The conference was organized in a combination of in-person and online formats to the connecting points of provincial, municipal, and central party committees.
Before the program, the Conference took a minute to commemorate compatriots who died due to natural disasters, storms and floods and raised donations to support compatriots in the Central Highlands provinces affected by floods.
Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat delivered the opening speech at the Conference.
During the 13th Party Congress, Party committees, Party organizations and inspection committees at all levels led, organized research, study, dissemination, implementation and focused on institutionalizing the Resolution of the 13th Party Congress and resolutions of Party congresses at all levels.
The Central Inspection Commission has focused on researching, developing, and advising the Central Executive Committee, the Politburo, and the Secretariat to issue 44 important regulations, statutes, programs, and guidelines on inspection, supervision, and disciplinary enforcement. Based on the resolutions, conclusions, and directives of the Central Executive Committee, the Politburo, and the Secretariat, the Central Inspection Commission has proactively specified and issued 32 regulations, statutes, plans, and guidelines to be deployed to Party committees and inspection committees of localities and units.
Carrying out the tasks assigned by the Politburo, the Secretariat, the Central Steering Committee on anti-corruption, waste, negativity and the General Secretary, the Central Inspection Commission has deployed and directed local and unit Party committees and inspection committees to actively and resolutely take action, effectively coordinate with competent authorities to promptly and strictly inspect and handle party organizations and party members who have violated complicated cases and incidents of special interest to public opinion. Actively participate in the preparation work for the 14th National Party Congress according to assigned functions and tasks. Urgently carry out the tasks assigned by the General Secretary to direct the promotion of regular supervision, building and improving the capacity of cadres and civil servants, and promoting comprehensive digital transformation in the activities of the Party Inspection sector.
Comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission, presented a report on the results of the Party's inspection, supervision and disciplinary work during the 13th Congress term.
The Politburo, the Secretariat and Party committees at all levels inspected 232,401 Party organizations and 1,284,298 Party members, including 289,101 comrades who were Party committee members at all levels, of which: The Politburo and the Secretariat established 60 inspection teams headed by Politburo members and Secretariat members, and inspected 172 Party organizations. Party committees at all levels inspected 852 Party organizations, 5,422 Party members, and 1,947 Party committee members when there were signs of violations. Through inspection, it was concluded that 545 Party organizations and 4,213 Party members had violations and shortcomings; 231 Party organizations and 2,885 Party members had to be disciplined; 155 Party organizations and 2,615 Party members were disciplined.
Inspection committees at all levels have inspected 13,612 party organizations and 38,378 party members when there were signs of violations. Through inspection, it was concluded that 8,766 party organizations and 30,107 party members had violations and shortcomings; 1,156 party organizations and 13,847 party members had to be considered and disciplined; 827 party organizations and 12,371 party members were disciplined.
Inspection committees at all levels inspected the implementation of inspection, supervision and disciplinary tasks for 135,145 party organizations; inspected party finances for 20,785 party organizations regarding budget revenue and expenditure and production and business; inspected and supervised the declaration of assets and income for 11,172 party members.
Regarding the task of supervising party organizations and party members, Party committees at all levels and Party cells have supervised 176,229 party organizations and 596,688 party members. Inspection committees at all levels have supervised 123,906 party organizations and 174,472 party members.
Party committees at all levels have resolved complaints against 05 party organizations and 32 party members. The Secretariat has concluded to resolve complaints against 01 party organization according to its authority. Inspection committees at all levels have considered and resolved complaints against 170 party organizations and 4,347 party members.
Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army presented a speech at the Conference.
Party committees at all levels resolved disciplinary complaints of 03 party organizations and 282 party members. The Secretariat resolved disciplinary complaints of 01 party organization and 04 party members. Inspection committees at all levels considered and resolved disciplinary complaints of 352 party members.
In carrying out the task of enforcing discipline on party organizations and party members, Party committees at all levels and Party cells have disciplined 1,624 party organizations and 73,135 party members, including 13,302 Party committee members; of which: The Central Executive Committee, the Politburo, and the Secretariat have disciplined 65 party organizations and 228 party members. Inspection Commissions at all levels have disciplined 679 party organizations and 24,265 party members.

