The province's report said that after more than 4 months of operating the new apparatus, the province's socio-economic situation in general continued to maintain growth momentum, with some indicators achieving good growth rates, exceeding the set scenario, especially the export target that was completed beyond the yearly plan.
GRDP growth in the first 9 months is estimated at 6.9% (growth scenario (KBTT): 7.87%). Of which: Agriculture, forestry and fishery sector is estimated at 5.39% (KBTT: 5.44%); Industry and construction sector is estimated at 9.34% (KBTT: 11.08%), of which industry is estimated at 10.68% (KBTT: 11.03%); construction is estimated at 6.91% (KBTT: 11.59%). Service sector is estimated at 7.22% (KBTT: 8.16%). In 2025, GRDP growth is estimated at 7.18% (plan is 8%).
Total state budget revenue in the first 10 months of 2025 was VND 13,966 billion, reaching 104.24% of the central budget estimate and 85.63% of the provincial budget estimate (central budget: VND 13,398 billion; Provincial People's Council budget: VND 16,310 billion), up 24.94% over the same period.
The cumulative estimate for 2025 is 15,535 billion VND, an increase of 16% of the central budget estimate, reaching 95.2% of the provincial People's Council budget estimate.
Total social investment capital in the province in the first 9 months is estimated at 44,750 billion VND, reaching 60.7% of the plan and increasing by 8% over the same period in 2024. The total for the whole year is estimated at 62,974 billion VND, up 7.6% over 2024, reaching 85.48% of the plan (plan: 73,670 billion VND), of which investment capital of residents and private sector reached 42,350 billion VND, up 20.67%; investment capital of the State sector is estimated at 19,563 billion VND, down 7.92% and foreign direct investment capital is estimated at 1,061 billion VND, down 52% compared to 2024. Since the beginning of the year, 34 projects have been granted investment policy decisions with a total investment capital of more than 32,500 billion VND.
Total export turnover in 10 months is estimated at 2,610.8 million USD, reaching 116.8% of the plan (2,235 million USD), up 42% over the same period, of which coffee exports increased by 6.6%, cashew nuts increased by 20.1%, rubber increased by 7.1% over the same period. Accumulated in 2025 is estimated at 2,800 million USD, up 26% compared to 2024, reaching 125.3% of the plan.

The total number of tourists to the province in 10 months reached 6,685,000, up 41.63% over the same period, of which international visitors were estimated at 90,800, up 87.67% over the same period; total revenue from tourism was estimated at 12,455 billion VND, reaching 98.84% of the plan, up 59.95% over the same period. In 2025, the total number of tourists to Dak Lak is estimated at 7.335 million, up 31.5% over 2024, reaching 116.43% of the plan.
In 10 months, there were 2,538 newly established enterprises (reaching 69% of the plan, up 68% over the same period), with a total registered capital of VND 29,714 billion.
Social security policies, care for meritorious people and poverty reduction have been implemented comprehensively and effectively, achieving many outstanding results. In 2025, policies were resolved for more than 2,322 meritorious people, their relatives and other eligible subjects. Policies and regimes for meritorious people, social protection subjects, children in difficult circumstances, gender equality, for the advancement of women and the work of preventing social evils have been fully and promptly implemented; it is expected that in 2025, about 4,000 billion VND will be spent on implementing social security policies and regimes, accounting for about 8.4% of total local budget expenditure. The program to eliminate temporary and dilapidated houses was completed as planned, with 8,915 houses supported for new construction and repair.
Implementation of public investment plan: Up to now, the province has allocated 15,076,864 billion VND in detail to each project category, reaching 103.59% of the plan assigned by the Central Government, reaching 97.17% of the plan assigned by the Provincial People's Council; the remaining plan has not been assigned in detail 438,832 billion VND (of which: Central budget is 221,729 billion VND).
After listening to opinions from departments, agencies and sectors of Dak Lak province, Deputy Prime Minister Mai Van Chinh praised Dak Lak province for being proactive and active in preventing and fighting storm No. 13; promptly mobilizing forces to help and support people to overcome the consequences.
The Deputy Prime Minister suggested continuing to review and fully and accurately count the damage, then advise and propose support for families affected by the storm.
In addition to acknowledging and evaluating the province's report, which highlighted the achievements, limitations, difficulties, and obstacles in socio-economic development, social security, national defense and security, and government building at all levels, the Deputy Prime Minister requested the province to review the tasks and targets for 2025; whichever targets have been achieved, continue to achieve them at the highest level, and strive to achieve whichever targets are close to being achieved.

The Deputy Prime Minister also requested the province to direct and develop scenarios for each field: Industry, agriculture, trade services... striving to achieve the highest growth rate by 2025.
At the same time, focus on removing difficulties for businesses, urging disbursement of public investment, especially key projects and projects that create breakthroughs for the province.
Regarding the organization of the two-level government apparatus, the Deputy Prime Minister requested that officials be arranged and assigned to positions that are suitable for their jobs and have the capacity to perform public duties. After the merger, Dak Lak must supplement and adjust its planning based on the assessment of its unique potential, competitive advantages, and outstanding opportunities of the province.
Regarding the province's recommendations, the Deputy Prime Minister assigned relevant ministries and branches to synthesize, research and resolve issues under the Government's authority, and report to the Government and Prime Minister for consideration and decision.
