Also attending were Deputy Prime Minister Tran Hong Ha; leaders of relevant ministries, departments, and agencies; the meeting was broadcast live to provinces and cities from Ha Tinh to Lam Dong. In Hue, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Khac Toan, along with representatives from various departments, agencies, and localities, participated.
To date, 1,653 houses have collapsed, been destroyed, or swept away by floods; the provinces of Gia Lai and Dak Lak suffered the most damage. There is also a growing number of houses requiring reconstruction, with 1,622 new houses already under construction (an increase of 651 compared to the previous report); 474 houses have been completed; and 35,731 houses were damaged. 32,559 houses have been repaired.
In Hue, regarding the reconstruction of collapsed houses: 5 houses have been completely rebuilt; concrete foundations and pillars have been poured, and surrounding walls are currently being constructed (construction volume is estimated at 40%; expected to be completed before January 20, 2026). Of the 5 households whose houses were completely destroyed, 2 will rebuild at the location of their existing homes, and 3 will be relocated to new sites (as all land, houses, and property were swept away by the flood). The new sites are resettlement areas with completed infrastructure, better conditions than the old ones, and have been agreed upon by the residents.
Regarding damaged houses requiring repair: a total of 40 houses have been repaired, with 34 completed; achieving 85% of the plan (an increase of 3 houses, or 7.5%, compared to December 9, 2025); the remaining 6 houses are currently under repair, and 100% of damaged houses will be repaired by December 27, 2025. Hue City commits to completing the campaign ahead of the schedule set by the Prime Minister.

Concluding the meeting, the Prime Minister emphasized that the "Quang Trung Campaign" was a humane and compassionate undertaking; "we must put ourselves in the position of the homeless people to act." The Prime Minister commended the provinces and cities for starting construction on many houses last week; and requested continued review and guidance with the spirit of the "Quang Trung Campaign," which aims for victory without gunfire, a resounding victory that will delight those who have lost or had their homes damaged, helping them to "settle down and make a living."
The goal is to complete all house repairs by December 31, 2025, and all new construction by January 31, 2026; any difficulties encountered during the process must be reported promptly to the Prime Minister. Therefore, there is no longer any reason to fail to complete this task. With limited time remaining until these deadlines, the Prime Minister requests that provinces and cities urgently commence the construction of the remaining new houses.
The Prime Minister urged provinces and cities, especially Gia Lai province, to make even greater efforts. The Ministry of Public Security, the Ministry of National Defense, and the Ho Chi Minh Communist Youth Union must support the forces participating in construction and repair; and called on the people to help each other with the spirit of "those who have the means to help with their labor, those who have resources to help with their resources, those who have much to help much, those who have little to help little."
Local authorities provide materials and designs for the people; the Ministry of National Defense ensures the construction workforce with the spirit of "Our army comes from the people and serves the people"; and news agencies need to publicize the importance of people's support in building and repairing houses...
