Issuing the Plan to implement the emulation movement 'All people protect national security'

The purpose of issuing the Plan is to promote the combined strength of the entire political system, the active participation of the people in the cause of building and protecting national security, ensuring social order and safety; encourage, motivate and motivate collectives and individuals to actively participate in emulation movements, making an important contribution to building a position of people's hearts, a position of people's security associated with the position of all-people national defense in the cause of building and protecting the Fatherland.

Through the emulation movement, there has been a strong change in the awareness and actions of Party committees, authorities at all levels, the Vietnam Fatherland Front , socio-political organizations, socio-political-professional organizations, businesses and the whole society towards the emulation movement and the cause of protecting national security.

Six emulation movement contents

To effectively implement Conclusion No. 44-KL/TW dated January 22, 2019 of the Secretariat on continuing to promote the implementation of Directive No. 09-CT/TW of the 11th Secretariat on "Strengthening the Party's leadership over the National Movement to Protect National Security in the new situation", ministries, branches, Vietnam Fatherland Front Committee, socio-political organizations, socio-political-professional organizations, provinces and centrally run cities (abbreviated as ministries, branches, provinces), organizations, enterprises and individuals organize emulation movements with the following 6 contents:

1. Compete to deploy and effectively implement resolutions, directives, conclusions and regulations of the Party, State, Ministry of Public Security and local Party committees and authorities on ensuring security and order and building the movement of the entire people to protect national security.

2. Compete to build local governments at all levels in leading, directing, organizing and implementing synchronously, resolutely and effectively the work of ensuring security and order and building the movement of All people protecting national security in localities, agencies and units.

3. Compete to improve the quality and effectiveness of the movement for the entire people to protect national security; focus on promoting the effectiveness and replicating typical advanced models in the emulation movement associated with socio-economic development and ensuring social security with the motto: Self-management, self-prevention, self-protection, self-reconciliation from families to residential communities, agencies, units, enterprises, educational institutions, especially in key, strategic, and complicated areas in terms of security, order, borders, islands and cyberspace.

4. Compete in research, application of science and technology, innovation, digital transformation in building emulation movements, paying special attention to ensuring network safety and security, and building a people's security posture in cyberspace.

5. Compete to build a strong People's Public Security force and core force participating in protecting security and order at the grassroots level, with sufficient numbers and solid expertise to be ready to excellently complete the task of ensuring security and order in the new situation.

6. Compete to carry out propaganda work well, mobilizing people to actively participate in emulation movements to raise awareness of the whole society that the task of ensuring national security is the right and responsibility of all people.

Competition criteria

The plan sets out specific competition criteria as follows:

1. For central ministries, departments and branches:

- Timely issue or advise competent authorities to issue programs and plans to implement emulation movements annually or in stages in accordance with the characteristics and specificities of ministries, departments and branches.

- Organize and implement practical and effective emulation movements with diverse content and forms. Focus on building security and order assurance models suitable to the characteristics of ministries, branches, agencies, enterprises and educational institutions that meet the standards of "Security and Order Safety".

- Strengthen the application of information technology and social networks to ensure security and order in agencies, enterprises, and educational institutions under the management of ministries and branches. Focus on ensuring the security and safety of information systems and data of ministries and branches, and prevent information leakage.

- Direct press and media agencies under ministries and branches to strengthen propaganda and mobilize cadres, civil servants, workers and people to actively participate in responding to emulation movements; focus on propaganda to create a spread of examples of sacrifices and injuries in preventing crimes, social evils and the movement of All people protecting national security.

2. For provinces and centrally run cities:

- Develop, promulgate programs, plans and effectively organize the implementation of the movement for the entire people to protect national security, prevent crimes and social evils in the locality.

- Effectively streamline the apparatus in conjunction with perfecting and improving the quality and efficiency of the Steering Committee for building the movement for the entire people to protect national security at all levels, departments, branches, and localities in implementing the work of preventing and combating crimes and social evils.

- Improve the quality and effectiveness of emulation movements at the local level. Focus on building and replicating models of ensuring security and order at the grassroots level in accordance with local characteristics (religious, ethnic, border, island, urban areas) and commune-level units, special zones, agencies, enterprises, and educational institutions that are typical examples of the movement of the entire people protecting national security.

- Strengthen propaganda and mobilize people to actively participate in responding to emulation movements; focus on propaganda on mass media and social networking platforms about examples of sacrifice, injury, brave actions to save people and property of the State and people in natural disasters, storms and floods, in preventing crimes, social evils and emulation movements to create a spreading effect in the community.

3. For the Vietnam Fatherland Front, departments, branches, socio-political organizations, socio-political-professional organizations:

- Strengthen exchanges and coordination in performing the tasks of protecting national security, maintaining social order and safety, fighting against crimes and social evils, and building a movement for the entire people to protect national security.

- Effectively implement coordination programs on building the movement of the entire people to protect national security to meet the requirements and tasks of protecting national security in the new situation.

- Organize dissemination, propaganda and mobilization for members, union members and union members of the organization to clearly understand the role, purpose and meaning of the emulation movement and actively participate.

- Promote the role of supervision, social criticism, and participation in the development of laws, mechanisms, and policies on building emulation movements.

4. For agencies, organizations and businesses:

- Actively participate, contribute and respond to the emulation movement with the motto: Successfully building agencies, businesses and educational institutions that meet safety standards in terms of security and order is to carry out the emulation movement well.

- Ensure policies and regimes for security forces of agencies and enterprises to be sufficient in number, with strong expertise and skills to meet the requirements of protecting security and order at organizations and enterprises.

5. For individuals:

- Officers, soldiers of the armed forces and workers: Be exemplary and proactive in responding to and participating in emulation movements and mobilizing relatives and people to participate in emulation movements at agencies, units and localities. Strive to have initiatives and effective solutions to promote emulation movements.

- Other subjects: Actively respond to and participate in the emulation movement, coordinate to propagate and spread beautiful images, meaningful activities, and effective methods in the emulation movement, thereby creating a vibrant emulation effect.

Ministries, departments, branches and provinces shall base on this Plan and the characteristics and situation of their units and localities to launch and implement emulation movements with specific content, criteria and appropriate forms. The launching and implementation of emulation movements can be carried out in conjunction with the implementation of political tasks and integrated with other emulation movements of ministries, departments, branches and localities.

Annually, ministries, departments, branches and provinces report on the implementation of emulation movements to the Ministry of Public Security and the Ministry of Home Affairs (Central Emulation and Reward Committee) for synthesis and reporting to the Prime Minister before November 30 every year.
