On the evening of November 6, at the Government Headquarters, Prime Minister Pham Minh Chinh worked with the delegation of association leaders and semiconductor enterprises of the Global Semiconductor Industry Association (SEMI) who are visiting and working in Vietnam and attending the Vietnam International Semiconductor Exhibition (SEMI Expo) 2025.
Also attending were Deputy Prime Minister Nguyen Chi Dung; Ambassador of the Kingdom of the Netherlands to Vietnam Kees Van Bar; President of the Southeast Asia Semiconductor Association Linda Tan; leaders of ministries, branches, central agencies; leaders of corporations and enterprises in the field of semiconductor technology in Vietnam.
Notably, there were 32 leaders of associations and enterprises, representing 3,700 enterprises in the global semiconductor industrial chain.
Welcoming delegates of the Global Semiconductor Association to visit Vietnam, sharing about the process of national independence and nation building, Prime Minister Pham Minh Chinh said that Vietnam has set two 100-year goals: by 2030, it will become a developing country with modern industry and high average income, and by 2045, it will become a developed country with high income.
To achieve that goal, Vietnam must develop rapidly and sustainably; transform the growth model, develop a green economy, a circular economy, a knowledge economy, a sharing economy, based on science, technology, innovation, digital transformation, including the development of the semiconductor industry.
In 2025, Vietnam strives to achieve a growth target of 8% or more and double-digit growth in the following years. Along with internal strength, Vietnam needs the help of international friends in finance, human resource training, science and technology transfer and management experience... including cooperation in developing the semiconductor industry.
At the meeting, Ambassador of the Kingdom of the Netherlands to Vietnam Kees Van Bar, Chairman of the Southeast Asia Semiconductor Association and representatives of international semiconductor enterprises expressed their impression of Vietnam's socio-economic development achievements in recent times, especially the development strategy based on science and technology, especially the development of the semiconductor industry, in line with the world's trends and the Global Semiconductor Association; highly appreciated and placed their trust in Vietnam's semiconductor industry development policies.

To move from strategy to implementation, from plan to action, turning aspirations into concrete achievements in developing the semiconductor industry, delegates pointed out the challenges that Vietnam needs to overcome to achieve the set goals such as: continuing to perfect institutions; reforming administrative procedures, implementing the "one-stop" mechanism, using English; creating conditions for small and medium enterprises to participate; building necessary infrastructure such as clean energy, information technology; synchronously developing fields in the semiconductor chain such as research, testing, production, packaging, artificial intelligence...
Expressing the desire to continue investing in Vietnam, delegates proposed that Vietnam should choose priorities; establish the Vietnam Semiconductor Association to act as a bridge between the Government, enterprises, research facilities, and scientific establishments in building institutions, research and development, human resource development, promoting supply chains, attracting investment... developing the semiconductor ecosystem in Vietnam and connecting globally, making Vietnam a semiconductor center of the region and the world...
Thanking the delegates for sharing and expressing their willingness to cooperate with Vietnam in developing the semiconductor industry, Prime Minister Pham Minh Chinh acknowledged the valuable contributions and legitimate proposals of the delegates to promote the development of the Vietnamese semiconductor industry.
Prime Minister Pham Minh Chinh said that General Secretary To Lam has repeatedly directed that Vietnam identify the goal of rapid and sustainable development; develop green economy, digital economy, circular economy, creative economy..., based on the foundation of science and technology - innovation - digital transformation, setting the goal of autonomy and competitiveness in technology, especially strategic technology, especially the semiconductor industry.
Vietnam has issued the Strategy for Semiconductor Industry Development to 2030 and Vision to 2050; the Program for Human Resource Development in the Semiconductor Industry to 2030, Vision to 2050; issued the List of 11 strategic technologies and strategic technology products, including semiconductors... Vietnam strives to have the first semiconductor chip manufacturing facility next year.

Emphasizing the spirit of "unity creates strength; cooperation creates added value; always exchanging and dialogue to increase trust and hope for mutual development," along with the spirit of self-reliance and self-reliance of Vietnam, the Prime Minister requested the Global Semiconductor Association and world semiconductor enterprises to trust in the investment environment and continue to invest in Vietnam; continue to propose mechanisms and policies to develop the Vietnamese semiconductor industry in the spirit of mutual benefit; support and cooperate with Vietnam to develop the semiconductor ecosystem; build a Research and Development Center in Vietnam; help Vietnam develop a comprehensive semiconductor industry from research, design, manufacturing, production, not just stopping at testing and packaging; support Vietnam in training high-quality human resources and support Vietnamese enterprises to participate in the global semiconductor value chain.
Responding to the delegates' requests, the Prime Minister affirmed that Vietnam will continue to improve its institutions in an open direction; develop infrastructure, ensuring synchronization, modernity, and transparency to meet development needs; develop smart governance and human resources; reform administrative procedures, including establishing a One-Stop Investment Department - a National One-Stop Investment Portal; create a value chain for small and medium-sized enterprises to participate; and form a semiconductor ecosystem in Vietnam for investors to do business effectively.
Emphasizing in Vietnam: "The Party leads, the State creates, enterprises are pioneers, internal and external cooperation, the country is rich and strong, the people are happy", the Prime Minister said that Vietnam is committed to ensuring stability, creating development, creating the best conditions for enterprises to invest effectively in Vietnam, in the spirit of "harmonious benefits, shared risks; harmonizing interests between the State, enterprises, and people" and 3 together: listening and understanding together; sharing vision and action together; working together, winning together, enjoying together, developing together, sharing joy, happiness and pride./.
