Hai Phong is leading the country in implementing the resolution on special mechanisms.

(Dan Tri Newspaper) - Standing Deputy Prime Minister Nguyen Hoa Binh assessed that Hai Phong achieved high GRDP growth, record domestic revenue, and is a leading locality in effectively implementing Resolution 226 of the National Assembly.

On December 15th, a government delegation led by Deputy Prime Minister Nguyen Hoa Binh worked with Hai Phong city on the situation of production and business, public investment, infrastructure construction, and the implementation of the two-tiered local government system.

Reporting at the meeting, Chairman of the Hai Phong City People's Committee Le Ngoc Chau stated that in 2025, Hai Phong 's GRDP is estimated to increase by 11.81%, ranking second nationwide. Total state budget revenue is estimated to reach over 187,000 billion VND, of which domestic revenue will reach 100,000 billion VND for the first time, an increase of 30.8% compared to 2024.

Hai Phong leads the country in the rate of disbursement of public investment according to the local plan, with over 32,500 billion VND already disbursed. The two-tiered local government model operates stably, with 89.7% of administrative procedures reduced by at least 50% in processing time, ranking 2nd out of 34 cities in administrative reform.

The city has commenced major projects such as the Tan Trao Industrial Park and the Hai Phong LNG Thermal Power Plant with a total investment of approximately 178,000 billion VND. Hai Phong has requested the Government to allocate an additional 40,000 billion VND from the central budget for the 2026-2030 period for regional transportation projects.

Concluding the working session, Deputy Prime Minister Nguyen Hoa Binh highly appreciated Hai Phong's impressive socio-economic development results, especially its high GRDP growth rate and record-breaking domestic revenue. The Deputy Prime Minister affirmed that Hai Phong is a leading locality nationwide in effectively implementing Resolution 226 of the National Assembly on special mechanisms and policies.

The Deputy Prime Minister requested the city to continue maintaining the efficiency of public investment disbursement, focusing on planning work, and promptly completing regional transportation routes. The Government agreed with the proposal to pilot offshore wind power, transition to green energy, and enhance the application of technology in management and operation.

Regarding the two-tiered local government model, the Deputy Prime Minister acknowledged Hai Phong's proposal and requested a study on options to increase staffing and specialized departments at the commune and ward levels to meet the requirements of the new phase.
