
The decision was issued to concretize the tasks assigned by the Prime Minister in Decision No. 1901/QD-TTg dated September 5, 2025, demonstrating the Government's determination to build the Vietnam Maritime University into a prestigious training and research center, playing a core role in the country's marine economic development strategy.

Implement key tasks in a coordinated manner.
The plan clearly defines the objectives for the synchronized, unified, and effective implementation of the tasks and solutions of the Project; it also specifically assigns responsibilities to relevant agencies and units, ensuring the progress and quality of implementation.
Accordingly, the Vietnam Maritime University has been tasked with proactively implementing eight key tasks and solutions. First, the University will focus on expanding its scale and improving the quality of training, prioritizing strong and traditional fields such as maritime science , logistics, shipbuilding, control and automation, and offshore engineering, to meet the demand for high-quality human resources in the domestic and international labor markets.

In addition, the School will develop specialized, in-depth training programs for talented students at the undergraduate and postgraduate levels; innovate teaching methods to enhance practical skills and professional expertise; promote digital transformation; and build a modern digital learning materials system.
The plan also emphasizes the task of investing in and developing facilities, modernizing technical infrastructure, expanding development space, and ensuring training and scientific research conditions on par with the region, gradually approaching international standards. The university is tasked with building a Center for Excellence and Talent in Industry 4.0, an Innovation Center, and eventually forming an international center serving the development of the marine and ocean economy.
Simultaneously, the development of faculty and research staff is identified as a key factor, with breakthrough mechanisms and policies aimed at attracting talented lecturers, experts, and scientists from both within and outside the country to participate in teaching and research.
Scientific research, innovation, and technology transfer activities continue to be promoted through investment in upgrading research institutes and laboratories, prioritizing the marine economy. The university is also encouraged to develop breakthrough models to mobilize social resources, promote the commercialization of research results, and strengthen linkages between the State, the university, and businesses.
In addition, expanding international cooperation and integration is considered a crucial solution to improve the quality of training, scientific research, and technology transfer.
Ensuring resources and strengthening inter-sectoral coordination.
To effectively implement the Project, the Plan identifies funding sources to be allocated from the state budget, the School's self-balancing funds, and legitimate contributions from organizations, businesses, and individuals both domestically and internationally. The Ministry of Construction encourages the mobilization of social resources to implement the Project. The Planning and Finance Department (Ministry of Construction) is responsible for compiling funding needs, proposing appropriate financial mechanisms, and ensuring the necessary resources for implementation.
The Vietnam Maritime University is required to develop specific programs and plans to implement the assigned tasks, linking the implementation of the Project with the implementation of important resolutions of the Politburo on the development of education and training, science and technology, innovation and the development of the private economy; while continuing to fulfill the task of training human resources to serve the Ministry of National Defense.

The Ministry of Construction proposes that relevant ministries and agencies strengthen coordination. Specifically, the Ministry of Education and Training should coordinate research and propose mechanisms and policies suitable to the School's unique characteristics; the Ministry of Finance should lead the review and submit proposals for funding allocation to competent authorities; and the Ministry of Science and Technology should prioritize creating favorable conditions for the School to participate in science and technology programs and tasks serving the sustainable development strategy of the marine economy, oceans, maritime transport, and logistics.
Regarding the local authorities, the Ministry of Construction requests that the People's Committee of Hai Phong City continue to pay attention to, create favorable conditions for, and provide resources to support the School in renovating, upgrading, and expanding its facilities, especially at Campus 2 in Thien Huong Ward.
In the Decision, the Minister of Construction assigned the Department of Organization and Personnel to take the lead, in coordination with relevant units, in monitoring, inspecting, supervising, summarizing, and reporting the results of the implementation of the Plan and Project as prescribed.
