
GRDP ranks second nationwide.
Reporting to Deputy Prime Minister Nguyen Hoa Binh and the Government delegation on the results of socio-economic development and business activities of enterprises, Chairman of the People's Committee of Hai Phong city Le Ngoc Chau said that the GRDP growth rate continues to maintain double-digit growth, estimated to reach 11.81% in 2025, ranking second nationwide (after Quang Ninh province at 11.89%). It is estimated that for the whole year of 2025, total state budget revenue will reach over 187 trillion VND, equivalent to 127% of the central government's assigned target, an increase of 23.1% compared to the same period in 2024, marking the fourth consecutive year exceeding the 100 trillion VND mark... By the end of December 11, 2025, the city had disbursed over 32,500 billion VND in public investment capital, reaching 90.6% of the plan assigned by the Prime Minister, ranking 4th out of 34 provinces and cities in terms of both disbursed capital and disbursement rate; and ranking first in terms of disbursement rate compared to the local plan.
According to the target set by the Prime Minister , the city must complete 49,400 social housing units during the 2021-2030 period. It is projected that in 2025 and 2026, the city will complete and hand over 17,910 units, exceeding the Prime Minister's target of 17,384 units.
Regarding the implementation of national target programs, by 2024, the former Hai Phong city will have no more poor households and no more temporary or dilapidated houses. In the former Hai Duong province, the poverty rate will be 0.25%; 1,452 temporary and dilapidated houses have been eliminated (four months ahead of the plan assigned by the Prime Minister).

By the end of June 2025, Hai Phong city will have 228 out of 228 communes meeting the new rural standards; 152 out of 228 communes meeting the advanced new rural standards; 77 out of 228 communes meeting the model new rural standards; and all 18 districts, cities, and towns will have met/completed the tasks of building new rural areas.
Five months after the merger, the city focused its leadership and direction on the implementation of the two-tiered local government model. To date, the city's two-tiered local government model has been operating effectively and smoothly. The infrastructure, civil servants, and information technology infrastructure have initially met the requirements.
The head of the Hai Phong City People's Committee outlined several tasks and solutions for 2026. These include developing and implementing an economic growth scenario and a plan for disbursing public investment capital; proactively reviewing the production and business situation of enterprises in the area; and working alongside businesses to resolve difficulties and obstacles.
The city continues to maintain administrative procedure reforms, focusing on promoting digital transformation and reducing administrative procedure processing time by at least 50%; and enhancing the accountability of leaders in resolving business requests and obstacles. Hai Phong continues to thoroughly understand and strictly implement the policies and conclusions of the Central Government and the City Party Committee on the implementation of a two-tiered local government system.
During the meeting, the city submitted 37 proposals to the Government and central ministries and agencies; including 14 important and urgent proposals directly related to Hai Phong and 23 general proposals on institutional matters...
A crucial growth pole for the country.

Essentially agreeing with the content of the report and the opinions expressed at the meeting, Deputy Prime Minister Nguyen Hoa Binh highly appreciated Hai Phong city's efforts in achieving its socio-economic development goals. Hai Phong has achieved many successes with outstanding and comprehensive achievements in various fields, especially in achieving growth targets; all tasks assigned by the Government to Hai Phong have been met and exceeded; and budget revenue has yielded positive results. The organization of the two-tiered local government system has been implemented effectively. The city has been resolving many "bottlenecks" in the organization of the two-tiered local government model.
Regarding future development directions, Deputy Prime Minister Nguyen Hoa Binh requested Hai Phong city to continue focusing on removing difficulties and obstacles to promote production and business development, ensuring the maintenance of high growth targets; and to effectively implement planning work. The city should strengthen activities to attract investment for development, especially private investment; promote the application of science and technology, build and develop value chains; and unlock and promote new growth drivers.
Hai Phong continues to implement comprehensively and effectively the tasks and solutions for developing culture, health, and education; promoting digital transformation, building a digital government, reforming administration, creating favorable conditions for people and businesses in production and business; and accelerating the application of information technology to handle work in the digital environment, contributing to minimizing the time spent on administrative procedures for people and businesses.
During the meeting, the Deputy Prime Minister and leaders of various ministries and agencies provided specific feedback on Hai Phong city's proposals regarding mechanisms and policies to promote production, business, import and export, and disburse public investment; address difficulties and attract investment for certain projects; allocate resources and promote investment in infrastructure projects, especially connecting transportation infrastructure.

On behalf of the Party Committee, the government, and the people of Hai Phong city, Hai Phong City Party Secretary Le Tien Chau acknowledged the directives of the Standing Deputy Prime Minister; especially those related to promoting production and business; import and export; infrastructure development; social housing; national target programs; disbursement of public investment capital; and the implementation of a two-tiered local government system.
Immediately after the meeting, the Standing Committee of the Hai Phong City Party Committee will promptly direct the relevant agencies to organize research and concretize the directives of the Deputy Prime Minister and the guidance of ministries and sectors.
