Previously, on the afternoon of November 7, Ta Nang commune authorities discovered that the Cay An irrigation reservoir dam had many cracks and water leaks, posing a high risk of dam failure.

On the night of November 7, comrade Ho Van Muoi, Chairman of Lam Dong Provincial People's Committee, went to the scene to inspect the incident at Cay An Lake dam. After inspecting the current situation, Chairman of the Provincial People's Committee Ho Van Muoi directed the forces to urgently evacuate people and property to a safe place; at the same time, fully prepare necessities according to the "4 on-site" motto to rescue people in case of emergency.
The Chairman of the Provincial People's Committee also requested relevant forces to mobilize maximum human resources and means to fix the incident at Cay An Lake as soon as possible.

Previously, on the afternoon of November 7, immediately after discovering that the Cay An irrigation reservoir dam had many cracks and water leaks, with a high risk of dam failure, local authorities and related units evacuated households near the lake and mobilized vehicles to fix the problem. By about 11 p.m. the same day, the forces had evacuated 70 households in the dangerous area in Ta Nang commune to a safe place.
At the scene, hundreds of people from the army, police of Lam Dong province and Ta Nang commune, along with vehicles and machinery, worked all night to reinforce the dam body. The forces, regardless of difficulties and dangers, continuously transported thousands of sacks of soil to patch up cracks and water leaks on the body of the irrigation dam.

Faced with the increasingly complex and unpredictable situation of Cay An reservoir in Ta Nang commune experiencing seepage and landslides, while the construction area continues to have rain, and thunderstorms are forecast to develop in the coming hours, causing showers and thunderstorms, the authorities have issued a level 1 natural disaster risk warning.
The risk of Cay An reservoir dam breaking, threatening the safety of property and lives of people downstream, is very high. To ensure absolute safety for the project and people in the downstream area, the Provincial Civil Defense Command requested the People's Committee of Ta Nang commune to urgently review and prepare plans to evacuate people and property from the dangerous area; prepare materials, gathering places, and safe shelters.
At the same time, prohibit and restrict people and vehicles from entering areas at risk of insecurity; increase forces, inspect and supplement equipment for incident response work.
The Provincial Civil Defense Command also requested the Provincial Military Command and Provincial Police to support forces and means when necessary; organize 24/7 duty at construction sites and key locations to promptly monitor developments, coordinate with relevant units to deploy response measures and promptly notify the people.
The Management Boards of Construction Investment Project No. 1 and Duc Trong area have been requested to mobilize maximum human resources, materials, vehicles, and machinery to urgently deploy response measures, ensuring absolute safety for Cay An dam and the lives and property of people in downstream areas.
The units are coordinating with the People's Committee of Ta Nang commune to promptly and fully inform people about the incident's developments and possible safety risks; develop scenarios and detailed response plans, and be ready to handle the worst-case scenario of a dam break.
Currently, authorities are actively implementing measures to overcome the problem.
