On the very first day of implementing the plan, the province directed administrative and public service agencies and units using state budget funds to turn off electrical equipment when leaving the room, completely disconnect the power supply if not in use; only use air conditioners when absolutely necessary and set them to an appropriate temperature (cooling mode from 26 degrees Celsius or higher).
From 8:30 PM to 9:30 PM on Sunday, May 31, 2026, only security lighting will be used; 100% of garden and decorative lights will be switched off; and all unnecessary lights and electrical appliances will be turned off. The power of public lighting systems (urban lighting, central areas of communes and wards, streets, alleys, hamlets, and neighborhoods) will be reduced by 50% from 5:00 PM on May 31, 2026, to 6:00 AM on June 1, 2026 (except for sensitive lighting locations requiring traffic safety and public order).

Relevant authorities and sectors are urging production and business establishments, apartment complexes, and high-rise buildings to reduce the power of decorative lighting, advertising, and unnecessary electrical equipment by over 50% during the period from 5:00 PM on May 31, 2026, to 6:00 AM on June 1, 2026; and urging all households to switch off unnecessary electrical appliances and use only one or two energy-saving light bulbs for lighting between 8:30 PM and 9:30 PM on Sunday, May 31, 2026.
To ensure that activities in response to the National Day for Saving and Combating Waste are substantive, effective, and not ostentatious or formalistic, and are appropriate to the conditions of agencies, organizations, and units, the province requires all levels, sectors, localities, and units to strengthen propaganda work, affirming the position and role of the culture of saving and combating waste in state management and social life; disseminate the Party's guidelines and policies, and legal regulations on saving and combating waste, especially those related to the efficient and effective use of energy; launch movements and competitions to receive and spread initiatives and solutions on saving and combating waste, focusing on solutions and initiatives for the efficient and effective use of energy…
Departments, agencies, and commune-level People's Committees, within their respective responsibilities and powers, should proactively organize activities to respond to the 2026 National Day for Saving and Combating Waste through specific, diverse, and rich forms, combining direct communication in the community, through official media channels, and social media platforms. They should commend and reward collectives and individuals with outstanding achievements, initiatives, and effective solutions in the work of saving and combating waste in general, and using energy efficiently and effectively in particular.
