The organization held 79 locations to inaugurate and commence construction projects in celebration of the Party Congress.

On the morning of December 15th, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a joint in-person and online meeting on the preparations for organizing the groundbreaking, inauguration, and technical opening ceremonies of projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam.

Affirming the socio -economic achievements that have been attained.

At the meeting, Minister of Construction Tran Hong Minh stated that, as of December 14th, the Ministry of Construction had compiled a list of 237 projects and works in 34 provinces and cities that met the conditions for commencement, inauguration, and technical opening to traffic; of which, 151 projects and works had commenced construction and 86 projects and works had been inaugurated and technically opened to traffic. Broken down by ministry, sector, and locality, there were 38 projects from ministries and sectors; 40 projects from corporations and general companies; and 159 projects from localities. The total investment for these projects/works was approximately 3.4 million billion VND.

The Ministry of Construction proposed holding the event at 9:00 AM on December 19, 2025. The central hub will be broadcast live on Vietnam Television, and 11 live hubs and 67 online hubs will be connected to the central hub via television.

Out of a total of 237 projects and works that meet the conditions for commencement, inauguration, and technical opening to traffic, the Ministry of Construction proposed 79 bridge locations – symbolizing the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025) – based on the sector, economic region, role, and socio-economic significance of the projects and works.

Two options for the central venue: the inauguration ceremony of several projects and the launch of the first flight under the Long Thanh International Airport Construction Investment Project - Phase 1 (total investment of VND 98,563 billion); or the groundbreaking ceremony for the Red River Landscape Boulevard Construction Investment Project in Hanoi (total investment of VND 855,000 billion); or the groundbreaking ceremony for the Olympic Sports Urban Area Construction Project in Hanoi (total investment of VND 925,000 billion).

In addition, 11 main locations held commemorative ceremonies included: Lao Cai (commencing Component 1 of the Lao Cai - Hanoi - Hai Phong railway line construction project); Bac Ninh (commencing the Que Vo II Industrial Park infrastructure development project - Phase 2); Quang Ninh (commencing the high-end complex tourism service area in Van Don Economic Zone); Hanoi (2 locations: groundbreaking ceremony for the Red River landscape boulevard construction project in Hanoi; groundbreaking ceremony for the Olympic Sports City construction project in Hanoi); Hue (inauguration of Hue International General Hospital); Quang Ngai (commencing the Hoa Phat Dung Quat railway rail and special steel production project); Lam Dong (commencing the Tan Phu - Bao Loc expressway construction project); Ho Chi Minh City (commencing the Youth Cultural Center construction project); An Giang (commencing the urban tram line project, section 1); Can Tho city (inaugurated and opened for technical traffic on the main section of the North-South Expressway Eastern section from Can Tho - Hau Giang - Ca Mau).

The Minister of Construction stated that the Ministry is urgently finalizing the central report and the Prime Minister's speech summarizing the 5-year period from 2021-2025 in implementing the strategic breakthrough for the development of synchronous and modern infrastructure according to the Resolution of the 13th Party Congress, affirming the socio-economic achievements and creating new momentum and impetus for the next development phase.

Regarding the awarding of commendations, Deputy Minister of Home Affairs Cao Huy stated that the Ministry of Home Affairs has closely coordinated with the Ministry of Construction to issue specific guidelines; to date, 59 commendation requests have been compiled, including 28 collectives and 31 individuals; comprising 2 First-Class Labor Orders, 1 Second-Class Labor Order, 8 Third-Class Labor Orders, and 48 Certificates of Merit from the Prime Minister.

In online reports at the meeting, representatives from the People's Committees of Hanoi, Ho Chi Minh City, Dong Nai, and several other units provided specific details on the progress, conditions, and preparation for organizing projects in their respective areas; clarifying the criteria for inauguration, organizational plans, and techniques...

Representatives from Vietnam Television provided detailed information on the overall plan, signal connection methods, and ensuring the technical infrastructure, transmission, and broadcasting for the ceremony at the central venue as well as other live locations, guaranteeing smooth, synchronized, and safe operation.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested ministries and agencies to urgently finalize the script and plan for organizing the inauguration and groundbreaking ceremonies, linking them with the political significance of the National Resistance Day on December 19th.

The Deputy Prime Minister approved the plan to organize 79 connection points, corresponding to the 79th anniversary of the National Resistance Day, including 5 direct connection points with interaction, 7 direct connection points with video links during the ceremony, and online connection points.

Vietnam Television (VTV) took the lead in developing and finalizing the script and organizational plan for the central and live broadcast locations, ensuring clarity, feasibility, and adherence to the central report and the Prime Minister's speech. The artistic content at each location was selected appropriately to create a cohesive and distinctive atmosphere, avoiding mere formality.

The Military Telecommunications and Industry Corporation (Viettel), the Vietnam Post and Telecommunications Group (VNPT), and related units are working closely with Vietnam Television to ensure smooth technical infrastructure and transmission lines, preventing any incidents throughout the program.

Regarding the central venue, the Deputy Prime Minister requested the Hanoi People's Committee to urgently report by December 15th on the ability of the projects to be launched in the area to fully meet the criteria, as a basis for consideration and selection, ensuring the scale, significance, and success of the event.

Regarding emulation and reward activities, the Deputy Prime Minister requested that ministries, sectors, and localities base their selection and nomination of outstanding collectives and individuals on the proposed list of projects, ensuring objectivity, fairness, harmony, accurate reflection of reality, and demonstrating the momentum in implementing the projects.

Awards must be given to the right people, for the right work, according to the right criteria, linked to projects, initiatives, and actual results; ensuring representativeness and the dissemination of the results of the five-year implementation of tasks; fully reflecting the people and organizations, between the central and local levels, domestically and internationally, state-owned and private enterprises, and Party, State, and Fatherland Front agencies at the local level.

Furthermore, the awards ceremony was structured and timed appropriately to reflect the major emulation movement over the past five years, ensuring it served as a motivating event and avoided mere formality.
