
According to the assessment of the Vietnam General Confederation of Labor, preparations for the trade union congresses at all levels and the 14th National Congress of the Vietnam Trade Union have been focused on ensuring that all requirements are met. The Presidium of the General Confederation has issued 12 documents specifying major policies to prepare for the trade union congresses at all levels and the 14th National Congress of the Vietnam Trade Union.
The Vietnam General Confederation of Labor also organized training for provincial and industry-level trade union officials on the main contents of the congress. The General Confederation and 100% of provincial and city labor federations, central industry trade unions and equivalents, and trade unions of corporations under the General Confederation have issued implementation plans, established subcommittees and working groups to direct and guide lower-level trade union congresses, and prepared the contents and conditions for organizing trade union congresses at the same level...
As a result, the organization of congresses at the commune and ward levels has been completed, the organization of grassroots trade union congresses has been basically finished, and many units have organized provincial-level trade union congresses.
According to the trade union's report, generally, the programs and content of the congresses ensured compliance with the trade union charter, the plans and guidelines of the Vietnam General Confederation of Labor and higher-level trade unions, and ensured the principles of democratic centralism, solidarity, unity, innovation, and the promotion of democracy and the wisdom of trade union members and delegates attending the congresses.
The Subcommittee on Documents for the 14th Congress of the Vietnam Trade Union has drafted the report of the Executive Committee of the 13th term of the Vietnam General Confederation of Labor to be presented to the 14th National Congress of the Vietnam Trade Union; submitted it for comments to the Presidium and the Executive Committee of the General Confederation, and sent it for comments to provincial and sectoral trade union congresses, trade union levels, union members, and workers.
According to Ms. Thai Thu Xuong, Permanent Vice President of the Vietnam General Confederation of Labor, the draft report basically inherits the documents of the 13th Congress of the Vietnam Trade Union, while also containing innovative content to ensure suitability to the practical situation, based on the concretization of the basic, core, and key orientations of the documents of the 14th National Congress of the Party and the documents of the 1st National Congress of the Vietnam Fatherland Front.
The report focuses on a frank assessment of the achievements, shortcomings, and main limitations, as well as the causes, in the implementation of the Resolution of the 13th Congress of the Vietnam Trade Union for the period 2023-2025; drawing lessons learned, identifying goals, targets, specific tasks and solutions, and breakthroughs for the next term.
The Subcommittee on Amendments and Supplements to the Charter focused on researching and drafting the revised and supplemented Charter of the Vietnam Trade Union for submission to the Presidium and the Executive Committee for their opinions; and organized a workshop to gather opinions on specific trade union models to provide a basis for supplementing the content of the Vietnam Trade Union Charter. The Personnel Subcommittee advised and proposed determining the number and allocation of delegates to the 14th National Congress of the Vietnam Trade Union.