The direction of inspection, supervision and discipline enforcement during the 14th Party Congress term determined: Strongly innovating the thinking, methods and ways of organizing inspection and supervision work, which must be the main leadership method, an important tool to maintain Party discipline; linking inspection and supervision with power control; quickly and strongly shifting the focus from "review and handling" to "prevention and warning from afar, right from the grassroots level" to ensure "going in the right direction - doing the right way - achieving real effectiveness" of the Party's major guidelines and policies; leaving no "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach. Party committees, party organizations and inspection committees at all levels must step up inspection and supervision work with high determination and great efforts to contribute to the successful implementation of the Resolution of the 14th Party Congress.

Speaking at the Conference, General Secretary To Lam emphasized that looking back from the beginning of the term until now, we can see a very profound lesson: The more difficult the times, the better we must do the work of building and rectifying the Party. During the term of the 13th Party Congress, the work of building and rectifying the Party continued to be implemented drastically and comprehensively, with many innovations, contributing to improving the leadership capacity, governing capacity and fighting strength of the Party, consolidating the people's trust in the regime. In that general achievement, there is a very important contribution from the results of the Party's inspection, supervision and discipline enforcement work. Party committees and inspection committees at all levels have made many efforts, tried, determinedly, proactively and creatively implemented the work program and plan, completing a huge amount of work.
To improve the quality and effectiveness of inspection, supervision and Party discipline enforcement in the coming term, the General Secretary requested that Party committees, Party organizations and inspection committees at all levels continue to thoroughly grasp and strictly implement the Party's regulations on inspection and supervision, especially newly issued regulations, as well as the directions of the Politburo and the Secretariat. Strengthen leadership, direction and guidance to improve the quality, effectiveness and efficiency of inspection and supervision work of Party committees at all levels, especially at the commune level. Improve the quality and effectiveness of inspection and supervision right from each Party cell. Assign the Central Inspection Committee to advise on summarizing the implementation of Resolution 5 of the Central Committee (10th tenure) on strengthening the Party's inspection and supervision work; propose that the Central Committee issue a new Resolution to comprehensively lead this work immediately after the 14th National Party Congress.
Comprehensively and effectively deploy tasks according to the Party Charter and tasks assigned by the Party Committee, leaving no "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach. Strongly shift the focus of work to regular supervision, proactive supervision, early warning, and remote prevention; proactively supervise from the beginning and throughout all aspects of leadership, direction, and organization of implementation of resolutions, directives, conclusions, and decisions of Party Committees at all levels, especially in the implementation of major breakthrough policies and decisions of the Party on national development in recent times. Ensure that all policies and guidelines of the Party are seriously and effectively implemented at all levels.
Timely detect, inspect and resolutely handle party organizations and party members showing signs of degradation in political ideology, ethics and lifestyle; "self-evolution", "self-transformation"; violations of what party members are not allowed to do, violations of regulations on exemplary responsibility; violations of Party principles and regulations and State laws; corruption, waste, negativity, and group interests; it is necessary to resolutely handle violations, but also resolutely protect those who are bold in innovation, dare to think and dare to do for the common good of the country; effectively implement the work of inspecting and supervising the declaration and disclosure of assets according to regulations; supervise the resolution of "hot" issues that public opinion is interested in, such as the operation of the political system and state management in areas prone to corruption and negativity after restructuring the organization and apparatus; the implementation of key projects and works at the national and local levels...
Focus on building a lean, strong Inspection Committee at all levels that operates effectively and efficiently. Build a team of inspection cadres that are truly courageous, honest, professional, "clear as a mirror, sharp as a sword", absolutely loyal to the Party, steadfast in the face of all difficulties, not subject to any pressure, influence or temptation; it is necessary to strengthen training, fostering, and coaching to improve the professional quality of the team of Party inspection cadres at all levels, especially in communes and wards.
Each inspector must have a firm grasp of the Party's guidelines, principles and regulations; be proficient in their profession; be able to analyze, forecast and detect problems early and from afar; and at the same time, must know how to listen, understand reality, and handle matters fairly, objectively, and in accordance with principles and procedures. The work of an inspector requires transparency and great courage and fortitude, so each officer must always train himself, maintain ethics, improve his qualifications, and practice a fair, cautious and decisive working style. More than ever, the team of inspectors must uphold their sense of responsibility, discipline and dedication to be worthy of being the ones to protect the purity and strength of the Party, and to strengthen the people's trust in the Party and the regime.
Continue to promote digital transformation and information technology application; promote connection and sharing of data smoothly, accurately and promptly to effectively serve inspection and supervision work throughout the political system, towards "inspection on data, supervision on data"; strengthen coordination and information connection between Party inspection and supervision agencies and Party organizations in handling difficult, complicated and sensitive cases.
