The People's Procuracy of Region 2 is improving the quality of its prosecutorial work.

The People's Procuracy of Region 2 (under the People's Procuracy of Thanh Hoa province) has consistently adhered to its functions and duties, effectively carrying out the work of prosecuting and supervising judicial activities, preventing wrongful convictions and ensuring that no crimes go unpunished, thereby contributing to ensuring political security, social order and safety, and the strict enforcement of the law.

The People's Procuracy of Region 2 directly supervises the execution of criminal sentences in Quang Ngoc commune.

According to Hoang Manh Chung, Chief Prosecutor of the People's Procuracy of Region 2: "In order to effectively perform the functions of exercising the power of prosecution and supervising judicial activities as prescribed by the Constitution and laws, and to meet the requirements of judicial reform, in the past period, the unit has thoroughly implemented the directives, resolutions, and work plans of the Chief Prosecutor of the Supreme People's Procuracy and the Provincial People's Procuracy; built and organized the implementation of the unit's annual work program and plan, and simultaneously implemented many professional measures. In particular, 100% of prosecutors, inspectors, and professional staff are required to maintain a logbook to monitor violations in the exercise of the power of prosecution and supervision of judicial activities. At the same time, capable prosecutors and staff are assigned to compile violations by prosecuting agencies and other relevant agencies to advise the leadership of the Procuracy on issuing recommendations to remedy and prevent common, frequent, and recurring violations of the law." The issues that occurred during the implementation process were resolved."

In addition, the People's Procuracy of Region 2 has implemented a comprehensive set of solutions to effectively carry out the work of exercising the power of prosecution, supervising the handling of denunciations and reports of crimes, and recommending prosecution. At the same time, it has strengthened the exercise of the power of prosecution right from the stage of receiving and processing denunciations and reports of crimes, ensuring that 100% of cases handled and resolved, including denunciations, reports of crimes, and recommendations for prosecution, are supervised. Prosecutors have proactively monitored the process of handling denunciations and reports of crimes by the investigating agencies, promptly making requests for inspection and verification; and closely supervised decisions to initiate and not initiate criminal proceedings to ensure that no innocent people are wrongly convicted and that no crimes or criminals are overlooked. In 2025, the People's Procuracy of Region 2 supervised 166 reports of crimes. Of these, 150 reports were resolved, 52 cases were prosecuted, 96 were not prosecuted, and 2 were temporarily suspended...

Furthermore, the People's Procuracy of Region 2 has focused on improving the quality of its prosecutorial powers and the supervision of investigations and prosecutions of criminal cases. Specifically, the unit has proactively and closely supervised 100% of cases from the initial stages of prosecution; closely supervised the grounds for arrest, temporary detention, and remand. Simultaneously, it directly takes statements from those arrested and detained before approval; proactively proposes investigation requests, actively participates in questioning, and directly carries out investigative activities as stipulated in the Criminal Procedure Code. In addition, the People's Procuracy of Region 2 has implemented numerous measures to strengthen prosecutorial responsibility, proactively conducting investigations and re-examining defendants before issuing decisions to resolve cases, especially in cases where evidence and documents are contradictory. The unit has also improved the quality of indictments, ensuring that defendants are prosecuted correctly, for the right crimes, and within the legally prescribed time limits.

Furthermore, the unit has proactively and actively coordinated with the court to organize public trials with digitized case files and experience-sharing sessions for officials and prosecutors within the unit to learn from and gain experience. Simultaneously, it has implemented the development of mind maps and visual case reports for criminal cases. Therefore, in the past period, there have been no cases of wrongful convictions, acquittals, or the failure to prosecute criminals. Along with this, the unit has implemented comprehensive measures to improve the quality and effectiveness of its supervision of temporary detention, remand, and execution of criminal sentences.

In 2025, the People's Procuracy of Region 2 exercised its power of prosecution and supervised the investigation and prosecution of 132 criminal cases involving 217 defendants, of which 132 cases and 217 defendants were resolved; it also exercised its power of prosecution and supervised the first-instance trial of 148 criminal cases involving 244 defendants... Accordingly, the quality of prosecution ensured that the right person was charged with the right crime, in accordance with the law, with no cases of wrongful prosecution, no cases overturned for reinvestigation or retrial; no cases returned between prosecuting agencies; and no cases dismissed due to lack of guilt, or cases where the court declared the defendant not guilty, or tried a case with a charge different from the one prosecuted by the procuracy.

At the same time, it resolutely issues recommendations, appeals, and requests to rectify violations in investigation and trial activities, ensuring that the investigation and trial of criminal cases comply with the law. It closely supervises arrests, temporary detention, and the execution of criminal sentences, ensuring that legally effective judgments are strictly and promptly enforced. In particular, the unit is promoting the application of information technology and accelerating digital transformation in its professional activities. It continues to do a good job advising the Party Committee and the government on handling and resolving prominent and complex cases that attract public attention," added Hoang Manh Chung, Chief Procurator of the People's Procuracy of Region 2.
