Accordingly, the Department of Agriculture and Environment presides over and coordinates with the Provincial Border Guard and the People's Committees of coastal communes and wards to review and fully count the number of fishing vessels, and guide vessel owners to register and grant licenses according to the provisions of the Fisheries Law 2017. Information on fishing vessels and vessel owners is updated synchronously to the National Fisheries Database (VNFishbase) and the National Population Database (VNeID).
For vessels that do not meet the conditions for registration and licensing, localities must make a list and hand it over to the competent authorities (Border Guard, Police, Fisheries Surveillance, etc.) for strict control, not leaving fishing gear on board, not allowing fishing activities, and at the same time organize public information for people to monitor.
The provincial Border Guard has increased inspections and prevented unregistered fishing vessels from going to sea; coordinated in strict handling of violations. The provincial police authenticated the VNeID electronic identification information of ship owners, captains, and crew members, ensuring synchronization of population and fishing vessel data; coordinated in enforcing cases of intentional violations.
*Recently, on October 27, at the 4th Session (special session), the 12th term Gia Lai Provincial People's Council, the Provincial People's Council delegates voted to approve the proposal of the Provincial People's Committee on the issuance of a Resolution regulating policies to support the stabilization of life for fishing vessels that do not meet the conditions for fishing activities in the area.
Accordingly, the province will support in cash equivalent to 30kg of rice/person/month, based on the monthly market price of rice announced by the Provincial People's Committee. Each fishing boat owner will receive 3 million VND/month in support. The support policy period is from September 2025 to the end of 2025.
The subjects of application are fishing boat owners and members of the fishing boat owner's household (living together in the same household, with permanent residence in Gia Lai province confirmed by local authorities).
Mr. Cao Thanh Thuong, Director of the provincial Department of Agriculture and Environment, said that currently, the whole province still has 424 unqualified fishing vessels, with the potential risk of IUU violations recurring, affecting the work of overcoming the "yellow card" warning of the European Commission. Timely support helps fishermen reduce difficulties and stabilize their lives during the time of career transition.
