State Bank of Vietnam Region 7 spreads the "Digital Literacy Movement" through internal digital transformation efforts.

In implementing tasks and solutions for the development of science, technology, innovation, and digital transformation as directed by the Central Government and the State Bank of Vietnam, the State Bank of Vietnam (SBV) Branch in Region 7 has been seriously and comprehensively implementing the "Digital Literacy Movement," considering it one of the key tasks to improve the quality of human resources and modernize management and operational methods throughout the unit.

"Popular Digital Education" at the State Bank of Vietnam Region 7, creating a digital skills foundation for bank staff.

The movement is implemented based on Decision No. 1938/QD-NHNN dated April 28, 2025, of the Governor of the State Bank of Vietnam on the issuance of the Banking Sector's Plan to implement Plan No. 01-KH/BCĐTW dated March 21, 2025, of the Central Steering Committee on the development of science , technology, innovation, and digital transformation. Adhering to this directive, the State Bank of Vietnam's Regional Branch 7 has proactively disseminated and thoroughly explained the Party, Government, and State Bank of Vietnam's policies on digital transformation to all its officials, employees, and workers.

In particular, to create a vibrant atmosphere of emulation and strongly spread the spirit of innovation, the State Bank of Vietnam's Regional Branch 7 issued Official Letter No. 1000/KV7-HCNS dated June 6, 2025, launching the emulation movement "Nationwide Emulation in Innovation and Digital Transformation" associated with the "Digital Literacy Movement". The launch of this movement is not merely a form of propaganda but is concretized through action programs and clear work plans, with specific assignments and tasks for each department and unit.

Based on the set goals and tasks, the State Bank of Vietnam's Regional Branch 7 has integrated the "Digital Literacy Movement" into its monthly and quarterly work programs and plans. The coordinating department is tasked with monitoring, summarizing, and evaluating the progress of achieving the goals, promptly reporting and proposing solutions to improve implementation effectiveness. This approach helps to make the movement more substantive, avoid formality, and create a strong connection between professional tasks and the requirement to enhance the digital capabilities of the staff.

A key highlight in the implementation of the movement at the State Bank of Vietnam's Regional Branch 7 is the selection and training of young, innovative, and tech-savvy civil servants to become "Digital Cores" and "Digital Ambassadors." These are the core force directly researching and applying digital technology to work processes, while also playing a role in disseminating, supporting, and guiding colleagues in learning and improving their digital skills.

Based on practical implementation, the "Digital Cores" have proactively proposed, developed, and applied many practical technological initiatives, contributing to improving the operational efficiency of their units. A prime example is the "Smart Delegate Check-in and Management System" initiative. Previously, the State Bank of Vietnam's Regional Branch 7 organized numerous review and summary conferences each year with a large number of delegates, reaching nearly 300 credit institutions and branches in the area. Controlling delegates and distributing documents using traditional methods was time-consuming, labor-intensive, and costly.

With this new initiative, the branch has installed QR codes at the entrance to the meeting hall. Delegates simply need to use their smartphones to scan the QR code to confirm their attendance and receive pre-integrated materials. This solution not only significantly saves on printing costs but also enhances accuracy and transparency in delegate management, while clearly demonstrating the spirit of digital transformation in organizing conferences and events.

Furthermore, the initiative "Electronic Network System for Credit Institutions in Region 7 using Google Appsheet" has also yielded significant results. The system provides comprehensive and standardized information about the network of banks in the region, allowing for data searching, filtering, location tracking, direct phone calls, and downloading detailed lists for lookup and statistical purposes. As a result, information about bank branches, transaction offices, and ATMs is updated promptly and accurately, facilitating online lookup for relevant agencies, citizens, and businesses. Simultaneously, this solution significantly saves time and costs compared to the previous method of periodically sending updated documents to hundreds of external entities.

In the coming period, the State Bank of Vietnam's Regional Branch 7 will continue to comprehensively implement the tasks and solutions outlined, maintaining and enhancing the effectiveness of the "Digital Literacy Movement". Communication efforts will be further strengthened through the role of "Digital Ambassadors" and "Digital Cores," aiming to spread the spirit of lifelong learning, innovative thinking, and digital transformation throughout the unit. This will gradually equip staff with the necessary digital skills, enabling them to be more proactive, secure, and effective in the modern work environment, contributing to the successful achievement of the banking sector's digital transformation goals in the new phase.
