The capacity to blend E10 bioethanol fuel exceeds 1 million cubic meters per month.

The Deputy Minister of Industry and Trade affirmed that the blending system and distribution infrastructure are ready to meet the roadmap for deploying E10 gasoline nationwide from June 2026.

According to the roadmap stipulated in Circular No. 50/2025/TT-BCT, E10 bioethanol (E10RON95) will officially be widely distributed in the Vietnamese market from June 1, 2026. This is an important step in the Government 's energy security strategy and environmental emission reduction plan.

The Ministry of Industry and Trade 's online portal quoted Deputy Minister Nguyen Sinh Nhat Tan as affirming that preparations for supplying E10 gasoline have been completed at all three key links: E100 ethanol supply, blending capacity, and retail distribution network.

Blending capacity exceeds domestic consumption needs.

According to the latest report from the Ministry of Industry and Trade, as of the end of May 2025, the production and blending capacity of key petroleum businesses has experienced strong growth. Currently, 13 out of a total of 26 key petroleum businesses have completed investment in or are operating specialized biofuel blending stations.

The total actual blending capacity currently exceeds 1,000,000 m3/month. This figure not only meets but also exceeds the average national fuel consumption demand (currently fluctuating around 1,000,000 m3/month). This surplus blending capacity allows the market to operate stably even in scenarios of sudden demand surges.

Specifically, the capacity structure for integration among the business groups is allocated as follows:

Ensure the supply of Ethanol E100.

Regarding the ethanol (E100) component used for blending, at a ratio of 10% in E10 gasoline, the total raw material requirement is approximately 100,000 m3/month. Deputy Minister Nguyen Sinh Nhat Tan stated that businesses have proactively developed plans for stable supply.

The current supply is a combination of two channels: domestic production provides approximately 25,000 m3/month, and the remaining 75,000 m3/month is handled through imports. This proactive approach helps eliminate the risk of raw material shortages when entering the large-scale transition phase.

Logistics and distribution infrastructure is ready.

Notably, the Binh Son Refinery also plays a crucial strategic backup role. This facility has the capacity to blend E5 and E10 bioethanol with a flexible capacity of 20,000 to 40,000 m3/month during the trial period in May 2025. It is expected that from June 2025, the capacity could be increased to 70,000 to 90,000 m3/month depending on market demand.

The distribution infrastructure – the final link in the chain that brings products to consumers – is also considered ready. Because the system of wholesale depots, central warehouses, and retail gasoline stations has been invested in comprehensively beforehand, the transition from RON95 mineral gasoline to E10 bio-gasoline does not require large-scale new infrastructure investment.

Instead, businesses are primarily focusing on upgrading technology, cleaning tanks, and adjusting operational processes at retail locations. This helps minimize transition costs and ensures that implementation proceeds according to the plan set by the Ministry of Industry and Trade.

Overall, with thorough preparation in both raw material supply and blending infrastructure, Vietnam possesses a solid foundation for transitioning to the next generation of biofuels, contributing to fulfilling environmental commitments and optimizing national energy resources.
