The Presidium of the Congress consists of 04 comrades: Comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Committee , Permanent Deputy Head of the Agency; Comrade Tran Tien Hung, member of the Party Central Committee, Deputy Head of the Central Inspection Committee, Deputy Head of the Agency, Chairman of the Emulation and Reward Council of the Agency; Comrade Tran Thi Hien, Deputy Head of the Central Inspection Committee, Deputy Head of the Agency, Secretary of the Agency Party Committee; Comrade Tran Thi Kim Oanh, Chief of the Agency Office, Permanent Deputy Chairman of the Emulation and Reward Council of the Agency.

Also attending were representatives of the Central Emulation and Reward Committee, representatives of the Heads of Emulation Blocks of Central Party agencies; members of the Central Inspection Committee; members of the Central Inspection Committee who retired in the period 2020-2025 and all cadres, civil servants and employees of the Central Inspection Committee.

Comrade Tran Tien Hung, member of the Party Central Committee, Deputy Head of the Central Inspection Commission, presented a summary report summarizing the emulation movement and reward work for the period 2020-2025.

Reporting on the results of the patriotic emulation movement and commendation work in the 2020-2025 period, comrade Tran Tien Hung, member of the Party Central Committee, Deputy Head of the Central Inspection Committee, stated that the emulation and commendation work has been effective, promoting the implementation of political tasks.

Emulation movements are associated with studying and following Ho Chi Minh's ideology, morality and style, effectively implementing the Party's policies and major campaigns, researching and developing projects, programs, policies and strategies, practicing thrift, preventing and combating corruption and waste; enhancing the exemplary responsibility of cadres and party members, especially leaders, actively contributing to the work of building a clean and strong Party. The launching of emulation movements and setting specific targets are seriously implemented right from the beginning of the year, on that basis, each collective and individual builds their own effective implementation measures, striving to best complete the assigned tasks and plans.

In the period of 2020-2025, the patriotic emulation movement in the Central Inspection Commission took place practically and comprehensively, strongly arousing the sense of responsibility, creativity and dedication of the staff, civil servants and workers. Thereby, it advised on the development of 5 inspection programs of the Politburo and the Secretariat; synthesized the inspection results and announced the inspection conclusions of 60 inspection teams of the Politburo and the Secretariat at 172 party organizations.

In particular, in early 2025, the Party Committee advised on the issuance of a Plan and the establishment of 19 delegations to grasp the situation, urge and guide the inspection of a number of key work topics in 2025 of the Politburo and the Secretariat for 69 party organizations directly under the Central Committee. Up to now, Party committees at all levels have overcome 619/707 shortcomings and limitations pointed out through inspections; 777/1,047 recommendations have been resolved after being resolved by competent authorities and the Central Committee issued new documents; proactively advised the Central Executive Committee, the Politburo, and the Secretariat to issue 44 regulations, procedures, conclusions and documents related to inspection and supervision work, which is an important basis for synchronous and unified implementation of inspection, supervision and party discipline enforcement from the Central Committee to the grassroots level...

At the Congress, delegates discussed and agreed on key tasks of emulation and reward work for the 2025-2030 period, and shared lessons learned to perform better in the next 5 years.

Comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission delivered a speech directing the Congress.

In his speech directing the Congress, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, Head of the Agency commended and highly appreciated the achievements of collectives and individuals in the patriotic emulation movement in the past term. He emphasized that in the period of 2025-2030, the country will enter a new era, the task of Party building and rectification will continue to be strengthened and consolidated; the requirements for inspection, supervision and Party discipline work will be increasingly higher, more comprehensive and profound. In that context, the patriotic emulation movement needs to continue to innovate more strongly, practically and effectively, closely linked with political tasks, considering emulation as both a spiritual driving force and a method to improve work efficiency.

Comrade Nguyen Duy Ngoc suggested that it is necessary to launch emulation campaigns to combine research, innovate methods, improve the quality and efficiency of work; actively and proactively apply science and technology, promote the effectiveness of digital transformation, build and effectively operate a database system to serve inspection, supervision and Party discipline; synchronously deploy a software system to manage records, handle violations, feedback and denunciations; connect and exploit data from relevant agencies; build a shared digital platform to serve the inspection and supervision work of the entire Industry towards implementing "supervision on data, inspection on data". Each cadre, civil servant, and employee, especially the leader, needs to be aware of and identify their responsibilities, determined to act, be exemplary, dedicated, build a united, disciplined, professional and humane agency; well implement the principle of democratic centralism, promote exemplary responsibility, strengthen discipline and order; At the same time, take good care of the material and spiritual life of cadres, civil servants and workers so that they can work with peace of mind, be committed, creative and contribute to the common cause.
