Announcement of the 14th Conference of the 13th Party Central Committee

The Party Central Committee unanimously introduced personnel to join the Politburo and Secretariat of the 14th term (re-election and first-time participation) to report to the 14th National Congress of the Party.

Implementing the full-term working program, from November 5, 2025 to November 6, 2025, in Hanoi, the 13th Party Central Committee held its 14th Conference to discuss and give opinions on the work of the 14th Party Congress; Party building and political system work; personnel work and a number of other important contents.

General Secretary To Lam delivered the opening and closing speeches at the Conference.

1. On the report reviewing the leadership and direction of the 13th Party Central Committee to the 14th Party Congress.

The Party Central Committee has promoted democracy, upheld the spirit of responsibility, spent a lot of time researching, thoroughly discussing, and giving specific comments on the draft Report reviewing the leadership and direction of the 13th Party Central Committee and unanimously agreed: The 13th Congress term had many difficulties and challenges from both outside and inside, but under the drastic leadership and direction, breakthroughs in thinking and strategic vision, with many new ways of doing things, especially from August 2024 to now, the Party Central Committee, the Politburo, the Secretariat, key leaders, headed by General Secretary To Lam, have been united, highly unified, courageous, exemplary, intelligent, closely following and steadfast in viewpoints, guidelines, working regulations and practical situations... flexibly, creatively and effectively implementing the Resolution of the 13th Party Congress, achieving many very important results in almost all fields: many major policies were institutionalized, many bottlenecks were removed Many breakthrough policies have been implemented, with the highlight being the determination to achieve economic growth of over 8% in 2025 and double-digit growth in the following years; the revolution to arrange and streamline the political system's apparatus, implement a 2-level local government model; breakthroughs in science and technology, innovation, and digital transformation.

The work of Party building, rectification and building the political system is given special importance. Inspection, supervision and the fight against corruption, waste and negativity are strengthened. The Party's leadership and direction methods have many innovations, especially in the development, promulgation and implementation of the Party's policies, resolutions and conclusions and in the work of inspection and supervision of implementation.

The Central Executive Committee also frankly acknowledged a number of limitations and shortcomings in the leadership and direction of the 13th Party Central Executive Committee, pointed out the causes and thoroughly discussed directions to overcome the limitations and shortcomings mentioned.

The Party Central Committee assigned the Politburo to, based on the Central Committee's discussion opinions, direct the absorption and completion of the draft Report to submit to the 14th National Congress of the Party.

2. On introducing personnel to join the Politburo and Secretariat of the 14th term (re-election and first-time participation)

Promoting the spirit of responsibility, seriousness, democracy, objectivity, and impartiality, the Party Central Committee thoroughly discussed, gave frank and constructive opinions, and created solidarity and unity on the number of Politburo members and Secretariat members for the 14th Party Congress term and selected personnel to be introduced to join the Politburo and Secretariat for the 14th term (re-election and first participation). The Party Central Committee determined that the preparation of personnel for the Politburo and Secretariat for the 14th term is the work of inheriting and continuing the work of planning cadres, especially important, core of the core, related to the success of the 14th Party Congress and the development of the country in the new period.

The personnel recommended to join the Politburo and Secretariat of the 14th tenure must have a national strategic vision, be able to maintain the country's autonomy; have leadership and command capacity on a national scale; have political prestige and integrity at a symbolic level; be able to implement resolutions into measurable results and achievements; have enough endurance, both mentally and physically, to withstand the pressure and intensity of work during the 14th term of the Party and possibly the following terms.

The Party Central Committee unanimously introduced personnel to participate in the Politburo and Secretariat of the 14th tenure (re-election and first-time participation) to report to the 14th National Congress of the Party and submit to the 1st Conference of the 14th Party Central Committee for election according to regulations.

3. The Party Central Committee discussed, commented on and approved the list of the Presidium, Secretariat, and Qualification Examination Board of the 14th Congress delegates to submit to the 14th Party Congress for consideration and decision.

4. On summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"

The Central Executive Committee unanimously stated: After 8 years of implementing Resolution No. 18-NQ/TW, especially from 2024 to present, we have achieved many important results. The apparatus in the entire political system, from the central to local levels, has been streamlined, with clear functions and responsibilities, reduced intermediate levels, and transformed the political system from "cumbersome-dispersed" to "streamlined-connected-effective-efficient"; transformed from the mindset of "administrative focal point management" to "functional-result management", especially when implementing the 2-level local government model and rearranging administrative boundaries at the provincial and communal levels; at the same time, streamlining the payroll associated with improving the quality of the contingent of cadres, civil servants, and public employees.

The Central Executive Committee focused on discussing and deeply analyzing the meaning, importance, and practical value of summarizing Resolution No. 18-NQ/TW; affirming that implementing lessons learned according to the 2-level and 3-level interconnected local government models will be the decisive lever for a streamlined, transparent, and effective political system, bringing the country quickly and firmly to strength, prosperity, and a happy and prosperous people.

The Central Executive Committee discussed and gave opinions on tasks and solutions to continue building and perfecting the organization and apparatus of the political system in the coming time.

The Party Central Committee unanimously approved the Summary Report of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.”

The Party Central Committee assigned the Politburo to, based on the Central Committee's discussion opinions, direct the reception and completion of the Report, issue the Conclusion and continue to organize the implementation.

5. The Party Central Committee discussed, commented on and unanimously approved the Report summarizing the implementation of the Working Regulations of the Party Central Committee, the Politburo and the Secretariat for the 13th term; and the Report summarizing the implementation of the Working Regulations of the 13th Central Inspection Committee.

The Party Central Committee assigned the Politburo to, based on the Central Committee's discussion opinions, direct the reception and completion of the Reports, issue Conclusions and continue to organize implementation.

6. The Party Central Committee unanimously agreed to let comrade Nguyen Duy Ngoc, Politburo member, Chairman of the Central Inspection Commission, Secretary of the Hanoi Party Committee, cease participating in the Central Inspection Commission and cease holding the position of Chairman of the Central Inspection Commission.

The Party Central Committee elected comrade Tran Sy Thanh, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee, to join the Central Inspection Committee and hold the position of Chairman of the 13th Central Inspection Committee.

7. The Party Central Committee gave opinions on personnel for a number of positions: Vice Chairman (Permanent) of the 15th National Assembly and Chief Justice of the Supreme People's Court for the 2021-2026 term for the Politburo to decide on introduction at the 10th Session, the 15th National Assembly to elect according to regulations.

8. The Party Central Committee reviewed and gave opinions on the Reports on the preparation work for the 14th National Congress of the Party; Reports on important tasks that the Politburo had handled from the 13th Central Conference to the 14th Central Conference and planned a number of key tasks from the 14th Central Conference to the 15th Central Conference.

The Party Central Committee requested that Party Central Committee members uphold their sense of responsibility before the Party, the country and the people, focus on leading and directing the implementation of the work of their units and localities, and in the immediate future, urgently focus on leading and directing, resolutely and effectively, the work of storm and flood prevention and control in the Central Highlands region.

The Party Central Committee calls on the entire Party, people and army to promote the tradition of solidarity and unity, strive to overcome difficulties and challenges, and be determined to successfully carry out the socio-economic development tasks in 2025 and the goals of the 13th National Congress; organize emulation movements to achieve achievements in celebration of the 14th National Party Congress and complete preparations for the successful organization of the 14th National Party Congress./.
