On December 16th, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on preparations for the groundbreaking, inauguration , and technical opening ceremonies of projects and works to celebrate the 14th National Congress of the Party. The ceremony is expected to be held on December 19th, 2025.

According to the report, as of December 14th, the Ministry of Construction had compiled a list of 234 projects in 34 provinces/cities that met the conditions for commencement, inauguration, and technical opening to traffic. The total investment for these projects and works exceeded 3.4 million billion VND.

The projects include: the investment and construction of the Olympic Sports Urban Area (Thuong Phuc commune, Hanoi); the inauguration of several projects and the launch of the first flight under the Long Thanh International Airport construction project - phase 1; the commencement of component project 1 under the Lao Cai - Hanoi - Hai Phong railway line construction project; and the commencement of the Red River landscape boulevard construction project in Hanoi.

Construction commenced on the Hoa Phat Dung Quat railway rail and special steel production project (Quang Ngai); construction commenced on the Tan Phu - Bao Loc expressway (Lam Dong province); the main section of the North-South Expressway (Eastern route) was inaugurated and opened for technical traffic; the Hue International General Hospital was inaugurated; construction commenced on the Youth Cultural Center project in Ho Chi Minh City; construction commenced on the first phase of the urban tram line project in Phu Quoc Special Economic Zone...

At the meeting, Prime Minister Pham Minh Chinh gave his opinion to finalize the plan for organizing the ceremony, with the central venue expected to be at the groundbreaking ceremony for the Olympic Sports Urban Area project (Thuong Phuc commune, Hanoi).

The Prime Minister emphasized that the groundbreaking, inauguration, and technical opening ceremonies for these projects are very significant events to celebrate the 11th National Emulation Congress and the 14th National Congress of the Party, and at the same time contribute to creating momentum, inspiring new enthusiasm to promote double-digit economic growth in the coming years.

The Prime Minister requested that ministries, localities, and agencies continue to carefully review and prepare thoroughly for the ceremony, ensuring progress, quality, and specific task assignments, guaranteeing "six clear points": clear person, clear task, clear time, clear responsibility, clear authority, and clear output.

The Ministry of Interior is in charge of awarding individuals and collectives with outstanding achievements in emulation movements and the implementation of key national projects, paying particular attention to rewarding engineers, workers, and laborers who have directly worked and persevered on construction sites throughout the years.
