Developing tourism while preserving culture contributes to poverty reduction in the highland communes of Lai Chau.

Leveraging its natural advantages and the unique cultural identity of its ethnic groups, Lai Chau is gradually promoting community-based tourism development, linked to creating livelihoods for people in the highlands. From there, tourism will not only become a supplementary economic sector but also an important direction contributing to rapid and sustainable poverty reduction.

Lai Chau province is witnessing significant progress in poverty reduction during the 2021-2025 period. Statistics from the Department of Agriculture and Environment show that the province is reducing the number of poor households by an average of nearly 4% each year; it is projected that by the end of 2025, the poverty rate will be only 15.78%.

Along with these overall results, the implementation of the National Target Program for Sustainable Poverty Reduction in the province has achieved many important milestones. By the end of 2025, most of the set targets had been completed and exceeded the schedule, with 9 targets surpassing the plan. The areas that have brought about significant changes have focused on supporting livelihoods, expanding production, improving housing, and providing vocational training for rural workers.

In disadvantaged areas, the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Regions (Program 1719) plays a crucial role as a "lever". During the period 2021-2025, Lai Chau province received over 3,764 billion VND from the central government to implement the program, with nearly 865 billion VND allocated specifically for 2025.

Khun Ha commune in Lai Chau province has determined that socio-economic development must be linked to the preservation of the traditional cultural identity of ethnic groups.

According to the assessment of the Provincial Department of Ethnic Minorities and Religions, by the end of 2025, the province expects to achieve and exceed the plan for 15 targets of Program 1719. Many key items have proven effective, such as investment in essential infrastructure, resettlement of the population, construction of community facilities, and maintenance of cultural and artistic activities in villages.

Beyond simply meeting targets, funding from national target programs has also provided a foundation for localities to boldly establish new directions. Following the merger and operation of the two-tiered local government model, many communes and wards in the province have proactively raised their development goals compared to before.

Khun Ha commune is one example. Formed from the merger of Ban Hon and Khun Ha communes (formerly Tam Duong district), the locality covers nearly 70 km², with 22 villages and over 9,000 inhabitants; of which, the Mong and Lu ethnic groups account for over 90%. Currently, the multidimensional poverty rate in the commune is still over 10%, but the prospects for poverty reduction are considered promising.

According to Le Huy Chinh, Chairman of the People's Committee of Khun Ha commune, in the next term, the commune will focus on creating sustainable livelihoods through the development of medicinal plants and community tourism, while simultaneously investing in completing essential infrastructure to promote socio-economic growth.

According to local guidelines, vocational training and job creation for the people will be placed at the center. The goal is for Khun Ha to essentially eradicate poverty by 2030, with an average per capita income of approximately 70 million VND per year.

For the period 2025-2030, the commune has identified the effective mobilization and integration of resources as a consistent solution, linked to exploiting the unique advantages of each village. Tham village – home to 43 Lu ethnic minority households, with its distinctive natural landscape and cultural identity – has been selected as a highlight in community tourism development.

The leaders of Khun Ha commune affirmed that all activities are implemented with the people at the center, ensuring harmony between the goals of socio-economic development and the preservation of the traditional cultural values ​​of the ethnic groups in the area.
