According to VNA correspondent in Geneva, the Vietnamese delegation attending the meeting included representatives of the Import-Export Department (Ministry of Industry and Trade) participating online from Hanoi and officials of the Vietnamese Permanent Delegation in Geneva attending in person.
Speaking at the meeting, Deputy Director Trinh Thi Thu Hien said that in 2025, Vietnam sent two notifications to the Secretariat of the WTO Rules of Origin Committee on Vietnam's implementation of rules of origin within the WTO framework in March 2025 and May 2025, respectively (documents G/RO/N/291 and G/RO/N/293).
In addition, Ms. Thu Hien also shared information and presented specific examples of C/O form B with QR code issued by Vietnam. The application of QR code and digital transformation in the issuance of C/O in Vietnam aims to facilitate the origin verification process, contributing to the serious and effective implementation of international trade commitments, especially in the context of the world situation with many challenges for trade and global supply chains.
The Vietnamese representative also announced the list of agencies and organizations that issue C/O in Vietnam so that WTO member countries can have transparent information from the exporting country, while clearly demonstrating Vietnam's responsibility in strengthening cooperation with WTO members.
The list of agencies and organizations issuing C/O is updated by Vietnam based on the implementation of decentralization and delegation in the field of origin of goods in Vietnam. Accordingly, based on Decree No. 146/2025/ND-CP dated June 12, 2025 of the Government and Circular No. 40/2025/TT-BCT dated June 22, 2025 of the Ministry of Industry and Trade, the issuance of C/O is carried out by the Import-Export Department (Ministry of Industry and Trade) and organizations assigned by the Provincial People's Committee.
Previously, at the meeting to celebrate the 30th anniversary of the establishment of the WTO Rules of Origin Committee on April 3 and the meeting on October 1, 2025 in Geneva, the Vietnamese delegation shared experiences in applying and notifying non-preferential rules of origin.
With Vietnam's active and proactive participation in the field of goods origin, WTO members acknowledged Vietnam's efforts in maintaining transparency in implementing commitments, and highly appreciated Vietnam's seriousness and cooperative spirit in preventing fraud in goods origin.
The presence and contributions of the Vietnamese delegation at the meetings not only affirm Vietnam's determination to promote a transparent global trade system, but also demonstrate Vietnam's active participation and voice in multilateral organizations and mechanisms, thereby enhancing the country's role, position and international prestige according to the goals stated in Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new situation.
The application of QR codes in C/O issuance is an important link in promoting digital transformation, application of science and technology, and innovation according to Resolution 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation, and national digital transformation.
Resolution No. 59-NQ/TW and Resolution No. 57-NQ/TW are among the group of pillar resolutions aimed at bringing the country into a new era.
