The Presidium presiding over the Congress consists of four members: Comrade Tran Van Ron, Member of the Central Committee of the Party, Standing Deputy Head of the Central Inspection Committee , Standing Deputy Head of the Agency; Comrade Tran Tien Hung, Member of the Central Committee of the Party, Deputy Head of the Central Inspection Committee, Deputy Head of the Agency, Chairman of the Agency's Emulation and Commendation Council; Comrade Tran Thi Hien, Deputy Head of the Central Inspection Committee, Deputy Head of the Agency, Secretary of the Agency's Party Committee; and Comrade Tran Thi Kim Oanh, Chief of the Agency's Office, Standing Deputy Chairman of the Agency's Emulation and Commendation Council.
Also attending were representatives from the Central Emulation and Commendation Board, representatives from the Heads of the Emulation Blocs of Central Party Agencies; members of the Central Inspection Committee; members of the Central Inspection Committee who retired during the 2020-2025 period; and all officials, civil servants, and employees of the Central Inspection Committee.

Comrade Tran Tien Hung, Member of the Central Committee of the Party and Deputy Chairman of the Central Inspection Committee, presented a summary report on the emulation movement and commendation work for the period 2020-2025.
Reporting on the results of the patriotic emulation movement and commendation work during the 2020-2025 period, Comrade Tran Tien Hung, Member of the Central Committee of the Party and Deputy Chairman of the Central Inspection Committee, stated that the emulation and commendation work has been effective in promoting the implementation of political tasks.
The emulation movements are linked to studying and following the ideology, ethics, and style of Ho Chi Minh , effectively implementing the Party's major policies and campaigns, researching and developing projects, programs, policies, and guidelines, practicing thrift, preventing and combating corruption and waste; enhancing the exemplary responsibility of cadres and Party members, especially leaders, contributing positively to building a clean and strong Party. The launching of emulation movements and the setting of specific targets are implemented seriously from the beginning of the year, on the basis of which each collective and individual develops effective organizational measures to strive to complete the assigned tasks and plans in the best possible way.

During the 2020-2025 period, the patriotic emulation movement within the Central Inspection Commission was practical and comprehensive, strongly arousing the sense of responsibility, creativity, and dedication of cadres, civil servants, and workers. Through this, the Commission advised on the development of 5 inspection programs of the Politburo and the Secretariat; compiled inspection results and announced the conclusions of 60 inspection teams of the Politburo and the Secretariat that inspected 172 Party organizations.
Specifically, in early 2025, the Party Committee advised on the issuance of a plan and established 19 teams to monitor, supervise, and guide the inspection of several key work topics for 2025 as directed by the Politburo and the Secretariat, targeting 69 Party organizations directly under the Central Committee. To date, Party committees at all levels have addressed 619 out of 707 shortcomings and limitations identified through inspections; 777 out of 1,047 recommendations have been resolved after being addressed by competent authorities and the Central Committee issued new documents; and proactively advised the Central Committee, the Politburo, and the Secretariat to issue 44 regulations, procedures, conclusions, and documents related to inspection and supervision work, which serve as an important basis for the synchronized and unified implementation of inspection, supervision, and Party disciplinary enforcement from the central to the grassroots level…
At the Congress, delegates discussed and agreed on the key tasks of emulation and reward work for the period 2025-2030, and shared lessons learned to better implement them in the next five years.

Comrade Nguyen Duy Ngoc, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Inspection Committee, delivered a speech guiding the Congress.
In his address to the Congress, Comrade Nguyen Duy Ngoc, Member of the Political Bureau, Secretary of the Central Committee of the Party, Chairman of the Central Inspection Committee, and Head of the Agency, commended and highly appreciated the achievements of collectives and individuals in the patriotic emulation movement during the past term. He emphasized that in the 2025-2030 period, the country will enter a new era, and the task of building and rectifying the Party will continue to be strengthened and consolidated; the requirements for inspection, supervision, and Party discipline will become increasingly higher, more comprehensive, and more profound. In this context, the patriotic emulation movement needs to continue to be strongly and practically renewed, closely linked to political tasks, considering emulation as both a spiritual driving force and a method to improve work efficiency.

With the spirit of "Unity - Democracy - Innovation - Creativity - Development," Comrade Nguyen Duy Ngoc launched the patriotic emulation movement for the period 2025-2030, emphasizing six key tasks for the coming time. Accordingly, the Central Inspection Committee needs to thoroughly understand President Ho Chi Minh's patriotic emulation ideology and the emulation movements launched by the Prime Minister and the Head of the Committee. The emulation movement should be linked to studying and following Ho Chi Minh's thought, morality, and style; launching research and study of President Ho Chi Minh's advice to the Party Inspection sector; and quickly grasping the core contents of the Party's 14th Congress documents to implement them immediately after the Congress...

Comrade Tran Van Ron, Member of the Central Committee of the Party, Standing Deputy Chairman of the Central Inspection Committee, presented the Second and Third Class Labor Orders to individuals with outstanding achievements.
Comrade Nguyen Duy Ngoc suggested launching a campaign to promote research, innovation in methods, and improvement of work quality and efficiency; actively and proactively applying science and technology, promoting the effectiveness of digital transformation, building and operating an efficient database system to serve Party inspection, supervision, and discipline; synchronously deploying a software system for managing records, handling violations, complaints, and denunciations; connecting and exploiting data from relevant agencies; building a common digital platform to serve inspection and supervision work throughout the sector to achieve "data-based supervision, data-based inspection". Each official, civil servant, and employee, especially the head of the organization, needs to recognize and define their responsibilities, be determined to act, set a leading example, dedicate themselves wholeheartedly, build a united, disciplined, professional, and humane organization; effectively implement the principle of democratic centralism, uphold the responsibility of setting an example, and strengthen discipline and order. At the same time, we must take good care of the material and spiritual lives of cadres, civil servants, and workers so that they can work with peace of mind, be committed, creative, and dedicate themselves to the common cause.

Comrade Tran Van Ron, Member of the Central Committee of the Party and Standing Deputy Chairman of the Central Inspection Committee, presented the Emulation Flag to collectives with outstanding achievements.
The National Emulation Congress announced the President's Decision to award the First, Second, and Third Class Labor Orders to 11 individuals from the Central Inspection Commission for their outstanding achievements in their work, their significant influence, and their exemplary conduct. Many collectives and individuals were honored with the Emulation Flag of the Central Inspection Commission and Certificates of Merit from the Head of the Central Inspection Commission.
