
Many special policies and regulations for teachers are currently being reviewed by the Ministry of Education and Training (Photo: Huyen Nguyen).
The draft regulations stipulate five groups eligible for policies to attract and utilize talent. In addition to those with talent as defined by the Government , the Ministry of Education and Training proposes four more groups.
Group 1 consists of individuals with exceptional talents and high achievements in the fields of culture, arts, sports , and traditional professions suitable for teaching as stipulated by the Government; individuals with national vocational skills level 4 or higher; and individuals awarded one of the titles "Outstanding Doctor," "Outstanding Artist," or "Outstanding Artisan" or higher.
For this group, upon recruitment, individuals will be appointed to the position of teacher or lecturer, receive a salary, and enjoy full benefits according to their job position.
Group 2 consists of graduates with a GPA of "good" or higher in key and essential fields related to socio-economic development needs, fields with difficult enrollment but high societal demand, specialized fields in arts and sports, and specialized fields in defense and security, as outlined in strategies, projects, and plans for the development of the teaching staff approved by competent authorities.
Teachers in this category are entitled to an allowance equal to 150% of their current salary for 5 years from the date of appointment; they are also given priority to participate in training and professional development programs both domestically and internationally funded by the State budget.
Group 3 consists of volunteers who work in educational institutions located in areas with particularly difficult socio-economic conditions.
This group enjoys the full benefits of policies for those working in particularly difficult areas. After two years of recruitment and completion of their probationary period, if they are evaluated as having performed their duties well or better, they will be eligible for early salary increases and may be considered for various forms of commendation as prescribed.
Group 4 consists of ethnic minority individuals belonging to the category of very small ethnic minority groups as defined by the Prime Minister, who volunteer to work at educational institutions located in those very small ethnic minority areas.
The policy includes a stipend of 150% of the current salary for 5 years from the date of employment. After 2 years and completion of the probationary period (if any), if evaluated as performing well or better, this group will be promoted to a higher salary grade ahead of schedule; and will also be given priority to participate in training and development programs both domestically and internationally funded by the state budget.
In groups 3 and 4, based on their contributions, teachers in these groups are considered for medals, commendations, honorary titles, commemorative badges, or other forms of awards as prescribed by law; the ratio is not applied in the consideration of awarding honorary titles or commendations.
In addition to the benefits and policies stipulated in the Decree upon its promulgation, these groups are also entitled to other benefits and policies applicable to teachers as prescribed by law, local regulations, and educational institutions.
The Ministry of Education and Training is currently soliciting feedback on the draft until December 19th.
