
The infrastructure of Road 351 does not meet development requirements.
During rush hour, provincial road 351, from Kien An bridge to Long Thanh intersection, passing through An Duong district, used to be always crowded with people and vehicles.
The high volume of traffic makes it difficult for residents living along the route to cross the road, resulting in long waits and a potential risk of traffic accidents. The road also frequently experiences localized traffic congestion, especially in areas such as Kien An Bridge, Re Bridge, Minh Kha Market, the intersection with Nguyen Truong To Street, Quan Hau, and the entrance to Mai Huong Garment Company…
Ms. Pham Thi Tuyet, a resident of Kieu Dong residential area (An Duong ward), said that the volume of traffic on Route 351 is very high every day.
Besides private vehicles, the route also sees hundreds of cars transporting workers to industrial zones every day, along with many tanker trucks and other heavy vehicles, increasing traffic pressure and posing potential safety risks.
Some vehicles are speeding, driving recklessly, encroaching on other lanes, and overtaking illegally, making the traffic situation even more complicated. Meanwhile, both sides of the road are lined with schools, companies, factories, and businesses.
The rapid increase in vehicle density, coupled with inadequate infrastructure and the limited traffic awareness of some citizens, has led to frequent traffic accidents on this road. Many incidents have resulted in serious consequences, causing injuries and even fatalities to road users, as well as significant damage to vehicles.
According to the An Duong Ward Police, in 2025 and the first four months of 2026, there were 18 traffic accidents in the ward, resulting in 15 deaths and 2 injuries. The main causes were traffic violations committed by drivers, such as driving without proper observation, speeding, reckless driving, and improper overtaking.
Implement solutions in a coordinated manner.

The dramatic increase in traffic volume in recent years, coupled with inadequate transportation infrastructure that has not kept pace with development demands, has made it quite challenging for local authorities and law enforcement agencies to regulate and ensure traffic safety on Route 351 within the area.
To ensure the safety of people and vehicles participating in traffic, in recent times, the An Duong Ward Police, in coordination with the An Hung Traffic Police Station, have implemented many comprehensive and decisive solutions to maintain traffic safety and order, prevent accidents, and reduce congestion in the area. These measures focus on frequently congested and unsafe areas such as the Minh Kha area, the intersection with Nguyen Truong To Street, the foot of Re Bridge, Kien An Bridge, and the Long Thanh intersection.
Every day, the Public Order Police Team of An Duong Ward Police Station, in coordination with the Traffic Police Team of An Hung Station, deploys forces to regulate traffic at points prone to congestion; at the same time, they intensify patrols, inspections, and handling of violations on Route 351.
In 2025 and the first five months of 2026 alone, the police force issued citations to over 450 cases of violations of the Law on Road Traffic Order and Safety. The main violations included illegal parking, driving in the wrong lane, illegal overtaking, encroaching on the road for loading and unloading goods, and not wearing helmets.
The ward police, in coordination with city police forces, distributed leaflets promoting traffic safety to residents and schools in the ward. They organized 59 traffic safety awareness campaigns. The ward also launched the "All citizens protect security and order, maintain traffic safety" movement and replicated the effective "Safe Traffic Gate at School" model.
The An Duong Ward Police are focusing on conducting thorough investigations into traffic-related routes, areas, and individuals involved; simultaneously, they are coordinating with relevant agencies to review and address shortcomings in bridge and road infrastructure, gradually eliminating traffic accident hotspots and sections of road with potential safety risks.
The unit regularly conducts inspections on roads and areas where encroachment on sidewalks and roadsides for business, temporary markets, and makeshift stalls frequently occurs. During these inspections, officers and soldiers combine propaganda and persuasion with strict handling of cases of deliberate violations, ensuring compliance with the law.
The initial solutions being implemented by local authorities and the police force are contributing to curbing accidents and gradually restoring traffic safety and order in the area. However, in the long term, the locality proposes that the city soon allocate resources to invest in the renovation, upgrading, and expansion of Provincial Road 351 to meet the increasing demand for travel and traffic.
Upgrading the road not only contributes to ensuring traffic safety and reducing congestion, but also creates favorable conditions for the socio -economic development of the locality and the city.
Provincial Road 351, the section passing through An Duong district, was previously about 7.8 km long, from Kien An Bridge to Long Thanh intersection. It was built about 20 years ago according to the standards of a Class III road in a flat area, with a road surface width of 11 m.
To date, apart from the approximately 1.8 km section from Re Bridge to Go Bridge through An Duong residential area which has been upgraded and expanded to 4 lanes, the majority of the remaining length of the route has not been renovated or expanded and its operational lifespan has expired or is about to expire. The road surface is narrow, the infrastructure is dilapidated, and it no longer meets the increasing traffic demands of vehicles.
