
From the plateau to the sea
After the merger, Lam Dong now has a border extending to the coastal area, with a gateway to the sea, which is a very important new development space. Currently, Lam Dong has about 192 km of coastline, running in the Northeast - Southwest direction, many mountain branches spreading out to the sea, creating capes such as: La Gan, Duong, Mui Nho, Mui Ne, Ke Ga... protecting ships from storms and winds, dividing the coast into areas deeply inland such as: Ca Na - Vinh Hao, La Gan, Phan Thiet, La Gi...
Lam Dong sea has charming natural landscapes, many beautiful beaches in areas such as: Cu Lao Cau, Binh Thanh, Ganh Son, Bau Trang, Doi Duong - Thuong Chanh, Ham Tien, Mui Ne - Hon Rom, Mui Dien - Khe Ga... These are great potentials and advantages for developing the marine economy, especially tourism and marine services; maritime economy; exploitation, aquaculture, seafood processing; renewable energy...
In the period of 2020 - 2025, the province's fisheries economy will develop in a modern, sustainable and highly competitive manner. The marine economy will be restructured towards improving the efficiency of exploitation, aquaculture and processing to increase added value. Organized offshore exploitation will be developed in association with service logistics and the task of protecting sea and island sovereignty, while strictly controlling activities on the coastal and offshore routes. The structure of fishing boats will shift in the right direction, increasing the proportion of large fleets along with modernizing exploitation technology.
From the above potentials and advantages, Lam Dong province has identified the marine economy as a strategic breakthrough, from the highlands reaching out to the sea. In order for the marine economy to become a key economic sector, the Provincial People's Committee has issued Plan No. 3892/KH-UBND dated September 22, 2025 on implementing Resolution No. 37/NQ-CP dated February 27, 2025 of the Government on promulgating the Plan to implement the National Marine Spatial Planning for the period 2021 - 2030, with a vision to 2050 in the province. At the same time, a plan is being developed to implement the Master Plan for the exploitation and sustainable use of coastal resources for the period 2021 - 2030, with a vision to 2050.
Total seafood output in the 2020 - 2025 period reached about 1.4 million tons, ranking in the top 3 in the country. Aquaculture developed sustainably, intensively, and diversified species; high-tech marine farming was gradually expanded with high-value fish and specialties. Seafood export maintained its leading role, with an estimated turnover of over 250 million USD in 2025, an increase of 57.2% compared to 2020.
Thereby, effectively implementing Resolution No. 36-NQ/TW of the Party Central Committee (12th tenure) on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045. The province focuses on rapid and sustainable development of the marine economy associated with ensuring national defense and security, focusing on developing a "green", strong, sustainable marine economy, enhancing conservation and restoration of the marine ecosystem.
The locality focuses on planning and arranging areas and spaces for marine economic development, especially new marine economic sectors, associated with protecting sea and island sovereignty; prioritizing investment in synchronous development of connecting infrastructure, linking development spaces of coastal areas to attract investment. Lam Dong strives during its term to establish the Southern Coastal Economic Zone of the province.
Unleashing momentum, shaping the future of Lam Dong sea
Although Lam Dong's potential and advantages in marine economy are huge, at the dialogue conference with enterprises in 2025 organized by the Provincial People's Committee at the end of August, a number of FDI enterprises reflected on the difficulties in investment licensing procedures, especially projects related to exploitation and use of marine resources and coastal infrastructure due to changes in authority and coordination processes between management agencies of the three previous provinces.
According to the provincial Department of Finance, the main problems stem from the requirement to synchronize marine spatial planning, coastal land use planning and regional economic development planning according to the provisions of the Planning Law and the Law on Marine and Island Resources and Environment. To harmonize the policy of attracting investment and complying with the law on the sea, Lam Dong province is synchronously implementing many solutions. The Provincial People's Committee is committed to continuing to accompany investors, creating a favorable and transparent investment environment, but at the same time ensuring strict compliance with the provisions of Vietnamese law on sovereignty, security and protection of the marine environment.

At the same time, the province continues to deploy tasks of developing marine economic sectors in order of priority: tourism and marine services; maritime economy; seafood exploitation, aquaculture, and processing; coastal industry and urban areas; renewable energy and new marine economic sectors; exploitation of marine mineral resources.
Along with that, the locality reviews and adjusts the Provincial Planning, technical and specialized planning, urban planning, and rural planning under its management to ensure consistency and synchronization with the National Marine Spatial Planning, the Master Plan for Exploitation and Sustainable Use of Coastal Resources for the 2021-2030 period, with a vision to 2050. The province effectively implements programs, projects, and policies for sustainable fisheries development, associated with combating IUU fishing. Promote the development of marine aquaculture on an industrial scale with species of high economic value.
The province also invests in infrastructure to attract investment and develop renewable energy projects in the province, especially offshore wind power, to turn Lam Dong into a center for renewable energy and clean energy production in the Central region. At the same time, coordinate research and development of new, potential marine economic sectors such as: marine medicinal herbs, marine medicine, marine chemistry, new materials, etc.
The expansion of administrative boundaries has created great opportunities for Lam Dong to diversify its economic sectors, especially tourism and marine economy, through linking and effectively utilizing the advantages of the whole plateau, forest, sea, expanding regional connections with the international. With a long-term strategic vision, Lam Dong is positioning itself as a regional connection center, a new driving force for growth in the new period - from the plateau to the ocean, from the inland to the world. These plans demonstrate Lam Dong's determination to make the most of the new advantages after the merger to break through and become a dynamic growth pole of the region.
