According to Thanh Hoa newspaper, from the beginning of their term, the Party Committee and People's Committee of Muong Lat commune identified digital transformation as a key task to improve the effectiveness and efficiency of local government operations. This change became even more evident when the locality adopted a two-tiered government model, granting the commune greater autonomy in organizing and implementing tasks.
Mr. Mai Xuan Giang, Vice Chairman of the People's Committee of Muong Lat commune, commented: "Digital transformation helps streamline processes, shorten processing times, ensure transparency, and significantly improve service quality. People who come to work receive thorough guidance, and their applications are processed quickly and on time."
The clearest evidence of this change is the operation of the Commune Public Administrative Service Center. With a system of high-configuration computers, modern scanning and printing equipment, and an interconnected electronic one-stop service software, the environment for receiving citizens has become more civilized and modern.
Ms. Nguyen Thi Nga, Deputy Director of the Center, said that thanks to the interconnected system, documents are processed at one point, and people no longer have to travel back and forth as many times as before, saving considerable time and effort.
As a result, in 2025, the Center received 1,102 applications and resolved 100% of them on time. The index for serving citizens and businesses reached 94.43 points, placing Muong Lat commune 12th out of 166 communes and wards in the province.
In addition, the implementation of online meeting rooms connecting with the province and the central government has helped the commune shorten the time for implementing directives and management, and save on conference organization costs.
Digital footprint in key sectors
Digital transformation in Muong Lat is not limited to administrative procedures but also extends deeply into various aspects of life and society.
In the healthcare sector, the commune health station has fully implemented HIS software and is 100% connected to the health insurance database. Currently, 65% of the commune's population has electronic health records; the rate of cashless payments at healthcare facilities has reached 55%. Notably, the telemedicine and online appointment scheduling models are proving effective, with approximately 1,000 appointments scheduled annually and over 120 remote consultation sessions conducted.
In education, a digital educational environment is gradually taking shape in mountainous border regions as schools adopt electronic gradebooks, student management software, and online learning platforms.
Land management also saw positive changes through the "90-Day Campaign to Enrich and Clean Land Data," successfully collecting 940 out of 1,034 records (90.9%), contributing to the standardization of management data.
Social security and public order have also been strongly digitized. The commune pays 100% of benefits to people with meritorious service through bank accounts, and fully synchronizes data on poor and near-poor households with the National Population Database.
The commune police force has made efforts to clean up data, receiving thousands of applications for electronic identity cards and identification, and guiding 100% of accommodation establishments to declare information through the ASM software.
Bringing technology to remote villages.
To truly integrate digital transformation into daily life, Muong Lat has established community-based digital technology teams in all 11 villages. These teams form the core force, directly providing hands-on guidance to residents on using VNeID, QR-Pay payments, and accessing online public services.
In parallel, the Public Service Center operates a smart broadcasting system. Ms. Ho Thi Thuy, Deputy Director of the Center, affirmed that this tool helps to transmit administrative information fully, quickly, and accurately according to each region and time slot, helping people access policies more effectively.
The results achieved show that digital transformation in Muong Lat commune is no longer just a slogan but has become a key solution, contributing to changing the face of local government towards a modern, transparent, and professional direction. With the support of the people and the determination of the entire political system, Muong Lat is gradually asserting its position as a leading locality in the region in implementing the two-tiered local government model associated with comprehensive digital transformation.
