Attending the conference were: Ms. Pham Thi Thanh Tra, Member of the Central Committee of the Party, Deputy Prime Minister; Mr. Sung A Lenh, Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation and members of the 15th National Assembly Delegation of Lao Cai province; Mr. Trinh Viet Hung, Alternate Member of the Central Committee of the Party, Secretary of the Lao Cai Provincial Party Committee; provincial leaders and more than 400 voters from departments, agencies and the wards of Yen Bai , Nam Cuong, Van Phu, and Au Lau. The conference was held live online, connecting to 95 commune and ward locations.
Reporting on the results of the 10th session - the final session of the 15th National Assembly and the activities of the Provincial National Assembly Delegation at the 10th session of the 15th National Assembly, Comrade Sung A Lenh informed that, after 40 days of continuous, urgent, and serious work, with a scientific , innovative, and highly responsible spirit, the 10th session was successfully concluded, completing all the planned contents and programs.

The National Assembly reviewed and passed 51 laws and 8 normative resolutions; conducted a review of the work of state agencies during the 2021-2026 term; considered and decided on personnel matters within its authority; conducted thematic supervision on "The implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect"; discussed and provided feedback on the draft documents to be submitted to the 14th National Congress of the Party; considered and decided on socio-economic issues, the state budget, investment policies for national target programs, important national projects, and adjustments to the National Master Plan. Reviewing reports on judicial work, anti-corruption, crime prevention and control, law violations, results of monitoring the resolution of voters' petitions, receiving citizens, handling letters and complaints, and resolving citizens' grievances and denunciations, along with several other important issues.

At the conference, voters expressed their concerns about issues passed by the National Assembly at its 10th session, and also made suggestions on several issues in the fields of healthcare, education, combating corruption and waste, and solutions to address climate change...
Dr. Do Long Phuc, Director of the Mu Cang Chai Commune Health Center, expressed concern about the issue raised in Resolution No. 72-NQ/TW of the Politburo, which emphasizes the need for sufficient doctors for grassroots healthcare, especially in disadvantaged areas. However, reality shows that attracting formally trained doctors to work long-term in areas such as Mu Cang Chai, Tram Tau, and Si Ma Cai in Lao Cai province is extremely difficult, with recruitment failing for many years. Voters hope the Ministry of Health will develop a plan with specific policies, such as targeted training and tuition support, to train medical assistants to become doctors in these disadvantaged areas.
Voter Nguyen Thi Thanh Tu, Principal of Pu Luong Commune Kindergarten, mentioned the content of Resolution No. 71-NQ/TW, which sets the goal of "Completing universal preschool education for children aged 3 to 5 and compulsory education up to lower secondary school" by 2030. To achieve this goal, the voter suggested additional policies to support resources for disadvantaged mountainous localities such as Lao Cai province.

At the conference, Comrade Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, received and addressed the opinions and recommendations of voters that fall under the province's jurisdiction.
Regarding some basic socio-economic issues of the country, Deputy Prime Minister Pham Thi Thanh Tra acknowledged the suggestions of voters and answered some questions within the authority of central agencies. Concerning health and education issues of interest to voters, the Government and National Assembly are currently working urgently to concretize the content of the Resolutions into mechanisms and policies to promptly meet the healthcare needs of the people.

The comrade suggested that Lao Cai province pay attention to improving the quality of education; accelerate the process of ensuring mechanisms and policies for students, ethnic minorities, and overcome shortcomings, especially for students in remote areas and ethnic minority communities; and improve the quality of management at the commune level.
Regarding investment in flood control projects in the Red River area, the province needs to conduct thorough research and assess the impact to develop the project within the overall regional development projects, and submit it to the competent authorities for consideration.
Speaking and clarifying the results of the 10th Session of the 15th National Assembly, Standing Committee member of the Party Central Committee Tran Cam Tu affirmed that, despite the general difficulties, Lao Cai has strived to overcome challenges and achieved many important results in all fields. Acknowledging the difficulties, challenges, and limitations, he stated that it is necessary to frankly acknowledge them and propose timely and effective solutions to overcome them.

The comrade suggested that Party committees and authorities from the provincial to the commune level in Lao Cai province should focus on resolving the legitimate requests of the people. Issues within local jurisdiction must be resolved definitively and in accordance with the law; issues beyond their jurisdiction should be promptly reported and submitted to higher levels; no cases should be left unresolved for extended periods, causing inconvenience to the people, requiring them to make multiple trips, and ensuring that services to the people are not delayed or disrupted due to mergers and consolidations.
Party committees at all levels continue to pay attention to and prioritize the building of a truly clean and strong Party and political system; unite in leadership and direction to accelerate the implementation of socio-economic development tasks, attracting all resources to promote the set growth targets; propose specific mechanisms and policies; ensure synchronous and harmonious development, exploit potential and advantages; and effectively implement the orientation, goals, and tasks for the development of Lao Cai province.
Regarding key tasks, the Standing Committee of the Party Central Committee requested that the implementation of key projects be accelerated, especially those connecting the province's regions. He also emphasized the importance of effective national defense, security, and foreign affairs; continued thorough understanding and effective implementation of central government policies and guidelines, particularly those concerning the two-tiered local government system; promoting digital transformation; maintaining and improving discipline in leadership, direction, management, and operation within each commune, ward, agency, and unit; and implementing comprehensive solutions to prevent and combat corruption, waste, and negative practices.
Regarding the task of creating breakthroughs in economic development and strategic infrastructure, the Standing Committee member of the Party Central Committee noted that the province needs to persistently pursue high growth targets, striving for a GRDP of over 10% in 2026; prioritize the completion of important programs and projects to promote international trade connections; and leverage the bridging role of the Kunming-Lao Cai-Hanoi-Hai Phong Economic Corridor to attract resources and develop border gate economies.
Continue to prioritize investment in socio-cultural development, ensuring sustainable social security; accelerate poverty reduction efforts; make breakthroughs in education, training, and healthcare, improving the quality of public health protection and care, and the quality of primary healthcare; focus on education in remote areas and areas inhabited by ethnic minorities; preserve and promote the cultural identity of ethnic groups, and build green, harmonious, distinctive, and happy localities.
On behalf of the Delegation of the 15th National Assembly of Lao Cai province, the comrade expressed deep gratitude and appreciation to all voters and people in the province who have always trusted, supported, helped, and created all conditions for the members of the Delegation to fulfill their duties, and hoped that voters and people would continue to stand alongside the delegates of the 16th National Assembly to successfully complete their tasks.

Responding to the directives of the Standing Committee of the Party Central Committee, Comrade Trinh Viet Hung respectfully thanked the Party and State leaders for their attention, guidance, and support in enabling Lao Cai to develop further. To ensure the achievement of the goals for 2026 and the subsequent period, the provincial Party committees and authorities will continue to unify their determination and take strong action to lead and direct the building of a clean and strong Party and political system; and to better care for the people's lives.
