Promoting the intelligence of intellectuals to contribute ideas to the draft documents of the 14th Congress

Scientists and delegates focused on discussing core issues, speaking frankly and honestly, giving direct comments on the contents of the draft document; pointing out points that need to be adjusted and supplemented.

On November 7, in Hanoi, the Vietnam Union of Science and Technology Associations (VUSTA) held a workshop on "Contributing comments on draft documents to be submitted to the 14th National Congress of the Party."

Nearly 100 delegates from the National Science and Technology Associations participated in the discussion. The comments focused on frankly analyzing the bottlenecks in the development of science and technology, education and training, and proposing specific solutions.

Speaking at the opening of the workshop, Professor, Doctor of Science Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations, emphasized that organizing a workshop to contribute ideas to draft documents to be submitted to the 14th National Party Congress is a political activity of special importance, demonstrating the sense of responsibility and dedication of intellectuals in the process of building and perfecting the country's development guidelines.

In the past time, the Vietnam Union of Friendship Organizations and its member associations have carried out many practical activities towards the 14th National Party Congress, including three thematic seminars to contribute opinions to key documents: Political Report of the 13th Party Central Committee, Summary Report on some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years and Summary Report on 15 years of implementing the Party Charter for the period 2011-2025.

These activities are considered a broad political activity, aiming to promote collective intelligence and arouse the sense of responsibility of intellectuals, members and party members in contributing opinions to draft documents.

The Vietnam Union of Science and Technology Associations considers this an opportunity for scientists and technologists to express their belief, affection and aspiration for the country's development, while contributing to creating high consensus and unity in the process of perfecting major orientations on economic, social, scientific, technological and innovation development.

According to Professor, Doctor of Science Phan Xuan Dung, synthesizing and conveying quality and accurate comments from intellectuals will contribute practically to the completion of draft documents to be submitted to the 14th National Party Congress, aiming at the goal of rapid, sustainable and comprehensive development in the new period.

Speaking at the workshop, comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, highly appreciated the efforts of the Vietnam Union of Friendship Organizations in proactively organizing the workshop with profound political, scientific and practical significance.

Organizing the workshop demonstrates the initiative of intellectuals, and at the same time contributes to concretizing the spirit of "The Party listens to the People, listens to the intellectuals" in the process of preparing documents to be submitted to the 14th National Party Congress.

Deputy Head of the Central Propaganda and Mass Mobilization Commission Huynh Thanh Dat emphasized that the past 40 years of renovation have witnessed great achievements of historical significance for the country under the leadership of the Party.

The economy has grown steadily, people's lives have been constantly improved, national defense and security have been strengthened, foreign relations have been expanded, and Vietnam's international position has been increasingly enhanced.

During the 13th National Congress, the Party proposed many strategic policies on innovation, science and technology development, digital transformation and high-quality human resource development, laying a solid foundation for the goal of turning Vietnam into a developed, high-income country by 2045.

In that process, Vietnamese intellectuals have been promoting their pioneering role, making important contributions to the cause of industrialization and modernization of the country.

The Vietnam Union of Science and Technology Associations has become a bridge between the Party, the State and the intellectual community, actively participating in consulting, criticizing and social appraisal of many major policies and guidelines; at the same time promoting the application of science and technology to serve sustainable development.

Deputy Head of the Central Propaganda and Mass Mobilization Commission Huynh Thanh Dat asked intellectuals and scientists to continue to make profound, accurate, and strategic contributions to perfecting the draft documents to be submitted to the 14th National Party Congress, enriching the theoretical and practical basis for planning the country's development path in the new period.

Opinions should focus on three key groups of content: Objective and comprehensive analysis and assessment of achievements, limitations and causes in the development of science and technology, education, innovation and scientific fields; Proposing specific solutions to promote the potential, intelligence and creativity of Vietnamese intellectuals, contributing to realizing the aspiration for national development; Direct comments on the draft Political Report, especially contents related to growth model innovation, human resource development, application of science, technology, knowledge economy and ecological environment protection.

Deputy Secretary of the Party Committee of the Fatherland Front and Central Mass Organizations Nguyen Thai Hoc said one of the new points of this draft document is identifying science, technology, innovation and digital transformation as the main driving force for development.

This is the right direction, but it needs to be further discussed, analyzed, and carefully commented on to further improve the Political Report presented to the 14th National Party Congress.

Therefore, scientists and delegates focused on discussing core issues, speaking frankly and honestly, and giving direct comments on the contents of the draft document; pointing out points that needed to be adjusted, supplemented, or made clearer.

The conference needs to create an atmosphere of open and democratic discussion, promoting the sense of responsibility and intelligence of intellectuals. The organizing committee hopes to listen to enthusiastic opinions that accurately reflect the thoughts and aspirations of the scientific community.

There is no prejudice or barrier to contributions if they are raised in a constructive and responsible spirit. This is also the right way to implement the spirit that General Secretary To Lam emphasized, which is "looking straight at the truth, stating the truth, and evaluating the truth correctly".

Delegates all assessed that the draft documents submitted to the 14th National Party Congress were carefully prepared, clearly demonstrating the vision, innovative thinking and reflecting the country's development practices. However, many opinions said that it is necessary to continue reviewing and supplementing some contents to make the documents more complete, ensuring comprehensiveness, scientificity and suitability to development requirements in the new period.

In the context of globalization and the fourth industrial revolution, identifying science, technology, innovation and digital transformation as the main driving force of development is the right direction. To realize that goal, it is necessary to perfect institutions, create a favorable environment for research, application and promotion of initiatives of intellectuals and scientists, and at the same time promote the training of high-quality human resources.

Besides the economic and scientific fields, many opinions suggested that documents need to clarify the role of culture, education, health, environmental protection and social security, considering these as the spiritual foundation and driving force for sustainable development.

Delegates also proposed strengthening mechanisms to promote the critical and policy-advising role of intellectuals, contributing to building practical guidelines and policies, ensuring the country's rapid and sustainable development and maintaining social stability in the new period./.
