
The 14th Conference of the 13th Party Central Committee focused on two major groups of issues: the Group of issues on the work of the 14th Party Congress and the Group of issues on Party building and the political system. The decisions and assessments at the Conference set out specific requirements and important directions to continue to strongly innovate the Party's leadership methods in the coming period.
It is clear that, immediately after the 13th National Party Congress, the Party Central Committee, the Politburo, and the Secretariat promptly led and directed the research, dissemination, and implementation of the Congress Resolution with many new, methodical, scientific, and effective approaches; promptly considered and issued policies to handle many difficult, complicated, pending, and prolonged issues, and to unlock resources for national development, especially socio -economic development.
The Party Central Committee has led and directed national defense, security, and foreign affairs; the work of building and rectifying the Party and the political system; strictly implemented the Party's principles; constantly innovated leadership methods and working styles and manners...
Looking back at the 13th National Congress, our Party has maintained its strategic orientation; persistently built and rectified the Party; promoted institutional improvement; steadfastly maintained macroeconomic stability; promoted digital transformation and green transformation; consolidated national defense and security; expanded foreign relations and deeply integrated. Many major policies have been institutionalized, many bottlenecks have been removed, and many breakthrough decisions have been implemented.
The highlight is the innovation of the Party's leadership method, clearly demonstrated through two major contents: Streamlining the organizational apparatus and improving the quality and standards of leadership cadres.
In particular, the innovation of the Party's leadership method is concretized through continued leadership and drastic direction in the implementation of Resolution No. 18-NQ/TW on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient". After 8 years of implementing Resolution 18, especially from 2024 to present, the apparatus in the entire political system, from the Central to local levels, has been streamlined, with clear functions and responsibilities, reducing intermediate levels; streamlining the payroll associated with improving the quality of the contingent of cadres, civil servants and public employees; the activities of Party, State, Fatherland Front and socio-political organizations are increasingly effective and efficient.
The 3-level government model (Central, Provincial, Commune/Ward) has been in operation for 4 months, with positive initial results, increasing creativity, increasing effectiveness and efficiency in serving the people and developing the economy and society. The masses support and trust, and people and businesses have initially seen more substantial opportunities, rights and obligations of citizens. The 2-level local government model, rearranging administrative boundaries at the provincial and communal levels, is a bright spot and a breakthrough in organizing the implementation of the Party's Resolution.
The Party Central Committee, the Politburo, and the Secretariat have led and directed the drastic implementation of the Central Resolutions, especially Resolution 18 on streamlining the political system's apparatus, completed 5 years ahead of schedule, creating a "push" and "turning point" in implementing and organizing the implementation of the Party's Resolutions in the new situation; continuing to remove difficulties and obstacles in institutions, perfecting policies and legal corridors, and effectively resolving difficulties, obstacles, limitations, and weaknesses that have lasted for many years. The macro-economy has been kept stable, inflation has been controlled and maintained at a low level; foreign direct investment has increased; the investment and business environment and trade balance have been improved; the growth model has shifted in a positive direction. We continue to effectively implement 3 strategic breakthroughs: People's lives have been significantly improved; maintaining the independence, sovereignty, territorial integrity of the Fatherland, national and ethnic interests; creating a peaceful and stable environment for national development, actively and responsibly contributing to peace, stability and development in the region and the world. Therefore, the prestige and position of the Party and the country are increasingly enhanced in the international arena, trusted and highly appreciated by cadres, party members and people.

To increase effectiveness and efficiency, General Secretary To Lam requested to focus on handling the following key points: The entire political system continues to care for and create a two-level local government model that operates effectively and efficiently; demarcate interconnected authority between three levels for each field, eliminate overlap, and not leave tasks vacant; decentralization is accompanied by control, strongly shifting to post-inspection, organizing internal audits at the provincial/commune level; public finance is allocated according to results, according to the specific characteristics of the locality; early determination of job positions, product contracting, mandatory training in expertise, profession, data management; organize a one-stop shop for digital parameters, eliminate the "ask-give" mechanism, increase the responsibility of leaders; build shared data, connect residents - land - social security - businesses, update in real time from the grassroots to the Central level.
The General Secretary pointed out that the consistent principles are "locality decides, locality does, locality is responsible" and "clear people - clear work - clear deadline - clear resources - clear responsibilities", "Central government sets an example, locality responds", "Serving the people", "Results and work products are the highest measure of the level and quality of cadres".
The major, synchronous orientations, demonstrating the Party's innovative thinking, long-term vision and very high political determination, are also demonstrated in the fact that, from the end of 2024 to now, the Politburo has issued 7 strategic resolutions (57 - 59 - 66 - 68 - 70 - 71 - 72), which have strategic significance in most key areas of the country, and are the foundation for the country to develop richly and prosperously in the new era. The resolutions have the consistent spirit of "quickly shifting from "issuing policies" to "executive governance", taking people and businesses as the center, taking practical effectiveness as the measure. Each agency, organization and individual is responsible for turning the content of the resolutions into daily work, into specific action programs, with resources, deadlines, measurable indicators, monitoring and accountability.
Putting the 7 resolutions into practice is a process that requires high unity in perception and action of the entire political system. From the central to the grassroots level, each Party committee, Party organization, State agency, and organization needs to concretize the resolutions into clear programs, projects, and action plans, linking the responsibility of the leader with the implementation results, ensuring "clear work, clear people, clear progress, clear effectiveness".
In addition, the Party's leadership method is demonstrated through personnel work, especially the selection of high-level personnel. The 14th meeting of the 13th Party Central Committee democratically, thoroughly and unanimously discussed the number of personnel recommended to join the 14th Politburo and Secretariat (both re-elected and participating for the first time), emphasizing the high requirements for leadership qualities and capacity. The responsibility of "choosing the right person for the right job", especially high-level personnel, the country's leaders, is a prerequisite to turning vision and aspirations into results. It is necessary to select and introduce the most worthy people among those who are worthy to join the Politburo and Secretariat. They must possess political mettle, integrity and ethics, set an example, put national interests and people's interests above all, have a sharp strategic vision and organizational capacity to unlock bottlenecks, unblock resources, and gather strength.
Leaders must be the most suitable people for the development goals in the new period. In addition to the general criteria, in selecting and introducing personnel to join the Politburo and Secretariat of the 14th term, special attention is paid to 5 "plus points", which are: Having a national strategic vision, having the ability to maintain the country's autonomy; having the capacity to lead and command at a national scale; having political prestige and integrity at a symbolic level for everyone to follow and learn from; having the ability to implement the Resolution into measurable results and achievements; having enough endurance, both mentally and physically, to withstand the pressure and intensity of work in the 14th term and possibly the following terms.
Thus, innovating the Party's leadership method is not only a theoretical issue but also focuses on practical actions through: Continuing to streamline the apparatus, decentralizing with control, digital transformation to eliminate the "request-grant" mechanism, and standardizing higher standards of leaders, ensuring that the Party's leadership role is carried out scientifically, effectively and with the highest accountability; at the same time, promulgating and implementing resolutions into life, creating a solid foundation for Vietnam to realize the goal of strong and prosperous development.
