Discussing solutions to strengthen intra-regional linkages in the Red River Delta.

In the context of increasingly deep international integration, regional and intra-regional linkages are identified as essential requirements to enhance national competitiveness and ensure sustainable economic growth. The Red River Delta economic region plays a particularly important role in the national spatial development structure.

On December 16th, in Hanoi, the Foreign Trade University, in collaboration with the Institute of Economics, Society and Environment (Ho Chi Minh National Academy of Politics ) and the Vietnam and World Economics Institute, organized a scientific conference on the theme "Current Situation and Solutions for Developing Intra-Regional Linkages in the Red River Delta Economic Region to Promote Economic Growth".

In her opening remarks at the workshop, Associate Professor, Dr. Pham Thu Huong, Rector of the Foreign Trade University, emphasized that intra-regional linkages are not only a strategic requirement in the context of achieving rapid and sustainable development goals, but also a crucial condition for the formation of growth poles, economic corridors, and inter-regional value chains. For the Red River Delta, strengthening intra-regional linkages is particularly significant in improving the efficiency of resource allocation, developing infrastructure synchronously, promoting innovation, and enhancing the quality of growth.

The workshop consisted of two main working sessions. In the discussion session, delegates focused on clarifying the theoretical basis, practical experience, and international experience of intra-regional linkages. Associate Professor, Dr. Nguyen Thi Thuy Vinh, Deputy Head of the Graduate School, Foreign Trade University, analyzed models of intra-regional linkages and the institutional conditions for forming effective regional value chains.

In addition, Dr. Truong Thi My Nhan, from the Institute of Socio-Economic and Environmental Studies, Ho Chi Minh National Academy of Politics, clarified the mechanisms and policies for developing regional linkages in the Red River Delta until 2030, with a vision to 2045, emphasizing the role of regional coordination and rational decentralization. From a practical perspective, Dr. Phi Vinh Tuong, Deputy Director of the Institute of Vietnamese and World Economics, assessed the current state of regional linkages, pointing out the main bottlenecks in coordinating investment, planning, and sharing resources among localities.

The roundtable discussion recorded many exchanges of opinions on the role of infrastructure, logistics, and the participation of the business sector in promoting intra-regional linkages. Associate Professor, Dr. Hoang Xuan Binh, Head of the Department of International Economics, Foreign Trade University, suggested that the institutional framework for intra-regional linkages needs to be improved in a way that is more binding and has higher enforcement effectiveness.

The workshop is not only significant from an academic perspective but also provides important scientific arguments for policy planning, contributing to the realization of the goal of rapid and sustainable regional development and enhancing national competitiveness in the future.
