New directions

The people of Dan Dien and Quang Dien are well aware of the obstacles of living in low-lying areas: prolonged heavy rains disrupt production; land is waterlogged; many traditional farming models are ineffective... However, this has not deterred them. On the contrary, by boldly transforming their livelihoods, the people here have found suitable paths, helping to improve their income and stabilize their lives.

One of the most effective models is cage fish farming on the Bo River. Mr. Phan Dinh Son, who has many years of experience in cage fish farming, shared: “Cage fish farming on the river not only provides a stable income but also creates many jobs for the people. Difficulties are unavoidable, but if you persevere and don't give up, cage fish farming, like some other production models, can also bring in a stable income.”

According to calculations by fish cage farmers on the Bo River, each fish cage generates revenue of 60-70 million VND per year, with a profit of 20-30 million VND. For households with 5-10 cages, the profit can reach hundreds of millions of VND per year.

In low-lying areas where rice cultivation is inefficient, many households have boldly switched to growing lotus or intercropping fish with lotus. Thanks to this sensible conversion, many families earn between 60 and 120 million VND per year. Not only focusing on raw materials, some households also engage in further processing such as drying lotus seeds and making lotus tea, increasing product value and ensuring stable output.

Dan Dien and Quang Dien are among the "vegetable farming hubs" of Hue City. Ms. Nguyen Thi Hoa, a vegetable grower in Quang Dien commune, said: "Vegetables here are mainly grown seasonally, utilizing the high-lying fields, so growers avoid losses during prolonged periods of rain, except for extremely large floods. Therefore, the supply of vegetables is always maintained to meet market demand."

A highlight of the economic restructuring in these two localities is the development of production linkage models. With government support, many cooperatives have been formed, such as: lotus production cooperatives, aquaculture cooperatives, livestock cooperatives, etc.

Thanks to these production linkage models, poor and near-poor households have access to preferential loans, learn techniques, share experiences, and connect with product consumers. This also motivates many households to invest boldly and rise out of poverty sustainably.

Mr. Nguyen Ngoc Tien, Chairman of the People's Committee of Dan Dien commune, said: "In recent years, the locality has implemented many flexible approaches, linking the transformation of crop and livestock structures to maximize existing advantages. Economic models have improved people's income, created stable jobs, and are suitable for the conditions of low-lying areas."

Results from collaboration

In Thuy Lap village, Dan Dien commune, everyone knows Mrs. Pham Thi Diep as a prime example of someone who rose out of poverty thanks to preferential loans from the Social Policy Bank. Having borrowed 80 million VND from this preferential fund, she boldly invested in building ponds for raising commercial froglets, consistently maintaining 500,000 to 600,000 froglets to supply the market. This model has brought stable and high income, helping her family escape poverty and gradually become a well-off household in the village.

Thanks to the efforts of the people, local authorities and specialized departments have implemented many support policies: preferential loans, technical training, strengthening savings and loan groups, building clubs of skilled farmers, etc. In Dan Dien commune, the poverty rate has decreased to below 1.5%; 5 out of 37 villages no longer have poor households; in Quang Dien commune, the poverty rate has decreased to 0.21%, creating new jobs for 2,800 workers.

The above figures demonstrate the positive, sustained, and correct transformation of Dan Dien and Quang Dien. The success of economic models in these two localities also affirms the dynamism and creativity of the people in adapting to harsh natural conditions, as well as the flexible and collaborative leadership of local authorities and the coordinated efforts of Party committees, government agencies, and mass organizations in poverty reduction.
