Also attending the working session were the Vice Chairmen of the Provincial People's Committee: Le Trong Yen, Nguyen Minh, and Vo Ngoc Hiep; leaders of provincial departments, agencies, and units; and the Party Secretaries and Chairmen of the People's Committees of the communes.

The 11 western communes include: Đắk Wil, Nam Dong, Cư Jút, Thuận An, Đức Lập, Đắk Mil, Đắk Sắk, Nam Đà, Krông Nô, Nâm Nung, and Quảng Phú.

According to reports from the communes, after more than four months of implementing the two-tiered local government model, the direction and management have been generally smooth, ensuring uninterrupted operations and not affecting social life or the people.

The public administrative service center operates efficiently. The rate of timely and early processing of applications is high, meeting the satisfaction of citizens and businesses.

Digital transformation and digital literacy programs are receiving attention. Budget revenue has basically met and exceeded the assigned targets...
Land clearance for several key projects in the communes is basically on track. Provincial Road 3 is expected to be largely completed in November.

However, localities still face many difficulties in disbursing public investment funds, implementing national target programs, lacking teacher staff, and experiencing dilapidated school facilities.
In addition, the scarcity of fill soil and the continued complexity of riverbank erosion along the Krông Nô River are affecting infrastructure and the livelihoods of local people.
Many key projects have not received sufficient investment; transportation infrastructure in many localities is deteriorating and damaged... Some land clearance projects are still slow, affecting construction progress...

During the meeting, the communes requested the province to provide support in overcoming difficulties; to supplement the list of medium-term public investment projects for the period 2026-2030; to allocate funds to pay off debts for projects and invest in infrastructure for the Public Administrative Service Center; and to invest in upgrading and expanding National Highway 28...

At the meeting, the leaders of the Provincial People's Committee and relevant departments received, explained, and clarified several proposals from the communes. They also requested that the communes expedite land clearance and handover to investors for project implementation; and develop solutions to mitigate erosion along the Krông Nô riverbanks. Vice Chairman of the Provincial People's Committee Võ Ngọc Hiệp requested that the Department of Finance review and promptly disburse bonuses for the implementation of the new rural development program to the communes. The Department of Education and Training should propose the allocation of investment capital for national standard schools and the implementation of two-session schooling per day.

Concluding the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ho Van Muoi, acknowledged and highly appreciated the proactive and responsible spirit of the Party committees and local authorities of the communes in implementing socio -economic development tasks and organizing the two-level local government in the past period. He also requested that, regarding personnel matters, localities should be proactive and flexible in arranging and assigning personnel to ensure the efficient operation of the administrative apparatus.

Regarding land-related matters, especially the handling of related paperwork, Chairman Ho Van Muoi requested that communes learn from Duc An commune's establishment of a community-based online public service team to facilitate implementation and guidance for the people. The Department of Internal Affairs should use Duc An commune's model as a pilot to replicate in other localities. Concerning commune offices, the province will prioritize allocating funds for repairs to communes facing genuine and urgent needs.

Given the deteriorating condition of some key connecting roads, the Chairman of the Provincial People's Committee requested that the relevant communes coordinate to plan and propose timely repairs and upgrades to facilitate travel and goods transportation, and promote socio-economic development of the locality. The communes also need to update the planning of resettlement areas to serve future land clearance work.

Regarding the cultural sector, Chairman of the Provincial People's Committee Ho Van Muoi requested that the Department of Culture, Sports and Tourism compile, statistically analyze, and calculate data to propose preservation and maintenance plans for national historical relics. Communes should proactively organize events and festivals to preserve and promote the cultural values of the nation.

Regarding the disbursement of public investment funds, the Chairman of the Provincial People's Committee requested that communes be determined, decisive, proactive, and flexible in disseminating information and mobilizing support for land clearance.
