Improving the quality of social policy credit in Tuyen Quang area

(Chinhphu.vn) - Implementing the Development Strategy of the Social Policy Bank (CSXH) to 2030, period 2021-2025, Tuyen Quang province has achieved many outstanding results in social policy credit work. Preferential capital has reached 100% of communes and wards, helping thousands of poor households and policy beneficiaries to have conditions to develop production, stabilize their lives, contributing significantly to the goal of sustainable poverty reduction and new rural construction in the province.

Preferential capital spreads to disadvantaged villages

According to the Report of the People's Committee of Tuyen Quang province, as of August 31, the total outstanding debt of policy credit programs in the area reached more than 10,491 billion VND, an increase of more than 4,260 billion VND compared to 2020, with an average growth rate of 11.1%/year.

Policy credit capital has been invested in 100% of communes and wards, with priority given to ethnic minority areas, remote areas, and extremely difficult areas. In the 2021-2025 period, the whole province has over 247,000 poor households and other policy beneficiaries receiving loans, with loan turnover reaching 13,130 billion VND.

Thanks to this capital source, the province's poverty rate will decrease sharply from 38.28% in 2021 to 22.53% at the end of 2024, an average decrease of nearly 4%/year; average income per capita will reach 37.9 million VND/year, an increase of 11.9 million VND compared to 2021.

Mr. Dang Duc Thang, Director of the Social Policy Bank Branch in Tuyen Quang province, emphasized: “The Social Policy Bank always accompanies the people, especially the poor, near-poor households and policy borrowers affected by natural disasters. The Social Policy Bank Transaction Office system in the area proactively coordinates closely with authorities at all levels to review and promptly grasp the damage, thereby implementing practical support policies, helping people to soon restore production, stabilize their lives and continue to strive for economic development.”

Currently, the province has 4,955 Savings and Loan groups operating in villages and residential groups, with transaction points maintained periodically, creating favorable conditions for people to access loans right at their place of residence. The transaction method "at home, disbursement and debt collection at the commune" helps save time and travel costs, while enhancing supervision by the government and the community.

Clear effectiveness from the model of coordination and entrustment through socio- political organizations

One of the factors determining the quality of policy credit in Tuyen Quang is the trust model through four socio-political organizations including: Women's Union, Farmers' Association, Veterans' Association and Youth Union.

To date, these organizations are managing 99.7% of the total outstanding policy credit balance, equivalent to more than VND10,460 billion. Of which, the Women's Union manages 27.3%, the Farmers' Association 24.4%, the Veterans' Association 23.8% and the Youth Union 24.5%.

With preferential loans, thousands of households have boldly transformed their crop and livestock structures, developed commodity production, created jobs and stable incomes. Ms. Nguyen Thi Huong, Bach Xa commune, said: “Thanks to a loan of 50 million VND from the production and business program in disadvantaged areas, I invested in cage fish farming combined with experiential tourism. Thanks to that, I earn 80 to 100 million VND each year. Policy credit capital has helped my family stabilize their lives.”

Besides expanding the scale of lending, Tuyen Quang province especially focuses on improving credit quality, this is a key factor to ensure sustainability.

By the end of August 2025, the overdue debt ratio was only 0.12%, the debt rescheduled was 0.07% of the total outstanding debt - the lowest level in many years. This result was achieved thanks to the drastic direction and close coordination between the Social Policy Bank and the Party Committee, the government, the entrusted socio-political organizations and the people.

The system of representative boards of the Social Policy Bank at all levels is regularly improved, ensuring proper operation of regulations and rules, good implementation of inspection, supervision, handling of risky debts and improving credit forecasting capacity. At the same time, the inspection and supervision work of the Fatherland Front and socio-political organizations is strengthened, effectively implementing the motto "people know, people discuss, people do, people inspect, people supervise, people benefit", contributing to ensuring the safety and transparency of state capital sources.

Strengthening resources, promoting digital transformation, towards sustainable development

Tuyen Quang province always pays attention to and directs the priority allocation of local budget for the Bank for Social Policies, while promoting the role of the Fatherland Front in mobilizing the "For the Poor" Fund to supplement loan capital.

To date, the total policy credit capital has reached VND 10,507 billion, an increase of VND 4,263 billion compared to 2020. Of which, central capital accounts for 87.8%, locally mobilized capital accounts for 7.6% and entrusted local budget capital reaches VND 481 billion, 5 times higher than in 2020.

Along with that, the Tuyen Quang Provincial Branch of the Social Policy Bank has promoted the application of information technology, modernized the business system, automated remote control and monitoring processes, ensuring safe, accurate and secure transactions; gradually deployed financial services and products on digital platforms, serving people more conveniently.

Reality has proven that social policy credit is not only a financial support tool, but also a driving force to change people's awareness, helping them to be more confident in developing household economy and escape poverty. Many economic models from loans from the Bank for Social Policies have become bright spots in building new rural areas, developing commodity production, creating jobs and ensuring social security.

With that determination, social policy credit in Tuyen Quang will continue to be a "bright humane spot", realizing the goal of leaving no one behind, building a Tuyen Quang with inclusive and sustainable development, for the happiness of the people.
