Science, Technology and Training and the National Health Information Center to coordinate and focus on analyzing and clarifying: Which procedures are complete, which are partial, which procedures are of the Ministry, of the province and commune to implement uniformly, effectively, on schedule, ensuring connection in 2025.
The Minister assigned the Ministry Office and the Department of Science, Technology and Training to closely and regularly communicate with the Working Group of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation and the Government Office to unify data according to the reporting schedule.

Minister Dao Hong Lan requested that by November 10, 2025, the assigned units must have reports, data, and specific progress. Each individual leader and officer performing the tasks of the relevant units must consider this a key task, join hands, and coordinate. Thereby, we will soon achieve the results of establishing a streamlined architectural model, focusing on the core functions of digital government, operating on the principle of "One unified system - One single data - One seamless service".
