Sustainable livelihoods from policy credit

In the journey of building new rural areas and ensuring social security, preferential capital from the Vietnam Bank for Social Policies (VBSP) continues to play a crucial role in people's lives. In Quang Ngai , after the provincial-level administrative merger, the VBSP network was reorganized into a streamlined but effective model, with one provincial headquarters, 22 transaction offices, and 275 transaction points covering 96 communes, wards, and special zones. In addition, 4,287 Savings and Loan Groups in 1,710 villages, hamlets, and residential areas create an "extended arm" bringing policy capital closer to the people, especially in remote areas, ethnic minority regions, and islands.

Thanks to this extensive system, policy capital is deployed smoothly and covers all localities. As of September 30, 2025, the total operating capital of the Vietnam Bank for Social Policies (VBSP) branch in Quang Ngai province reached VND 11,344 billion, an increase of over VND 869 billion compared to the end of 2024 (corresponding to an 8.3% increase). Of this, balanced capital from the central government reached nearly VND 9,187 billion; locally mobilized capital with interest rate subsidies from the central government reached VND 1,129 billion; and locally balanced capital increased sharply, reaching VND 1,028 billion, equivalent to 212.5% ​​of the annual plan.

Mr. Nguyen Van Chung, Deputy Director of the Vietnam Bank for Social Policies (VBSP) branch in Quang Ngai province, said that after the merger, the branch's operations have remained smooth and uninterrupted. Policy capital continues to be a "support" for tens of thousands of poor and near-poor households and other policy beneficiaries to invest in production and business, stabilizing their lives. In the first nine months of 2025 alone, more than 50,734 poor households and policy beneficiaries in the province accessed preferential loans, including 2,403 poor households, 5,921 near-poor households, and 3,238 newly escaped-from-poverty households who borrowed capital to develop their economy . At the same time, the capital also contributed to creating jobs for 14,489 workers…

A highlight of the year was the student loan program under Decision 29/2025/QD-TTg. In Quang Ngai, 258 disadvantaged students and 13 undergraduate, graduate, and doctoral students in STEM fields accessed loans, enabling them to continue their studies without interruption due to financial pressure.

Expanding access to capital and improving credit quality.

With the motto "close to the people, serving the people," the Vietnam Bank for Social Policies (VBSP) branch in Quang Ngai province always focuses on credit management, closely coordinating with the government and entrusted socio-political organizations. The recovery of overdue debts and the handling of risky debts are carried out fully and seriously, contributing to maintaining stable credit quality.

The credit quality assessment achieved a score of 95.04 points, classified as good, with all 23 subordinate units achieving a good rating. All communes, wards, and special zones in the area received investment in policy-based credit, with priority given to ethnic minority areas, mountainous regions, border areas, and islands. As a result, people not only have the opportunity to reduce poverty but also to develop production towards a commodity-based approach, apply new techniques to agriculture and forestry, and gradually improve their income…

The network of entrusted funds through associations and organizations continues to play an important role. The entire province maintains 4,294 Savings and Loan Groups operating stably in many villages and residential areas. This is an effective community finance model, helping people access capital quickly, saving travel time, and providing dedicated guidance during the loan and capital utilization process.

Besides the achievements, the Board of Directors of the Vietnam Bank for Social Policies (VBSP) in Quang Ngai province has proposed to the Government and relevant ministries and agencies to expand the scope of beneficiaries of policy credit to households with average living standards; increase the loan limit for production and business programs in disadvantaged areas and job support from 100 to 200 million VND/household without requiring collateral. At the same time, they requested that households in localities that have recently undergone administrative mergers from communes and towns to wards or special zones be allowed to continue borrowing from the rural clean water and sanitation program for a specified period.

One notable proposal is to recommend that the Ministry of Interior advise the Prime Minister to recognize Ly Son Special Zone as a particularly disadvantaged commune in the coastal and island areas, so that the locality can implement a loan program for production and business households in disadvantaged areas, creating conditions for fishermen to continue going out to sea, linking economic development with the protection of sovereignty.

The Vice Chairman of the Quang Ngai Provincial People's Committee, Mr. Nguyen Ngoc Sam, affirmed that members of the Board of Directors' Representative Committee need to further enhance their supervisory role, ensuring that policy credit is implemented with quality and safety; strengthen inspections of entrusted organizations and the operations of savings and loan groups, and ensure timely disbursement, completing 100% of the annual credit plan.

According to Mr. Nguyen Van Chung, aiming to achieve the credit target for 2025, the Vietnam Bank for Social Policies (VBSP) branch in Quang Ngai province will continue to accelerate disbursement, promptly review difficulties and obstacles in implementation; effectively coordinate with associations and organizations to expand preferential credit programs, creating more opportunities for poor households, near-poor households and vulnerable groups to access capital, stabilize and improve their quality of life…
