Minister of Ethnic Minorities and Religions Dao Ngoc Dung, Son La Provincial Party Secretary Hoang Van Nghiem and leaders of central ministries, departments and agencies and Son La province attended the groundbreaking ceremony for the project.
Implementing the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the development of education in border areas, Son La province is simultaneously deploying 13 inter-level boarding and semi-boarding schools in border communes. In particular, the project in Long Sap commune is considered one of the important highlights, contributing to perfecting the education network, caring for the future of children of ethnic minorities in the border areas of the Fatherland, demonstrating the spirit of "leaving no one behind".
The project is built in Phat village, Long Sap commune, on an area of 4.95 hectares, near the residential area, a convenient location for students to travel, live and study. The project is designed with 30 classrooms, capable of receiving about 1,000 boarding students, with a synchronous and modern infrastructure system. The total investment of the project is about 216 billion VND, the implementation period is in the period of 2025-2026.

According to Deputy Director of Son La Provincial Police Hoang Vinh Hien, assigned as the investor, the Provincial Police quickly coordinated with departments and branches to complete the implementation plan. After the groundbreaking ceremony, the project still has many items that need to be implemented over a long period of time and difficulties may arise. However, the Provincial Police affirmed that they will focus resources, carry out construction safely, with quality, and on schedule.
Vice Chairman of Son La Provincial People's Committee Nguyen Minh Tien shared that with the project of building a boarding school for primary and secondary levels in border communes, the province is committed to completing it before August 31, 2026, in time to welcome students in the 2026-2027 school year.
The Provincial People's Committee will create maximum conditions for the investor and the construction unit to ensure progress, quality and absolute safety; direct the sectors and localities to coordinate closely, promptly resolve problems; at the same time, fully prepare the teaching staff, curriculum and operating conditions, so that the project can promote its effectiveness, become a school of knowledge, and raise the level of children of ethnic minorities in the border areas of the Fatherland.
Speaking at the groundbreaking ceremony, Minister of Ethnic Minorities and Religions Dao Ngoc Dung emphasized that the project has special significance, demonstrating the deep concern and strategic vision of the Party and State, as well as the concern of General Secretary To Lam for education and training, and human resource development for ethnic minorities, mountainous, highland and border areas.

This is not only an infrastructure investment, but also a superior social policy, aiming to create the most favorable conditions for ethnic minority children to study and train in a good environment, developing comprehensively in Morality - Intelligence - Fitness - Aesthetics, life skills, digital skills and international integration skills.
"We still talk about the "five bests" in the mountainous areas: the most difficult transportation, the most lacking infrastructure, the highest poverty rate, the most lacking staff, and the lowest level of education. It's time we can no longer accept this situation. Equity - especially equity in education and training - is the key to giving children the opportunity to develop, mature, become useful citizens, and contribute to building a rich and beautiful homeland," the Minister emphasized.
To complete the project soon, the Minister requested: The Provincial Party Committee and authorities at all levels to identify this as an important political task; proactively coordinate, create the best conditions for site clearance, land and resource allocation; support construction, ensure progress, quality and absolute safety. The design, construction and supervision units work with enthusiasm and professional ethics, considering this a project of trust and the future.
Each category must demonstrate responsibility to make the school a modern, safe, friendly, green - clean - beautiful model, meeting the expectations of the Party, the State and the people in the border area. Central ministries and branches (Ministry of Education and Training, Ministry of Finance, Ministry of Construction and relevant agencies) coordinate closely, research and perfect mechanisms and policies for synchronous, effective and sustainable implementation.

The Minister believes that, with the strong direction of the Provincial Party Committee and the participation of the entire local government system, the Long Sap Primary and Secondary Boarding School, Son La province will be completed on schedule, ensuring the highest quality.
