Interest rates on policy loans will be reduced by 2% for customers in the four provinces affected by Typhoon No. 13.

On December 16th, Deputy Prime Minister Ho Duc Phoc signed Decision No. 2731/QD-TTg on reducing lending interest rates for customers borrowing from the Social Policy Bank due to the impact of Typhoon No. 13.

Accordingly, the interest rate reduction is 2% per year, applicable to outstanding loans at the Social Policy Bank from October 1, 2025 to December 31, 2025. The implementation period for this interest rate reduction policy also extends for the same period mentioned above.

The beneficiaries of this policy are borrowers under policy credit programs stipulated by the Prime Minister, including both organizations and individuals, in the four provinces of Khanh Hoa, Gia Lai, Dak Lak , and Lam Dong - areas heavily affected by Typhoon No. 13.

The Social Policy Bank proactively balances operating costs to implement interest rate reductions within the allocated capital plan for compensating interest rate differentials and management fees in 2025; and is accountable to the Government for the accuracy of reported data, ensuring operational safety and credit quality.

Previously, as reported by SGGP newspaper, on November 25th, the State Bank of Vietnam (SBV) also issued Official Letter No. 10328/NHNN-TD requesting credit institutions to implement policies to support customers in areas affected by storms and floods.

The State Bank of Vietnam (SBV) requires credit institutions, branches of foreign banks, and SBV branches in regions 8, 9, 10, and 11 to continue implementing solutions to support and alleviate difficulties for customers affected by typhoons No. 12 and 13 and floods in October and November 2025 (with the addition of provinces and cities including Khanh Hoa, Gia Lai, Dak Lak, and Lam Dong).

According to Deputy Governor of the State Bank of Vietnam Pham Thanh Ha, statistics show that storms and floods following storms from July 2025 to the present have affected approximately 250,000 customers with outstanding loans of nearly 60,000 billion VND.

Based on a proposal from the Social Policy Bank, on December 4th, the Prime Minister signed Decision 2654/QD-TTg, which stipulates a 2% annual interest rate reduction for three months for customers affected by storms and floods. It is estimated that approximately 3 million customers in 22 provinces and cities will be affected by storms and floods, with the total interest rate support for these customers estimated at over 1.1 trillion VND.

Regarding Typhoon No. 13, which caused damage in four provinces (Gia Lai, Dak Lak, Lam Dong, and Khanh Hoa), a 2% reduction in lending interest rates from the Social Policy Bank is expected to be applied to nearly 1 million affected customers, with the estimated interest subsidy for customers being approximately 300 billion VND.

According to the State Bank of Vietnam's representative, in implementing the Government's directives, the State Bank of Vietnam has proactively and decisively implemented, with the highest sense of responsibility, solutions to support people and businesses affected by the pandemic; including programs and credit packages with interest rates lower than normal lending rates to restore production and business.

As a result, credit institutions restructured repayment terms for many customers; reduced interest rates by 0.5%-2% per year for 3-6 months for nearly 24,000 customers with outstanding loans of approximately 14,000 billion VND; and implemented loan programs to restore production and business after the storm with preferential interest rates on a scale of approximately 70,000 billion VND.

To date, credit institutions have disbursed nearly 1,500 billion VND in loans to approximately 6,500 customers; of which, for the agriculture, forestry, and fisheries sector, credit institutions have disbursed approximately 600 billion VND in loans to about 4,000 customers.
