Accordingly, the Economic and Financial Committee agreed with the political basis, legal basis and practical basis of amending and supplementing the Law on Urban and Rural Planning according to the shortened procedures.

The reviewing agency recommends that, in the process of completing the draft law, it continue to review and ensure the consistency and uniformity of the draft law with related draft laws and draft resolutions of the National Assembly, and submit it to the National Assembly at the 10th session; in particular, carefully assess the impact of the amendment of the Planning Law which has not fundamentally resolved the problems and difficulties, potentially creating new bottlenecks in the implementation process, affecting urban and rural planning.
During the review process, many opinions suggested that the state only approve the general planning and zoning planning (1/2,000), not approve the detailed planning that has ensured all necessary criteria for state management, with a planning period long enough and stable enough to be a tool to guide and guide long-term development.

"If the planning level is simplified in the direction of not establishing zoning plans but "integrating" zoning plans' contents into the master plan, it will lead to the master plan's contents becoming more complicated, taking more time to establish the master plan, potentially creating new difficulties and problems in the implementation process," the review agency commented.
Regarding the city's master plan, many opinions say that, in the new context, it is only necessary to establish a single master plan for the city on the basis of merging the content of the city's master plan and the provincial plan.

Some opinions also stated that, based on the continued proposal to establish separate provincial planning and general city planning, it is recommended to specifically amend the draft Law on Planning (amended) on the content of provincial planning for cities to only determine major development orientations, strategic orientations, distinguish it from the city's urban development orientation in the city's general planning and distinguish it from provincial planning for provinces.

The auditing agency also reported that currently, the authority to approve provincial planning and general city planning is not consistent between the draft Law on Planning (amended) and the draft Law on Urban and Rural Planning.

At the same time, it is recommended that the drafting agency continue to review the provisions in the draft law on the content of planning to include only the content that is truly necessary and appropriate for each type and level of planning.
