Discussing the draft Law on Digital Transformation, National Assembly Deputy Le Thi Ngoc Linh (Ca Mau) said that the draft Law still overlaps with specialized laws, such as the Law on Information Technology, the Law on Telecommunications, the Law on Network Information Security, the Law on E-Commerce and the Law on Cyber Security.
According to the delegate, the dispersion of policies in many provisions makes it difficult to apply, look up and monitor. Therefore, the delegate suggested that it is necessary to systematize digital transformation policies into a separate chapter, creating a unified, transparent and easy-to-implement legal corridor.

At the same time, it is proposed to add prohibited acts in digital transformation activities, especially the use of technology and artificial intelligence to cause division, prejudice or discrimination in cyberspace. According to delegates, this regulation helps fill legal gaps in new fields, while enhancing transparency and discipline in the digital space.
Sharing the same view, delegate Tran Thi Hoa Ry (Ca Mau) emphasized that the Law should focus on regulating major principles, while technical and specialized issues should refer to specialized laws. This approach, according to the delegate, both ensures flexibility and helps the law adapt easily to the speed of technological development.

Delegates assessed that the Digital Transformation Law project is a difficult and highly specialized law project, and almost no country in the world has issued a similar law.
National Assembly Deputy Nguyen Thi Kim Anh ( Bac Ninh ) suggested that the drafting agency review and eliminate popular concepts such as "digital government", "digital citizen", "digital human resources" to avoid ambiguity, and rewrite Article 4 on State policy in a normative direction, concretizing the spirit of "a creative and leading State".

Delegates also proposed adding the concept of "community digital transformation", considering this the key to helping people, social organizations, villages, hamlets, and residential areas apply technology to production and life, narrowing the digital gap, and forming a safe and creative digital community.
Sharing the view that “the law must be put into practice”, National Assembly Deputy Nguyen Duy Thanh (Ca Mau) emphasized that in order for digital transformation to become a driving force for economic development, the State needs to have strong policies to support traditional enterprises. The delegate proposed incentives on taxes, credit, and digital human resource training, especially for small, medium and remote enterprises.

Delegates agreed that, along with promoting digital transformation, it is necessary to focus on ensuring data security and transparency in technology governance. National Assembly Deputy Tran Quoc To (Bac Ninh) pointed out the overlap in the assignment of management agencies, when the Data Law stipulates that the Ministry of Public Security is the focal point, while the draft Law on Digital Transformation assigns the Ministry of Science and Technology to be in charge of the whole.
Delegates recommended reviewing and clearly defining responsibilities among ministries to avoid the situation of "one field, many focal points", causing difficulties in actual implementation.

In addition, delegates also noted the need for strict principles in data management and entry, ensuring absolute accuracy and stratifying information access according to security levels. At the same time, it is necessary to supplement regulations on responsibilities when applying artificial intelligence in state agencies, including preventing AI from accessing external data, ensuring safety, transparency and respect for human rights. . .
Delegates also expressed their hope that, after being absorbed and completed, the Law on Digital Transformation will become a solid legal foundation, helping Vietnam to progress quickly, steadily and far in the digital age.
