Many targets and tasks were met or exceeded.

According to the report on the results and implementation of Resolution 57-NQ/TW and Plan 02-KH/BCĐTW in Hue City by the Department of Science and Technology, from the beginning of 2025, the leadership and direction of the implementation of Resolution 57 have been carried out systematically and synchronously by Hue City from the City Party Committee to the City People's Committee and relevant departments, agencies, and localities. The results of the implementation of Plan 02-KH/BCĐTW have achieved 100% of the targets for both phases. Regarding the tasks assigned in the conclusions and directives of the Central Government, out of a total of 168 tasks, Hue City has completed 105 tasks (62%), 35 ongoing tasks (20.83%), and 23 tasks currently being implemented (13.69%).

In the field of science, technology, and innovation development, Hue continues to affirm its position among the leading localities nationwide. Its local innovation index for 2025 ranks 5th nationally; its investment project index in industrial zones and clusters ranks among the top in the country. Cooperation between research institutes, universities, and businesses has been strengthened; the rate of research cooperation reached 34.4%, ranking 3rd nationally.

Digital transformation continues to be a highlight of Hue City. Hue City's Digital Transformation Index in 2024 ranked second nationwide. To date, the city has announced 100% of eligible online public services, with a nearly 95% processing rate, ranking among the top 5 nationwide for online public services. Digital infrastructure has been expanded; 100% of communes and wards have broadband coverage, and 60% of areas have 5G coverage. The Hue-S platform continues to play a central role, with over 1.3 million accounts, becoming an important tool in urban governance, public service delivery, reporting on current events, and interaction between the government and citizens.

In the coming period, Hue City has identified several key tasks to focus on: Developing human resources, improving the quality of training in conjunction with the synchronous development of infrastructure and scientific and technological potential, and strongly developing science and technology enterprises. Implementing comprehensive digital transformation in government agencies linked to proactive public service delivery; developing open data into a strategic resource; and promoting the "digital literacy" movement.

The city will strengthen the role of steering committees at all levels, accelerate the disbursement of funds for approved tasks; research and propose specific mechanisms and policies on finance and attracting high-tech human resources. At the same time, it will prioritize the development of strategic technologies, build high-tech zones, invest in key laboratories, strongly promote the "three-party" linkage and commercialize research results. It will develop shared institutions to overcome local weaknesses and unsustainability, thereby creating an environment that fosters human resources, generates new businesses, and forms strong enterprises that directly contribute to socio -economic development.

Expedite the implementation and establishment of a high-tech industrial park.

Evaluating the results achieved in implementing Resolution 57 of the Politburo and Plan 02, City Party Secretary Nguyen Dinh Trung emphasized the role, initiative, and decisiveness of all levels and sectors in the past period. To maintain and build upon the results achieved in 2025 and create sustainable development in line with the general trend of science, technology, innovation, and digital transformation, the City Party Secretary directed that efforts should focus on overcoming some unfinished tasks to meet requirements and achieve 100% of assigned targets and tasks. This includes focusing on digitization and providing unified, shared data; reorganizing the steering committee and support team; establishing a risk and venture fund for science and technology; and promptly developing mechanisms and policies to support the team directly implementing Resolution 57 and Plan 02, community digital technology teams, and businesses.

Party Secretary Nguyen Dinh Trung directed that attention should be paid to the early implementation and formation of high-tech and digital technology industrial parks; innovation centers, startup centers, and the construction of a Smart City Monitoring and Management Center. In the coming year, the city needs to ensure that 3% of its budget is allocated to science and technology, innovation, and digital transformation. It should continue to raise awareness and improve the effective and practical application and use of online public services for citizens, while focusing on investing in digital technology infrastructure and developing smart cities...

With strong political determination and a solid foundation already in place, the implementation of Resolution 57-NQ/TW is expected to continue creating significant momentum, driving the rapid and sustainable development of Hue city based on science, technology, innovation, and digital transformation.
