According to the Organizing Committee of the Dialogue, implementing the Party and State's policies on innovation, reorganization of the political system's apparatus and promoting decentralization, delegation of power and division of authority when organizing the 2-level local government model, the Ministry of Industry and Trade has urgently promoted the synchronous and effective implementation of decentralization, delegation of power and division of authority in the field of Industry and Trade. The Ministry of Industry and Trade is also one of the ministries and branches that have taken drastic and pioneering actions... in the process of accompanying and supporting localities in implementation.
To support localities in implementing decentralization and delegation of power in the fields of industry and trade, on July 29, the Ministry of Industry and Trade decided to send 34 leaders and managers on business trips to the localities.

Sharing at the discussion, Mr. Pham Thanh Trung, Deputy Director of the Legal Department (Ministry of Industry and Trade) said that when implementing decentralization, it has created an increase in the initiative and efficiency of local operations. The effectiveness and initiative are shown in the following points: increasing the initiative and creativity of localities. Localities can decide on issues, policies, and development activities of the industrial and commercial sectors that are more suitable for each field that the locality is in charge of and suitable for the locality's location.
Decentralization and delegation of power help local agencies and enterprises to be more proactive in using resources, proactively adjusting their production and business activities, and creating favorable conditions for people and enterprises to participate in production and business activities.
At the same time, it helps local departments, boards and branches to be more proactive and coordinate with each other more easily. Instead of having to ask for the Central Government's opinion when solving a problem or performing a function or task, local departments, boards and branches can now be proactive with each other in coordinating to solve problems that arise, difficulties and problems that occur while handling public affairs. Instead of businesses having to ask for opinions from the locality, the locality going to the Central Government to ask for opinions, which is very time-consuming, now the decentralization has given power to the locality, so the locality can be flexible in handling arising problems.
Furthermore, this is more suitable to the actual situation in each locality. The policies and solutions proposed at the local level when implementing this decentralization and delegation of power, the localities will see that the implementation is more suitable to the local situation. The policies and decisions will be put into practice more quickly.

Ms. Nguyen Quynh Anh, Vice Chairwoman of the National Competition Commission, said that the officials sent to the localities all set off with a high spirit of determination, ready to support the grassroots. The mission not only resolved difficulties on the spot but also helped the central officials understand the local situation and supplement their professional experience.
In the field of import and export, there are currently 47 tasks with 60 decentralized administrative procedures, of which the field of origin of goods alone accounts for 36 procedures. According to Ms. Tran Thanh Binh, Head of the Department of Origin of Goods (Import and Export Department), the processing time is only 6 hours for online documents and 8 hours for paper documents, helping businesses save time, reduce travel costs and shorten the approval process.
Mr. Pham Thanh Trung proposed that the Government and ministries and branches continue to perfect the synchronous legal system, avoid overlapping jurisdiction and issue guidelines on inter-sectoral coordination mechanisms, while increasing support for localities in terms of funding, infrastructure and digital transformation.
On the local side, it is necessary to improve the organizational structure, assign the right people to the right jobs and promote professional training for grassroots cadres. Localities also need to proactively coordinate and promptly reflect on arising difficulties to adjust policies to be closer to reality.
Decentralization, delegation of power and clear definition of authority in the Industry and Trade sector is not only a reform of the apparatus, but also a shift in management thinking, towards a dynamic, autonomous economy and harmonious development between regions, contributing to arousing and multiplying the creativity and dynamism of each region and locality throughout the country.
The Ministry of Industry and Trade affirmed that it will continue to accompany and provide guidance at the grassroots level to ensure that the local government system operates smoothly and effectively, better serving the people and businesses.
