Responding to storm No. 13: Forces ready for rescue

On November 6, in Nui Thanh commune, Da Nang city, Major General Le Dinh Cuong - Commander of the Vietnam Coast Guard inspected the work of preventing and fighting storm No. 13 at the Command of Coast Guard Region 2.

Storm No. 13 has complicated developments, forecast to directly impact provinces and cities in the Central region, from Da Nang city to Gia Lai province, including many units and forces of the Coast Guard Region 2 Command located in the storm's affected area.

Units in the entire Coast Guard Region 2 have reviewed storm response plans, organized inspections, strengthened and reinforced housing systems, offices, warehouses, workshops, roofs, pruned trees, dredged sewers and reinforced power supply systems to ensure absolute safety for people and property. Technical inspections of ships, boats and vehicles have been carried out synchronously to ensure that all are in good technical condition and ready to move when ordered.

The communication system was checked and maintained smoothly, ensuring the command and operation of storm response. At the same time, the units have fully prepared fuel, fresh water, food, provisions, and spare materials, ready to use in all situations.

The Regional Command has directed the establishment of 6 mobile teams on shore, 2 mobile teams on rivers and 5 propaganda teams, regularly monitoring the storm's developments, grasping the situation of fishermen and vehicles operating on rivers and seas; organizing guidance and announcing safe anchorage locations for boats in the area. At the same time, the unit is always ready with forces and means to rescue and help people prevent storms.

Currently, the forces and means of the Regional Command are mobilized to the maximum, with the motto "wherever people are, there are means, ready to move as quickly as possible when there is a situation". The Regional Command mobilizes 100% of its troops to be present at agencies and units, strictly maintains on-duty forces, directs 13 ships to operate at sea regularly according to the storm's developments, organizes anchoring at ports for 35 ships, 21 boats and 2 repair ships at the factory; is ready to use 04 mobile boats on rivers and flooded and isolated areas; 08 cars of all kinds to transport troops, supplies, equipment, food, and necessities to necessary areas.

Along with that, 90 beds, supplies, and accommodations were prepared at Fisheries Surveillance Team No. 3 to receive people evacuated to avoid the storm when necessary. The Regional Command also closely coordinated with local Party committees, authorities, the Army, Police, Fisheries Surveillance, and Border Guard forces in coordination work, readying forces and means to participate in search, rescue, and overcoming the consequences after the storm. Coordinated with local authorities to establish 8 mobile teams ready to help people prevent and combat the storm.

Major General Tran Quang Tuan, Commander of Coast Guard Region 2, who directly commanded the work of preventing storm No. 13, said: The Coast Guard Region 2 Command has assigned the leaders of the Region Command to be in charge of each area and each direction with specific tasks. The Coast Guard Region 2 Command maintains 24/24 duty at the Forward Command Center, regularly updates the storm's developments, promptly adjusts and directs appropriate response measures. Assigning tasks to officers and soldiers on the task of preventing, combating, overcoming the consequences of natural disasters, searching and rescuing, identifying this as an important political task "Order from the heart", the task of "Fighting in peacetime" of the Vietnam Coast Guard.

During the inspection and direct instruction, Major General Le Dinh Cuong - Commander of the Vietnam Coast Guard acknowledged the proactive spirit of the Coast Guard Region 2 Command in responding to storm No. 13. The Major General requested all agencies and units of the Region Command to absolutely not be subjective or negligent, to be ready and best prepared to proactively prevent, combat and overcome the consequences caused by storms and heavy rains according to the motto "4 on-site", "3 ready", "5 proactive"; ensuring the safety of life and health of the forces directly performing the task and officers and soldiers.

Along with that, prepare equipment and means to serve natural disaster prevention, control and search and rescue; organize serious on-duty shifts, ensure personnel numbers, be ready to deploy tasks and respond to situations; strictly implement information and reporting regimes; ensure communication to serve command and operation; mobile teams are ready to receive tasks when directed by the Command Center.

* In Dak Lak : According to the Dak Lak Provincial Civil Defense Command, as of 4 p.m. on June 11, storm No. 13 has affected Dak Lak province. The evacuation of people and property has been completed, and functional forces are also ready for rescue work and overcoming the consequences of the storm.

Accordingly, the total number of vehicles in the province is 2,555 fishing boats/10,225 workers, currently the number of fishing boats in Dak Lak province has anchored at ports and yards; the number of operating at sea has moved out of the storm's affected area. Transport ships are anchored to avoid and shelter from the wind in Vung Ro Bay, Xuan Dai Bay: 12 ships/110 crew members.

The total number of rafts and cages for aquaculture is 6,441/183,341 with 3,152 workers, concentrated in Song Cau Ward; Xuan Dai; O Loan Commune; Tuy An Nam; Hoa Xuan; Xuan Loc. All workers on the rafts have been informed about the storm's developments and direction of movement, and have proactively tied down and supported cages and rafts.

As of 4:00 p.m. on November 6, the evacuation of residents in affected areas has been completed. Of which, 2,625/2,625 households and 7,976/7,976 people have been evacuated from areas at risk of storm No. 13 (100%); 334/572 households and 1,202/1,627 people have been evacuated from areas at risk of flooding (73%).

Chairman of Dak Lak Provincial People's Committee Ta Anh Tuan said that in order to respond to storm No. 13 and floods in the area, departments, branches and localities are required to be most determined, anticipate the worst scenario, deploy preventive, avoidance and response measures at the highest level to absolutely ensure the safety of people's lives, limit damage to people's and State's property, and not be passive or surprised in any situation. In particular, the armed forces are on duty and ready to perform rescue missions when required.

Accordingly, the Provincial Military Command is ready with forces and means to deploy the plan, including: mobilizing 3,867 officers; 34 cars, 60 special vehicles, 34 canoes... in 18 communes and wards in coastal and adjacent areas; in addition, ready to mobilize 3,240 officers, 35 cars, 11 special vehicles, 47 canoes in inland areas.

The provincial police are ready with forces, vehicles and facilities to implement the evacuation plan; ensure security and order, and protect people's property during evacuation. In addition, 379 traffic police officers are deployed to patrol, guide and regulate traffic on the roads.

Speaking to VNA reporters, an officer from the Traffic Police Department of Dak Lak Province Police said that on National Highway 26 through M'Drắk District (old), Dak Lak Province, since the afternoon of June 11, there has been rain and strong winds causing many trees to fall, the road surface is slippery, visibility is limited, and accidents are very likely to occur. Currently, the wind and rain are getting stronger. Therefore, it is recommended that vehicles traveling on the route urgently find safe shelter at gas stations, parking lots and open spaces to wait for the storm to pass before continuing.

According to the report of the Provincial Civil Defense Command, the storm has flooded 4 hectares of crops in Ea Kly commune; the road to the fields of villages 9, 10, 11 is flooded about 50cm deep, about 500m long. The road is deeply flooded, people have to move to another route.

According to a VNA reporter in Dak Lak province, from the evening of June 11, heavy rain and strong winds caused trees to fall on some roads in Tuy Hoa ward (Hung Vuong street), Buon Ma Thuot ward (Nguyen Tat Thanh and Tran Cao Van streets)...

In the coming hours, the Dak Lak Provincial Civil Defense Command requires local forces and authorities to focus on implementing the contents and scenarios of response plans for storm No. 13 and heavy rain, floods, and landslides in Dak Lak province that have been thoroughly grasped.
