Safe operation of reservoirs in the Serepok and Se San river basins

The Department of Water Resources Management (Ministry of Agriculture and Environment) has directed units managing and operating reservoirs in the Serepok and Se San river basins to operate reservoirs to respond to storm No. 13 and heavy rain and floods in the coming days.

According to authorities, currently, large reservoirs in the Serepok River basin (Buon Tua Srah, Serepok 3, Krong Buk Ha) and Se San River have water levels lower than or approximately equal to pre-flood levels.

Buon Tua Srah Hydropower Plant on the Serepok River basin operates under normal conditions.

However, to proactively prevent and minimize damage caused by rain and floods, and ensure the safety of works to respond to storm No. 13 and heavy rain and floods in the coming days, the Department of Water Resources Management recommends that units managing and operating reservoirs in river basins, based on the current state of reservoir water levels, regulation capacity, hydrometeorological developments, water sources in reservoirs and water levels at hydrological stations in the downstream area, proactively calculate, develop reservoir operation and regulation scenarios and report, closely coordinate with competent authorities to decide on reservoir operations (when rain and floods are forecasted or occur) and related units in reservoir operations, ensuring prevention and reduction of downstream floods and safety of works.

At the same time, strictly implement the reservoir operation order of the competent authority according to the regulations of the Inter-reservoir Operation Procedure. Be proactive and have a plan ready. When unusual situations occur, situations of rain and flood exceeding the design frequency, it is necessary to propose a reservoir operation plan and immediately report to the competent authority according to regulations for consideration and decision on the operation to ensure the safety of the project and the operation to respond to emergency situations.

In particular, closely coordinate with localities to proactively prepare plans when unusual situations arise during the operation of the project, ensuring absolute safety for the project, minimizing damage to people and property caused by floods to people in downstream areas; fully prepare resources to respond to unusual situations that may occur; notify and warn to ensure the safety of people and related activities on rivers and streams in the downstream area of ​​the dam and factory before operating flood discharge through the spillway, starting to discharge water for power generation or cases of sudden increase in discharge flow downstream.
