Prime Minister: Thorough preparations are underway for the groundbreaking and inauguration ceremonies of 234 projects nationwide.

On December 16th, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review preparations for the groundbreaking, inauguration, and technical opening ceremonies of projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam. The event is scheduled to take place on December 19th, 2025, and will be held in a hybrid format, combining in-person and online participation via nationwide video conferencing.

Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on preparations for organizing the groundbreaking, inauguration, and technical opening ceremonies of projects and works to celebrate the 14th National Congress of the Party.

According to a report by the Ministry of Construction , as of December 14th, 234 construction projects and initiatives were deemed eligible for implementation in 34 provinces and cities. Of these, 148 projects had commenced construction and 86 projects had been inaugurated and opened for technical traffic. The breakdown includes 38 projects from ministries and agencies, 39 projects from corporations and general companies, and 157 projects from local authorities.

The total investment capital exceeded 3.4 million billion VND, including 96 projects using state capital (over 627,000 billion VND) and 138 projects using other sources of capital (over 2.79 million billion VND). This event not only demonstrates the high political determination of the entire system but also significantly contributes to creating momentum for economic growth, disbursing public investment, and attracting socialized investment.

The Ministry of Construction proposed organizing the ceremony using a model of 79 connection points (symbolizing the 79th anniversary of the National Resistance Day – December 19, 1946 to December 19, 2025), including 12 live connection points and 67 online television connection points.

Some key connection points include:

- Investment project to build the Olympic Sports Urban Area (Thuong Phuc commune, Hanoi city);

- Inauguration of several facilities and launch of the first flight under the Long Thanh International Airport construction investment project, phase 1;

- Commencement of Component Project 1 of the investment project to build the Lao Cai - Hanoi - Hai Phong railway line;

- Commencement of the investment project to build the Red River scenic boulevard in Hanoi;

- Commencement of construction for the Hoa Phat Dung Quat railway rail and special steel production project (Quang Ngai);

- Construction begins on the Tan Phu - Bao Loc expressway (Lam Dong province);

- Inauguration and technical opening of the main section of the North-South Expressway Eastern route, Can Tho - Hau Giang - Ca Mau;

- Hue International General Hospital was inaugurated.

- Construction begins on the Youth Cultural Center project in Ho Chi Minh City;

- Construction begins on the first phase of the urban metro line project in Phu Quoc Special Economic Zone…

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that this event is of đặc biệt political, social, and economic significance, following a series of major activities such as the groundbreaking ceremonies on April 19 (commemorating the 50th anniversary of the liberation of Southern Vietnam) and August 19 (commemorating the 80th anniversary of National Day). At the same time, this is also a practical activity to celebrate the 11th National Emulation Congress and the 14th National Party Congress. The Prime Minister also agreed to choose the groundbreaking ceremony for the Olympic Sports City in Hanoi as the central point of the event.

The Prime Minister requested that ministries, sectors, and localities continue to thoroughly review and improve preparations, ensuring progress, quality, safety, and effective communication. He also assigned the Ministry of Interior to lead the awarding of commendations to collectives and individuals with outstanding achievements in the emulation of implementing key national projects, especially the engineers, workers, and laborers who have been directly involved in construction sites for many years.
