Draft documents to be submitted to the 14th National Party Congress are being widely consulted throughout society. In particular, the contents on "Breakthrough in science and technology development, innovation and national digital transformation"; "Building a modern national education system, on par with the region and the world" with new orientations, of special importance, in line with the nation's aspirations to rise, have received great attention from intellectuals, experts and scientists.

Affirming the prestige and intelligence of Vietnamese people

Professor - Dr. Nguyen Tien Thao (Director of the Department of Higher Education - Ministry of Education and Training ) said: The draft documents of the 14th National Party Congress were elaborately and comprehensively built, demonstrating the spirit of innovation and many important highlights, in which the political report plays a central role, crystallizing wisdom, demonstrating the Party's strategic vision on the country's development orientation in the new period. An important content on education and training is the guiding viewpoint "Building a modern national education, on par with the region and the world". This is a strategic orientation, both inheriting the Party's consistent ideology of considering education as the top national policy, and adding new elements suitable to the requirements of international integration and the nation's strong aspirations to rise.

According to Professor - Dr. Nguyen Tien Thao, the new contents in the draft Political Report submitted to the 14th Congress clearly show the strategic vision, the innovation in thinking about education and training, placed in the relationship between cultural traditions and the process of industrialization, modernization, internationalization and digital transformation. This is a breakthrough highlight, demonstrating the combination of national strength with the strength of the times. In the context of comprehensive digital transformation, education must both inherit tradition and constantly update modern technology; innovate organizational models, teaching and learning methods, and add new requirements to train high-quality human resources, digital citizens, digital human resources, the ability to adapt quickly, be creative, and master knowledge and technology.

In the draft, building a comprehensive, interconnected education system and creating lifelong learning opportunities for all citizens is a major goal. The guiding viewpoint affirms that the national education system covers from preschool, general education, vocational education, university to continuing education and learning society. This viewpoint is not only to expand the scope, but also to affirm the systematic, interconnected nature, ensuring that all citizens have the conditions to improve their knowledge to form a true learning society.

The draft requires innovation in educational administration, implementing autonomy combined with accountability. This is a new development in administrative thinking, commensurate with developed educational systems in the world. Autonomy, especially at the university and vocational education levels, is considered a condition for promoting creativity and improving training quality. However, autonomy is only valuable when it goes hand in hand with accountability, publicity and transparency, ensuring social responsibility, learners' rights and sustainable development of educational institutions.

Respecting talents and developing high-quality human resources is also a content that demonstrates the aspiration to rise up and affirm the intelligence and mettle of the Vietnamese people in the new context. This is a strategic orientation, closely linked to the goal of developing the country quickly and sustainably with our own internal resources. In the context of deep international integration, only with a team of elite human resources, especially in basic science and cutting-edge technology, can Vietnam participate and affirm its position in the global value chain.

Along with that, the requirements for proactive and active integration, both attracting international students and encouraging Vietnamese intellectuals abroad to participate in training, research and knowledge transfer mentioned in the draft are an affirmation of the determination to make Vietnamese education an organic part of the global education network, thereby enhancing the country's position and prestige.

Professor - Dr. Nguyen Tien Thao emphasized: The contents mentioned in the draft Political Report submitted to the 14th National Party Congress are the compass for action, creating a political and legal basis for the entire Party, people and army to continue to fundamentally and comprehensively innovate education; build a high-quality human resource team; foster and promote talents; affirm the position, prestige and intelligence of the Vietnamese people.

Investing in developing research and innovation universities

Professor, Dr. Nguyen Thi Lan - Director of the Vietnam Academy of Agriculture commented: The highlight of this draft Political Report is the spirit of innovation and aspiration for development. The draft Report clearly defines the orientation of rapid and sustainable development on the basis of science - technology, innovation and digital transformation; associated with the green economic model, circular economy, knowledge economy. In which, it affirms that people are the center, goal and driving force of development, attaching importance to equity and social security.

Commenting on a number of specific issues, Professor, Dr. Nguyen Thi Lan stated that the draft Political Report fully grasped the spirit of Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, considering this as one of the key driving forces for rapid and sustainable development.

The major orientations outlined in the draft, such as developing high-quality human resources, digital infrastructure, technology enterprises, digital economy and digital society, demonstrate a correct, modern vision that is consistent with development trends.

The Action Program has also concretized these policies with many important tasks such as: perfecting institutions, developing an innovation ecosystem, promoting technology startups, ensuring network safety and security, and enhancing international cooperation in science and technology. This is a very practical approach, demonstrating a strong spirit in implementation.

However, to make this content truly breakthrough and more feasible, Professor - Doctor Nguyen Thi Lan proposed considering building a strong enough mechanism and policy to encourage innovation and creative startups. Thereby, mobilizing resources from the state, businesses and society more effectively, emphasizing the development orientation of biotechnology and smart agriculture. These are very potential fields, which need to focus on creating breakthrough values. In addition, promoting international cooperation on high technology, green energy, artificial intelligence, strengthening the connection between the state - businesses - research institutes - universities to form sustainable and in-depth innovation capacity.

The Director of the Vietnam Academy of Agriculture also mentioned adding more clarity to the content on data protection, technology security and digital sovereignty, because this is a very important and vital issue in sustainable development in the digital age.

According to Professor - Doctor Nguyen Thi Lan, if these contents are clarified and emphasized more, it will help fully institutionalize the spirit of Resolution 57-NQ/TW, becoming a strategic driving force for the country's development in the coming period.

Referring further to the issue of building breakthrough mechanisms and policies, focusing on investing in a number of higher education institutions to become national centers of science, technology and innovation on par with advanced countries, Dr. Phan Dang Hai, Deputy Head of the Faculty of Law, Banking Academy, said: In the context of Vietnam's goal of becoming a developed, high-income country by 2045, higher education cannot stop at the function of training human resources. Universities must become intellectual resources, places where new knowledge and new technology are produced, and a bridge between science and production - business, between theory and practice.

Dr. Phan Dang Hai emphasized: Vietnam's selection and focus on investing in developing a number of higher education institutions into national centers of science, technology and innovation is a step forward from the "training university" model to "research and innovation university", in line with global development trends.

Proposing solutions to successfully implement this model, Dr. Phan Dang Hai shared: The Government needs to play a leading role in long-term strategic orientation and investment; focus resources on a number of elite universities instead of dispersing too much; increase the proportion of budget investment for higher education; establish a university fund receiving sponsorship from businesses and alumni. In addition, pilot other forms of resource mobilization to avoid complete dependence on the budget. The invested schools must have a commitment to research quality, international publications, technology transfer and commercialization of scientific products.

In the long term, training institutions selected to develop into national science and innovation centers must aim to meet international standards in governance, research and technology transfer, participate in global academic cooperation networks, and have research products with Vietnamese brands recognized internationally.
