Quang Ngai safely evacuated more than 2,000 people in low-lying areas

Urgent evacuation and relocation of people

In Long Phung commune, a low-lying area at high risk of being affected by storm No. 13, by this afternoon, the evacuation of 2,000 people to safe shelters was completed. Accordingly, the commune has arranged for people to live in interspersed solid houses in the village, and in cases where solid houses are not arranged nearby, they will concentrate on solidly built communal houses and schools.

At the gathering point at Duc Loi Primary and Secondary School where 71 households with 235 people are taking shelter from the storm, the authorities have arranged enough food, mainly instant noodles, essential necessities, and backup generators. In addition, the commune has also arranged medical professionals to support people during the days of avoiding the storm. Ms. Nguyen Thi Roi in Ky Tan village, Long Phung commune said: Before the storm, the government had announced and called on people to take shelter in safe places in the area. The government arranged for people to stay at a solid and safe school.

In Long Phung commune, before the storm hit, people had already secured their houses. The government mobilized the entire political system to mobilize and support people to evacuate to safe places. Mr. Tran Cong Hoa, Secretary of the Long Phung Commune Party Committee, said: Long Phung commune has about 2,000 people who had to evacuate. Currently, before the storm hit, the commune had completed the evacuation. At the gathering points, the commune ensured food, drinking water, and backup generators. Youth and militia forces supported people in evacuating and cleaning up their houses to help them quickly stabilize their lives.

Visiting and giving gifts to people at the storm shelter in Long Phung commune, Mr. Nguyen Hoang Giang, Chairman of the People's Committee of Quang Ngai province, highly appreciated the preparations of Long Phung commune in responding to storm No. 13 as well as the evacuation and support work. "We determined that before, during and after the storm all have equally important roles. We have developed a scenario to support and evacuate people from their residential areas as well as bring them back to their old areas after the storm. Quang Ngai determined that ensuring people's lives is the first priority in storm and flood prevention work," Mr. Nguyen Hoang Giang affirmed.

When two levels of government get involved

In recent days, local authorities in Quang Ngai province have actively participated in helping people prevent floods and storms. Specifically, all 96 communes, wards and special zones in the province have implemented well, in accordance with the instructions of the Central and local governments. With the storm approaching, the authorities are calculating the evacuation, propagandizing, mobilizing and explaining so that people do not be subjective because this is a big and unusual storm, and people must be evacuated from key areas.

Mr. Tran Cong Hoa, Secretary of the Long Phung Commune Party Committee, said: With the newly implemented two-level government, there are still difficulties in responding to the storm. However, the commune is flexible in handling the work. In the executive committee, Party members will be in charge of the villages. The village Party cells have all established groups to promptly inform the leaders of the work. With storm No. 13, despite the difficulties, with the consensus of the political system as well as the support of the people, the commune is determined to have no human casualties and limit damage to people's property.

It can be said that the two-level government has just been in operation for 4 months, before the particularly large storm No. 13, which directly affected Quang Ngai, but the two-level government is still operating well, flexibly and proactively. Ensuring continuous operation of all instructions from the Central, provincial to communal levels.

According to Mr. Nguyen Hoang Giang, Chairman of the People's Committee of Quang Ngai province, the local government is closely connected to the people's lives, understands the people and the locality, so it can closely direct and assess the situation to implement in the best way. Now, the 96 communes, wards and special zones must be proactive in all situations with the motto "4 on-site" being the top priority. Each local government is a miniature government to comprehensively direct all areas related to the people's lives. In case of emergency, with special and unexpected situations, the military force is ready to support the locality.

With storm No. 13, Quang Ngai province has identified 7 communes and special zones as key areas where the storm will pass through. These are Sa Huynh, Tra Cau, Duc Pho, Khanh Cuong, Nguyen Nghiem, Dang Thuy Tram and Lan Phong. On the afternoon of November 6, the province's working groups went directly to key areas to inspect and direct flood and storm prevention work.
